Cultural Change Paradigms And Administrator Communication, Theodore J. Kowalski Jan 2000

Cultural Change Paradigms And Administrator Communication, Theodore J. Kowalski

Educational Leadership Faculty Publications

Public school reform has taken three distinct turns over the past two decades. In the early 1980s, most policymakers blamed a lack of educational productivity on lazy students. Influenced by this argument, virtually every state legislature enacted laws lengthening the school year, lengthening the school day, and increasing high school graduation requirements. Within a relatively short period of time, however, the would-be reformers concluded that intensification of student experiences was insufficient to produce significant improvements. While not abandoning their original conviction, they shifted their attention to a second target-educators. The result was a flurry of proposals to revise or eliminate …

The Impact Of School Reform On Teacher Professionalism Lessons From Case Studies To Inform Future Professional Development Initiatives, Meher Rizvi Jan 2000

The Impact Of School Reform On Teacher Professionalism Lessons From Case Studies To Inform Future Professional Development Initiatives, Meher Rizvi

Institute for Educational Development, Karachi

This paper will outline a number of issues faced by Government Primary Schools in Pakistan. Specifically, it will identify a research agenda that needs to be addressed if these schools are to progress. Pakistan's educational system is faced with many problems and dilemmas and each dilemma justifies a reason, but perhaps no problem is as grave as the low quality, the poor morale and the dejected professional status of the teachers. I say that because I believe that schools are only as good as their teachers, regardless of how high their standards, how up-to-date their technology, or how innovative their …

The central aim of the scheme was to increase parents' involvement in their children's education. The evaluation study examined how programs in the scheme were constructed and implemented over a three-year period and monitored specified outcomes of program activity. An Analysis Of Local Response To State Initiated School Reform Legislation: Michigan Public Act 25, A. Bruce Watson

Dissertations

Educational reform has been a topic of interest to educators, politicians and tax payers for over a century. Michigan’s educational reform legislation, Public Act 25. enacted in 1990, is a shared-responsibility model where the state and local school district share responsibility for implementing four major educational reform components. These components are, core curriculum, annual educational report, school improvement planning and accreditation.

The study was designed to answer the following two research questions. Initially, do elementary principals in Michigan public elementary schools perceive educational reform indicators and conditions to be in enough strength to allow educational reform to continue under Public …

Chasing The Wolves From The Schoolhouse Door, Theodore J. Kowalski Feb 1995

Chasing The Wolves From The Schoolhouse Door, Theodore J. Kowalski

Educational Leadership Faculty Publications

Interestingly, warnings about the deterioration of America's schoolhouses have generated only limited public reaction. State legislators, governors, federal officials, and corporate executives — all of whom were exceedingly eager to react to earlier education reports such as A Nation at Risk- have been amazingly silent. Where are the legislative proposals to eradicate this problem? Where are the creative ideas from managers in private industry? Where are the calls for establishing a national commission to address this crisis? The most likely response to these questions is that the cost of solving the problem is simply too great. Accordingly, neither those who …

This book immerses prospective administrators in the realities of practice and decision-making through the use of a wide range of open-ended case studies. Effective practice in school administration involves making decisions about management of schools and reform, including state deregulation, district decentralization, and school restructuring. Leaders need to think beyond management and consider how to affect school culture, professional development, and changing populations. The cases in this book will help leaders address those issues by honing three key skills: (1) How to identify and solve problems; (2) How to develop and evaluate alternative solutions; (3) How to continuously refine professional …

Preparing Teachers To Be Leaders: Barriers In The Workplace, Theodore J. Kowalski

Educational Leadership Faculty Publications

The argument is made that consideration of these barriers must be incorporated into revisions of teacher education curricula.

Affirmative Action Strategies In Elementary And Secondary Schools, Abigail Therstrom Jun 1994

Affirmative Action Strategies In Elementary And Secondary Schools, Abigail Therstrom

New England Journal of Public Policy

Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. Similarly, the demand for curricular reforms, racial sensitivity training, and more culturally "appropriate" tests, while not obviously …
