A college education offers people social and economic benefits, yet youth from foster care backgrounds are less likely than their peers to attain a college education, which places this already vulnerable population at higher risk for a lifetime of living on the margins of society. Foster alumni face multiple obstacles to accessing and persisting in higher education. To facilitate and support the success of this frequently overlooked population, professionals in higher education need to understand these obstacles. Issues of college access are increasingly met with resolutions within social and economic contexts. Models such as cost of production output, and race and socioeconomic-conscious strategies form the basis of such analyses (Jenkins & Rodriguez, 2013; Henriksen, 1995; Treager Huber, 2010; Schmidt, 2012). We can expect retooling and reinventing of such models with increasing college costs and changes in student demographics.

Often considered the gateway to the middle class in the United States, community colleges are struggling to find ways to support all students in career planning and preparation. Unfortunately, increasing numbers of first generation students who enter community colleges through the door of open access, place into developmental education (remedial) courses and must satisfactorily complete this often-rigid sequence before beginning college level classes. For many first-generation, under-prepared, underresourced students, this is a frustrating and often insurmountable barrier, causing many students to abort their postsecondary training.

Recent academic achievement gaps of public secondary students in Imo State, in WAEC, NECO, and JAMB examinations posed a threat to students’ aspiration to college education. The poor academic achievement level was denting previously achieved high academic record in Imo State. This trend was disturbing to parents and educators. However, this trend could be remedied if appropriate educational policy was enacted and implemented in secondary schools. Purpose: The purpose of this phenomenological study was to discover and describe how Latina community college administrators utilize the four elements of Cultural Intelligence (CQ) to provide leadership in their organizations.

Methodology: The phenomenological qualitative approach was used to describe the utilization of cultural intelligence of ten Latina community college administrators to provide effective leadership in their organizations. The researcher conducted in-depth interviews to gain insight into participants’ leadership behaviors outlined in the study’s purpose. An examination of the data collected revealed patterns and themes.

Southeast Asian Americans have among the lowest higher educational attainment rates among the Asians. However, aggregated data and the model minority myth often conceal this reality, leaving many Southeast Asian Americans without the proper support systems. The model minority myth, the importance of the historical context of Southeast Asian migration, and the impacts of being refugees, are all addressed as they form the basis of many Southeast Asian Americans experiences in higher education.
