The term instructional leader encompasses many aspects. The instructional portion includes the knowledge base, the master teacher, the evaluator, the mediator, and the communicator with parents, community and teachers. The leader portion includes the perceptive director, the goal directed visionary, and the organizer with enthusiasm and energy.
Teachers depend on the principal to assist them in gaining instructional skills and utilizing curricular material that is necessary to teach effectively. The principal should be their master teacher and evaluator. As an evaluator, a principal will confer with and provide feedback to the staff, and will evaluate the education programs.

The purpose of this study was to look at shared decision-making in the public schools of Iowa. Specifically, attention was given to the desire of teachers to be involved in strategic managerial issues that have been the traditional purview of administration. Fourteen decisional areas were selected for the study including organizational managerial, policy development, and resource allocation/utilization issues.
Four research questions were utilized with a quantitative research approach. A survey instrument was mailed to 600 K-12 public school teachers within Iowa. The final sample included 431 responses that represented a return rate of 72.3%

Historically, Iowa has had few women superintendents of K-12 public schools. Societal changes, political changes, and legislation, such as affirmative action, have had no impact on gender balance in the superintendency in Iowa. The number of women superintendents in Iowa remains low. Of 397 superintendents in Iowa, during 1993-94, only 14 were women. This qualitative study examines the characteristics of current women superintendents of Iowa. Specifically, the following aspects of career development were examined: childhood and adolescent characteristics, personal and professional characteristics, and career path. The purpose of this study was to describe the informal communication network of public school superintendents in the state of Iowa. This investigation was initiated because the literature on the superintendency remains silent to the topic of communication relationships among superintendents. For purposes of this study, networking was defined as activities leading to the formation of peer relationships resulting in the acquisition of useful information, advice, moral support, or socializing and mentoring opportunities.

With the current trend Iowa of school districts whole-grade sharing (WGS) with another school district followed by merging, the author examined the impact of such reorganization activities on library media programs in selected school districts. The case study approach was utilized to examine five districts. The author believed that changes occurred as a result in library media centers with most change discernible at the time WGS commenced rather than at the time of full merger. Schools are being called upon to restructure, to make fundamental systemic changes which require a change in the culture of schooling. Little is known about how school culture develops. What role do leaders play in shaping culture? What influences do building size and the socioeconomic status of the students have on the culture?

In 1981-82, two school districts in the state of Iowa shared one superintendent; in 1985-86, 10 districts shared five superintendents; by 1991-92, 116 school districts reported sharing 58 superintendents. Studies on the shared superintendency suggested that role overload accompanied the position and that superintendents reacted to the increased workload by delegating responsibilities, often to building principals. The primary purpose of this study was to determine if there were significant differences in the perceived responsibilities of Iowa secondary principals serving shared superintendents and Iowa secondary principals serving nonshared superintendents. The major purpose of this study was to investigate the perceptions of superintendents, principals, and teachers regarding the instructional management behaviors of principals in mid-sized public high schools in Iowa when applied to 10 job functions of instructional management behavior. The study utilized the Principal Instructional Management Rating Scale (PIMRS) instrument, developed by Dr. Philip J. Hallinger, to assess perceptions of instructional management behaviors of principals.

One purpose of this study was to determine primary principal power tactic usage in Iowa elementary schools. The study also investigated the associations among principal power tactic usage, leadership style, and organizational climate.
The study utilized the Leadership Effectiveness Adaptability Description (LEAD-Self) survey to determine primary leadership style. The Organizational Climate Description Questionnaire (OCDQ-RE) was utilized to identify teachers' perceptions of school climate. The Perception of Principal Power Tactics Survey (PPPTS) was utilized to assess teachers' perceptions of principal power tactic usage.

Iowa middle level schools during the spring semester of 1988 were described in terms of grade level groupings, titles, instructional patterns, and pupil control orientations of teachers. This data was compared to data about Iowa middle level schools collected during the 1970-71 and 1979-80 years as well as data collected in recent years form studies across the nation. The purpose of this dissertation was to determine whether it is possible to generalize about the effects of participative management. The major purpose of this study was to determine if the perceptions of Iowa senior high school principals and those of their teachers differed significantly when applied to 11 categories of administrative performance. The study also describes the relationship between principals' willingness to participate in 11 hypothetical in-service programs and the assessment principals make of their performance in 11 categories of administrative performance.

The purpose of the study was to construct a service cost index (SCI) for a sample of Iowa school districts and to use the SCI to examine the relationship school district size has to efficiency of educational services delivery. The SCI was based upon the computation of the cost of delivering a fixed market basket of services to a typical student in each of 44 randomly selected Iowa high schools.
