During the spring semester of 1979, Dr. Donald W. Smitley of Eastern Illinois University; Mr. Joseph Foster, Superintendent of Shelbyville School System Unit #4; and Harold O. Redicks, Principal of Moulton Junior High, agreed that the author would participate in an assortment of activities in order to gain meaningful experiences to prepare the author for a position as a school administrator. The author entered this program for the purpose of acquiring knowledge of being a school administrator and to work under the guidance of a successful superintendent and principal.

This paper deals with the problem of developing and writing a grant proposal following the Title IV, Elementary and Secondary Education Act guidelines.
PROCEDURE
The writer explains the procedure she followed to develop her idea into the final project proposal that was submitted to the Title IV, ESEA office. Included in this narrative are: an explanation of how the proper funding was located, the development of the project, a copy of the evaluation process used by the Title IV office to determine which projects are funded, and copies of the·final evaluations of the project proposal.

The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.
One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. As illustrated by the title, this field experience included two major areas: (1) an administrative internship and (2) the development of a high school curriculum guide and the updating of course descriptions for the author's school district.
The administrative internship was established for the purpose of giving the author as much first-hand administrative experience as possible. On June 23, 1972, the Congress passed Title IX of the Education Amendments. Under Title IX "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of or be subjected to discrimination under any education program or activity receiving Federal financial assistance . . . ." This law affects virtually every institution of education in the country.
Elementary schools should be in compliance with Title IX this year, 1977. Secondary schools have until July 21, 1978, to fully comply.

This paper deals with the evolution of a construction project which was undertaken by application through the Elementary and Secondary School Capital Assistance Program enacted in 1973. The study began in November of 1973 with work on the initial application and continues to the construction phase of the project which was reached in September of 1977. On January 5, 1977, the Charleston School Board of Education voted to enforce a five-hour school day schedule effective January 24, 1977.
