These are Chief Judge Baker’s remarks reflecting on the scholarship of Professor Michael Reisman in the field of national security law. Chief Judge Baker comments that Professor Reisman is a prolific writer and Scholar-Teacher dedicated to the study of force, minimization of suffering, and the advancement of human dignity and the law. He discusses how Professor Reisman’s work is distinctive in that it identifies and incorporates the critical influence of process, both formal and informal, in decisionmaking, which sometimes overshadows substance.

Purpose

The purpose of this study was to examine the selection practices and requirements for administrators in rural Pennsylvania public-school systems. This study examined aspects of the administrative hiring process in order to explain the significant lack of women in the pool of administrators drawn from the rural Pennsylvania school districts. The research question intended to discern whether school-board members perceived gender bias of female applicants as a deterrent in their hiring or whether there was a paucity of female applicants.

The Civil Rights Act of 1964 has become the foundation of modem federal equal employment opportunity law. The application of this law to adverse tenure decisions, however, may differ from other adverse employment decisions because of judicial deference toward institutions of higher education. This present study analyzed published federal court cases decided during the period 1980-2007 involving Title VII, tenure denial, and higher education. This study employed a quantitative research design to examine the predictive relationships between social presence and course retention as well as final grade in community college online courses. Social presence is defined as the degree of one's feeling, perception and reaction to another intellectual entity in the online environment. Course final grades included A, B. C, D, F, I, or W. Course retention was defined as successfully completed a course with an A to C grade. The results of the binary and ordinal logistic regression analyses suggest that social presence is a significant predictor of course retention and final grade …

They outline lessons learned from virtual coaching initiatives and present research results showing the positive impact of this approach on both teachers and students. The focus of this research was to provide recent descriptive information about acceleration policies and practices in Florida elementary schools. District, school, and personal demographic variables were investigated to determine the extent to which they affected school-based acceleration options provided for students. Also, school district policies were examined to determine which types of research-based acceleration options were more frequently used and what procedures were in place to guide the decision-making process. Results from this study indicated that extant acceleration policies only included grade skipping and limited procedures for referral, screening and decision-making in the schools. The purpose of this study was to investigate the Women's Institute for Leadership Development (W.I.L.D.) program to determine the immediate and long-term impact as defined by the alumni program participants from three cohorts (2008, 2005, 2003). A secondary focus of the career transition decision-making of recent W.I.L.D. participants was also investigated. Qualitative (individual interviews and W.I.L.D. inventory open-ended written responses) and quantitative [Career Transitions Inventory, (CTI), and the W.I.L.D. inventory] results were examined. The Impact Of College Recreation Center Renovation On Overall Participant Utilization And Frequency, James R. Kilchenman

The purpose of this research study was to investigate changes in student utilization of a campus recreation center following a two-year renovation project that added 3,500 square feet to the existing facility. The variables studied for this investigation were the recreation center user age, class level, ethnicity, and sex. Data for this study were collected though activity reports produced when users swiped their University ID cards for admission to the recreation center. Overall there was a 189% increase with unique users following the renovation project. Mean student uses also increased for most variable categories, most notably with freshman and sophomore …

Each year more than 100,000 juveniles are incarcerated in residential rehabilitative facilities. As part of their course of treatment, educational services are mandated for these incarcerated youth. Programs serving these individuals must provide adequate and appropriate educational programs for these juveniles. With a growing public concern over juvenile delinquency and recidivism, programs are being held accountable for the effectiveness and quality of the programming they offer. In Florida, juvenile justice programs offering educational services are monitored annually by the Juvenile Justice Education Enhancement Program. This study examined how self-efficacy beliefs, a central construct of social cognitive theory, might be used to inform educational leadership and policy decisions related to school accountability measures. A survey of 112 principals in Florida was used to investigate the degree to which principals believed the goals of federal and state school accountability measures (the No Child Left Behind Act of 2001 and the Florida School Grades Plan) were actually attainable, and to what degree they believed their leadership actually helped achieve these goals. This research study investigated the post-implementation experiences of 6 higher education institutions following the initial implementation of a Student Administration ERP system and explored how these institutions used the post-implementation phase to maximize the benefits from the ERP system. A mixed-method approach consisting of an online survey and qualitative case study was utilized for data collection; within-case and cross-case analyses were performed to generate the research results and findings. This descriptive study explored the relationship between moral distress, professional stress and intent to stay in the hospital setting. The study involved 234 nursing participants and was conducted via an online survey over a 90 day period. In 1995, US 12th graders performed below the international average for 21 countries on a test of general knowledge in mathematics and science. (National Center for Education Statistics (NCES), 1998). In 2000, 93% of students in grades '5-9 were taught physical science by a teacher lacking a major or certification in the physical sciences (National Center for Education Statistics, 2002).
