There are many challenges to ‘shared governance’ at institutions of higher learning, including the fact that there is no consensus as to exactly what constitutes effective and appropriate shared governance. The document cited most often in regards to shared governance is the 1966 Statement on Government of Colleges and Universities, jointly formulated by the American Association of University Professors (AAUP), the American Council on Education (ACE), and the Association of Governing Boards of Universities and Colleges (AGB).[i] The document lays out a set of broad principles, without giving specific instructions as to how to implement them.

Among the many duties of school business officials (SBOs), their boards, and other education leaders is establishing policies governing access to district facilities. When disputes over access are litigated, the judiciary walks a fine line, as courts generally grant school officials discretion in defining use policies. However, as discussed below, when it comes to granting access to public school facilities, educators cannot violate the constitutional rights of a group based on the religious content of its speech.

Shared governance is an ideal to which many seem eager to express allegiance. In fact, shared governance is invoked almost as frequently by administrators and administrator-dominated organizations such as the regional accrediting commissions as it is by faculty and faculty groups such as the AAUP. As with many catchphrases, however, shared governance apparently means different things to different people.

All too often shared governance is used to convey the idea that a lot of conversation ought to take place within and among various campus groups—board, administration, faculty, staff, students, etc.—before the people in power make the final decision. This conception …

Principals' Decision Making In Discipline Policy Implementation: The Lutheran Schools' Perspective, Katherine Jane Brandon

This quantitative study examines the relationship of philosophical beliefs of administrators of Lutheran schools and the influence of those beliefs on discipline decision-making styles, job satisfaction, and other factors. The study patterns the survey work from William Perry (1999) and other theorists regarding philosophy and ethics. A theoretical framework postulates a positive relationship of objectivist philosophy with directed decision-making style and interpretivist philosophy with participative decision-making style.

The administrators from two Lutheran education organization’s listserves, through invitation, participated in the qualitative online survey. The investigation uses path analysis, factor analysis, and regressions to explore survey and descriptive data. Some contextual …

Knowing the factors used in the annual performance evaluation of superintendents is foundational to building a more effective process. The accompanying graph, based on AAS~s decennial survey of the field, shows how superintendents rank seven response options about the conduct of their own assessments by school boards. Critics claim current evaluation practices are plagued by ambiguous purposes, unrealistic expectations, uneven and subjective processes, and invalid outcomes. The overall quality of superintendent evaluations suffers from the variation in the bases of assessments and the number and competence of the evaluators. Amid concerns over teacher sexual abuse and other misconduct involving students— although involving a very small percentage of educators—boards should strengthen their policies for evaluating the qualifications of potential teachers, including those with experience, by requesting letters of recommendation after they complete initial state-mandated criminal background checks.

As crucial as letters of recommendation are in the hiring process, litigation demonstrates that some education leaders fail in their duty to safeguard children from sexual predators. The purpose of this study was to examine the relationship between Home School Enrollment and Virginia Public School Finances. Enrollment trends were examined from Fall 2001 through Fall 2010 to determine if there was an increase in Home School Enrollment over the ten year examination period. Also, two sets of Virginia Standards of Quality Variables (SOQs), Expenditures (Instructional Salaries, Administrative Salaries, Per Pupil Expenditures) and Revenues (State Portion of Basic Aid, State Portion of ADM funds and Enumerated Funds) were examined in relation with Home School Enrollment to determine if Home School Enrollment influenced Virginia Public School Finances at all. …

The study examined the adequacy of preparation that graduate teaching assistants receive before or during the pursuit of their graduate degree. Specifically, this study looked at graduate teaching assistants' perceptions of their particular programs. Additionally, this study explored how prevalent or non-prevalent TA training was before and/or during services as a Teaching Assistant, the strengths and weaknesses of training program components, the intensity of training programs, the role faculty mentoring played in TA training and the differences in perceptions based on gender and degree status (Master's versus Doctoral). This study investigated middle school students' perceptions of their classroom learning environment in National Board Certified Teachers' and Non-National Board Certified Teachers' classrooms. The instrument chosen to conduct this study was a questionnaire inventory, What is Happening in this Class. The participants were selected from rural middle schools in north Mississippi. National and Non-National Board Certified Teachers' were matched at every school by grade level. The teachers' students were asked to respond to a 56 question survey utilizing a Likert scale.
