This field study, which is an examination of the transportation program in a local school district in Illinois, gives special attention to what is expected of a local district by the state of Illinois. Many of those expectations are found in the school code as regulations for the local school district in its transportation program.

The Needs Assessment Survey for Parent Involvement in Ina Community Consolidated District No. 8, Ina, Illinois was created to: 1) provide for parent involvement in program planning as mandated by state law, and 2) give the local board and administrator help in setting goals consistent with public needs and expectations.

To address initial needs assessment, teachers were asked to list a maximum of eight needs under each of five areas. The five areas were staff, building, equipment, grounds, and curriculum. On August 12, 1976, the superintendent, being new to the school district, recommended to the board that it develop policies to guide the day-to-day operation of the schools. The purpose of the field study project was to develop a functional student handbook for use at Crestwood School in Paris, Illinois. Crestwood School is a kindergarten through 8th grade elementary school and the initial intention was to produce a handbook for use at all nine grade levels. As the project took form, however, differences between the needs for grades K-5 and 6-8 became extensive to the point that it became obvious that separate handbooks would be required to fulfill the desired purposes. This project became, then, the production of the handbook for the middle school (6-8) grades.

Major employers, students in each Crawford County high school, and randomly selected parents of county high school students were surveyed as part of the study. Social or chronological promotion has long been a practice of the public schools of the United States. The alternative, nonpromotion or retention, has in the opinion of most psychologists and sociologists led to emotional and sociological trauma for the child. Another and probably the most cogent objection, is many parents oppose nonpromotion and are unwilling to accept the social stigma of "flunking." Children's achievement is a status symbol which profoundly affects families in many communities.
