“Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.
The participants consisted of 215 certified teachers, school administrators, and homeless liaisons in 23 school districts representing the populations that provide afterschool instruction to homeless students. The study was conducted in the spring …

This study was conducted to understand parental perspectives on mandatory academies (intersessions) in three alternative (year-round) calendar middle schools. The alternative calendar was implemented by the study school district to improve student performance and parent attitudes toward the education their children receive. Academics (intersessions) are the source of time added to improve student performance. The three middle schools are located in an urban school district in the Midwestern state of Indiana. The students who attend are from lower socio-economic homes; the majority of the students live in homes where the guardian is a single mother or a member of the …

A Study Of The Rita Geier Case: Efforts To Desegregate Three State Universities In Tennessee From 1990-2006., Sonja Renee Jackson-Mccoy

This study focuses on a 2-phase assessment of the desegregation of selected public postsecondary institutions under the Tennessee Board of Regents (TBR) [Tennessee State University and University of Memphis] and the University of Tennessee systems [University of Tennessee-Knoxville]. The 1st phase involved obtaining and analyzing the annual reports, court cases, legal journals, articles, and books concerning the 1968 Sanders v. Ellington case (better known as Geier v. Alexander); the 1984 Geier Stipulation of Settlement that mandated a desegregation plan; and the implementation of the 2001 Geier Consent Decree. The study also examines enrollment of black students in selected historically white …
