Purpose: The first purpose of this Delphi study was to identify the degree to which Riverside County directors of student services or administrators who oversee student discipline perceive that positive behavioral interventions and supports (PBIS) components reduce exclusionary discipline and promote a positive school culture. The second purpose of this study was to identify key facilitators and barriers to PBIS implementation within the school districts of the experts who participated in this study.

We synthesize the existing research and compute meta-analytic averages for the effects of scaled-up, publicly funded pre-kindergarten (pre-K) programs on student pre-kindergarten achievement in math and reading. Other systematic reviews of pre-K programs have focused on the effects for specific groups of students from various types of pre-K programs. We add to the literature by focusing on scaled-up pre-K often provided at the state level, which is of growing policy interest. Scaled-up programs are large state or district run programs that are available to a large portion of children before they enter kindergarten. We limit our analysis to state and …

Our department has adopted action research (AR) projects as the culminating task for our master's degree candidates. This paper presents our work on mentoring our graduate students towards the completion of their final AR research projects and details the deliberate structures we have put in place to guide them through the AR process. These structures include a fullsemester course, individual meetings with an AR Chair, and collaborative facultystudent feedback sessions. Does Choice Matter For School Choice? An Instrumental Variables Analysis Of The Effect Of Choice On Parental Satisfaction In Charter Schools, Corey A. Deangelis

I employ ordered probit regression, and a new instrumental variable, to compare the fall 2015 parental satisfaction survey results of open-enrollment charters to district-conversion charters. The results indicate that choice status in Arkansas charter schools is significantly beneficial to parental-satisfaction. In particular, after controlling for student and parent-level characteristics, parents with children in open-enrollment charters had between a 17-percentage point and 32-percentage point higher likelihood of grading their current school as an A or responding as Highly Satisfied in six of the quality categories: Overall, Teacher, Discipline, Learning, Safety and Parental-Involvement. Although an abundance of research indicates that private schooling can benefit individual children through higher test scores, the effects on society are less clear. We monetize and forecast the social impacts of the Milwaukee Parental Choice Program (MPCP) in the United States. We use existing literature on the impacts of the MPCP on criminal activity and graduation rates. Between 2016 and 2035, students who use a voucher in the MPCP will generate additional economic benefits of $473 million associated with higher graduation rates, and $26 million associated with fewer felonies and misdemeanors, relative to their traditional public school peers.

Building A Collaborating Culture; A Need For Partnerships Among K-12 And Postsecondary Institutions, Dr. Timothy B. Holt

This presentation focused on the need for better communication and collaboration between K-12 and post-secondary institutions. As the Affiliate Director for Project Lead the Way, the author noticed a need for higher level ownership and empowerment at all levels so that students would be better served, and prepared for the next level of education. This translates to trade schools, colleges, and universities.

Action research is often called the teacher’s research and often feels like a common sense approach to solving problems, but not all pre-service teachers begin careers knowing how to use this methodology to improve their own practice. This article offers a rationale for teaching pre-service teachers the skills and action research methodology as a tool for professional improvement based on the experiences of the authors engaging in a reflective process for teaching. While not generalizable, it is hoped that lessons learned may be applied by other faculty in teacher education programs.

School business officials must be able to analyze problems and develop effective solutions. Arriving at solutions involves identifying the relative importance of the problem, what is known additional information is required, who is involved, what’s at risk, and the ultimate goal.

Most problems are easily resolved based on policy, experience, and knowledge of school business. However, some problems are more complex. School business officials don’t always have all the information they need, aren’t familiar with the personnel involved, or are faced with conflicting priorities.

This qualitative, multiple case study investigated how educational leaders used and manifested Emotional Intelligence (EI) skills and abilities in unique organizational contexts. The study was conducted with five principals in a large, urban school district. The principals were selected to participate based on the organizational context of their schools. Each site was profiled and subsequently categorized based on the unique dynamics of the school including, but not limited to cultural, social, political, environmental, economic, and temporal factors. This research examined correctional and community college administrators' perceptions of collaboration and the public value impact of a PSCE partnership through a systems thinking conceptual framework. Through interviews, observations, and document reviews, I determined how these perceptions aligned with the public value of a PSCE partnership. This was a basic qualitative study involving six participants from two public agencies. Findings from this study indicate that administrators recognized:

• Public Safety Realignment legislation contributed to the viability of a PSCE partnership in a county jail system.

State inoculation laws—which are designed to reduce or eliminate the risk of infection from the most common communicable diseases—typically grant students with medical concerns exemptions from having to receive vaccines or vaccine components. Moreover, as reflected in the cases discussed below, most states allow nonmedical exemptions for religious reasons and philosophical beliefs (National Vaccine Information Center 2016).

As reviewed in the next section, disputes over vaccinations generated a fair amount of litigation. In these cases, parents challenged vaccination laws as violating their constitutional rights to be free from government interference or to freedom of religion.

The purpose of this case study was to better understand the reasons behind the apparent continued success of a blended learning educational model in place since 2012 in the Illinois Department of Juvenile Justice (IDJJ). Using a mixed methods approach, data were gathered and analyzed from a variety of records, reports, and other documentation that included: diplomas awarded, courses taken, course completion, enrollment trends, student mobility rates, GED testing information, and special education student enrollment and performance. A variety of concerns contribute to teacher attrition and movement including dissatisfaction, school staffing actions, classroom factors, lack of administrative support, lack of resources, and student performance factors. As a result, educators are prone to burnout due to the stresses of teaching, which in turn leads to attrition and movement. School principals can stem the tide of teacher dissatisfaction and attrition by providing technical and adaptive scaffolds for teachers. This research reports on the beliefs of a select sample of women and men faculty across the USA regarding women in nonprofit organization academic programs. The main differences were on professional orientation among graduate students, difficulty with quantitative oriented courses, and portrayal of women in coursework. To eliminate these differences, beliefs (ideologies) among faculty and students need to be altered. The purpose of this research project was to examine perceptions of Arkansas Chiefs of Police (AACP) regarding preferred curricula for law enforcement training in higher education. This case study examined the perceptions and concerns of Tennessee high school English and math teachers regarding the implementation of RTI2 within a general secondary education using the theoretical framework of the concerns-based adoption model (CBAM) proposed by (Hall, 1979). Specifically, the Stages of Concern Questionnaire (SoC-Q) portion of the CBAM was utilized. Data regarding participants’ stages of concern about RTI2 implementation were collected from teachers across the state.
