Clearly, no issue is currently more crucial to the future of the position of school district superintendent than the battle being fought over professional preparation and state licensing. The intent of licensing professionals is to protect society and not the licensee. Consequently, a decision to deregulate a profession should not be made solely in political arenas in which self- and group interests are more likely to outweigh societal interests. Public school reform has taken three distinct turns over the past two decades. In the early 1980s, most policymakers blamed a lack of educational productivity on lazy students. Influenced by this argument, virtually every state legislature enacted laws lengthening the school year, lengthening the school day, and increasing high school graduation requirements. Within a relatively short period of time, however, the would-be reformers concluded that intensification of student experiences was insufficient to produce significant improvements. With the passage of the Education for all Handicapped Children Act (PL 94-142) in 1975, the United States Congress sought to provide educational opportunity to all children. In 1990, with added amendments, the law was renamed the Individuals with Disabilities Education Act (IDEA). Turnbull reported in 1993 that Congress had found approximately one-half of the nation's eight million children with disabilities were not receiving an appropriate education and about one million were receiving no education at all. The purpose of the study was to measure the equali­zation effects of twenty selected New Mexico school fund distributions relative to the school districts' fiscal capacities.

An index of fiscal capacity was developed by dividing the assessed valuation of each school district by the 180 day average daily membership during two target years. The target years, 1968-69 and 1969-70, were selected because the state legislature changed the basic public school distribution formula from a "weighted pupil" index for 1968-69 to a "staffing" index for 1969-70.

It is the purpose of this study to present some of the leading facts concerning the present status of the county superintendents of schools in Kentucky, and also to compare the status of the county superintendent with that of the city superintendent as found by R.E. Stevenson's study of 1934. The same method of procedure is used in this study as was used in the study of the city superintendents in order that a reliable and worth while comparison could be made between the two groups of educational leadrs.
