Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

With walking as ontological shifter I pursue an alternative to the dominant modernist episteme that offers either/or onto-epistemologies of opposition and their reifying engagements. I propose this type of walking is an intentional turning towards a set of radical positions that, as integrative aesthetic and therapeutic practice, brings multiplicity and synchronicity to experience and being in an expanded sociality. This practice facilitates the conditions of possibility for recurring points of contact between the interiority perceived as ‘body’ and the exteriority perceived as ‘world.’ While making evident the self’s at once incoherence with it-self, it opens to a space beyond the …

Re-visualizing care: Teachers’ invisible labor in neoliberal times takes up the topic of teacher evaluation in a moment of moral panic about “bad teachers,” public controversy over Value- Added Measures (VAM) of teacher work, and the widespread implementation of new assessment policies under Race to the Top (RTTT). Working with a group of ten progressive New York City public school teachers in the first year of one such policy (known as “Advance”), my multimodal study engages a wide variety of qualitative and arts-based research methods to explore teachers’ experiences of “Advance,” their broader reflections on practice, and the substantial work …

My project explores the role of teachers at Southern California continuation high schools as it relates to serving low-income students of color in the face of the institutional barriers within alternative education. My study focuses on the teachers’ career, interactions with students, and opinions on accessibility to resources and funding. I have examined their experiences through twenty in-depth, semi-structured interviews with teachers from three districts. My findings indicate that district members’ misconceptions of Latinx students as inherently deviant and academically unengaged drive institutional issues creating financial burden for which teachers are forced to compensate. My study explores the underlying factors that allow systemic structural issues to exist within continuation high schools which result in the low educational performance of low-income Latinx continuation students. My study focuses on educators’ experiences, as I conducted 20 in-depth, semi-structured interviews with Southern California continuation high school teachers. I focused on the following areas of study: the teacher’s career, the teacher’s interactions with students, and the teacher’s opinions regarding their accessibility to funding and resources. Nationwide, there is a crisis in math learning and math achievement at all levels of education. Upwards of 80% of students who enter the City University of New York’s community colleges from New York City’s Department of Education high schools fail to meet college level math proficiencies and as a result, are funneled into the system’s remedial math system. Once placed into pre-college remedial arithmetic, pre-algebra, and elementary algebra courses, students fail at alarming rates and research indicates that students’ failure in remedial math has negative ripple effects on their persistence and degree completion. CUNY is not alone in facing …

For this review of research on the history of teaching, I use the instructional triangle as an organizing tool and frame of analysis to explore what we know about who taught, who was taught, and what was taught across space and time.
In the first section of this chapter I review historical research on who taught in American classrooms. One overwhelming theme throughout this literature is that policy makers, school leaders, and the general public have historically cared a great deal about who a teacher was, often basing their preferences on the belief that a teacher’s social characteristics would shape …

Wilderness Park, located in Lancaster County, Nebraska, is a public park of unique ecological and historical value to the city of Lincoln and to the surrounding region. The natural and historical features of the park present an opportunity to communicate environmental and historical topics that are relevant on local, national, and global levels, as well as inspire a lively sense of pride in the community. The problem is that many topics relevant to Wilderness Park are not currently being interpreted at the park, and that there are relatively few interpretive resources available to park visitors.

This study examined possible influences of racial socialization and racial identity in minority’s academic achievement. Qualitative data sources (in-depth, personal interviews, focus groups, and a survey) were collected from 10 minority students and 8 administrators. In addition, a quantitative survey was used to supplement qualitative data. The researcher established her own set of questions for the interviews and focus groups. The pre-established measures used were the Does Your School Have High Expectations for All Students survey and the School Climate survey.

The centralization of school discipline in the second half of the twentieth century is widely understood to be the inevitable result of court decisions granting students certain civil rights in school. This study examines the process by which school discipline became centralized in the Los Angeles City School District in the late 1960s and early 1970s, however, and finds that the locus of control over student discipline shifted from the school site to the centralized district largely in response to local pressures. One of the most serious problems in mathematics education continues to be the dismal statewide mathematics proficiency test performance of African-American students in urban schools. It has been argued that one of the best ways to improve performance is by connecting the pedagogy of mathematics to the lives and experiences of these students. Although many theories have been implemented in the urban mathematics classroom to assist African-American students in developing and increasing conceptual understanding, members of the urban mathematics education community should take a closer, more serious look at the implementation of radical constructivism within urban mathematics classrooms.

During the 1980's, the concept of an all-Black male academy was strongly pushed as a panacea for the seemingly systematic, scholastic downfall of Black males in secondary institutions. Though said academies have received strong community support, opposition against them has also been equally staunch. All-Black male academies have also fallen under question because of their supposed discrimination against females and the belief that their existence would return the system of education in the United States to segregation.

The purpose of this field study was to identify the need and present a workable model designed to address minority dropout prevention for the Decatur, Illinois, Public School District #61. The overall district dropout rate at the time this field study commenced was 26.6 percent. However, the dropout rate for minority (Black) males was 43.1 percent and 24.9 percent for minority (Black) females. The data shows that a problem of minority dropouts did exist in Decatur School District #61 and that a preventive program was needed to address this problem.The Program to Improve Student Attendance (PISA), was designed for use …
