Higher education in this country has always been expected to serve the public good. Sometimes, the emphasis is on preparing educated citizens or practitioners in especially critical fields and how public service can deepen and enrich learning and prepare students to lead purposeful, responsible, and creative lives. Sometimes the focus is upon institutions themselves as major intellectual and cultural resources for a community. According to the Office of Educational Research and Improvement: A Project of the Stanford Institute for Higher Education Research, graduation rates for Native Americans from both secondary and post secondary institutions are dismally low at 58% and 7%, respectively. Some research addresses cognitive preference and other ethnic identity, but research animating the cognitive preference---ethnic identity interplay for high school students is absent. These limitations in access to educational opportunities lead to abbreviated quality life experiences and a restriction in individual efficacy and collective agency. The United States is experiencing a shortage of registered nurses, and institutions of higher education are unable to graduate enough prepared nurses to reduce this employment shortage. A significant relationship between personality traits and academic performance has been found; however, how personality traits combine with students' self-efficacy of job performance and stress susceptibility to impact nursing students' academic performance has yet to be demonstrated. This study, grounded in the five-factor model (FFM) of personality traits, self-efficacy, and stress theories, sought to determine whether self-assessments of the NEO-Five Factor Inventory, the Nursing Practice Self-Efficacy survey, and the Susceptibility Under Stress Survey …

In 1996, the Personal Responsibility and Work Opportunity Act changed public policy. Temporary Assistance for Needy Families (TANF) replaced Aid to Families with Dependent Children (AFDC), affecting both educational policy and social welfare policy. This study of two cases of sexual harassment investigates employee perceptions and organizational characteristics associated with policy and implementation procedures in two public school districts in New York State which experienced different outcomes to litigation in response to formal complaints of sexual harassment.

This Article discusses the political and legal barriers that have surfaced to undermine the ability of courts to fashion remedies that offer justice to aggrieved individuals and to render rights-based institutional reform litigation a judicial relic. Part II examines the historical development of institutional reform litigation and examines the political factors that created the opportunity for dramatic changes in legal approaches to the issue of racial inequality. Part III examines litigation challenging segregation in Dallas public schools. It also discusses cases filed in the immediate post-Brown era and contrasts those cases with Judge Sanders's rulings on the subject. In …

With reports alleging a sharp decline in student achievement in the last several years, there has been a call for higher standards in the United States education system. In response, with bipartisan support, politicians overwhelmingly passed the No Child Left Behind (NCLB) Act of 2001. NCLB, the most recent reauthorization of the Elementary and Secondary Education Act (ESEA), mandated increasing the educational performance of all children by focusing on accountability for student achievement, flexibility, higher academic standards, research-based reforms, parental choice, annual testing to measure student progress, analysis of the annual testing data, and sanctions for schools where students did …

Minimal research focuses on females with Asperger Syndrome (AS). Without understanding the experiences of this population, the knowledge and understanding necessary for the development of appropriate diagnosis and supports is unavailable. The purpose of this phenomenological study was to gain insights into the challenges faced by females with AS by describing the central phenomena of their lived experiences from a critical feminist theoretical framework. This study examined social interest, social self-efficacy, and general self-efficacy levels of high school volunteer mentors and their nonmentor peers. School-based peer mentoring has become a popular method for providing support services to students. While several studies examining mentee outcomes appeared in the past decade, less research has examined characteristics of the high school mentors involved. The choice of variables was grounded in Bandura's Social Learning Theory and Adler's Individual Psychology. Thirty-seven mentors and 32 nonmentors from a suburban New York high school completed the Social Interest Scale and the Self-efficacy Scale. Social learning plays a critical role in cognitive apprenticeship, community of practice, and knowledge production theories. Gunawardena's interaction analysis model, which provides a means of evaluating discourse for social construction of knowledge, is comprised of five phases: (a) sharing and comparing, (b) disagreement, (c) negotiation and co-construction of new knowledge, (d) testing of knew knowledge, and (e) use or phrasing of new knowledge. Parents and teachers have differing perspectives of parental involvement which presents a barrier to the development of effective parental involvement. This mixed-method, sequential, exploratory study of parents and teachers in rural school districts sought to identify, compare, and analyze these divergent parental involvement perspectives. A sample of 122 parents and 21 certified teachers from 3 rural elementary schools were first surveyed using parallel questions from Epstein's School and family partnerships parent (or teacher) questionnaire (SFP). Independent-sample t-tests of SFP scales confirmed parental involvement perspectives of parents and teachers differed significantly. Even though guidelines at a suburban elementary school in Georgia were in place for teachers regarding frequency and methods of parent communication, it was unclear if these methods were being used consistently and effectively. Research has shown that effective communication increases student achievement, but there is a lack of research examining communication preferences of teachers and parents. Therefore, this study evaluated current practices by comparing parents' and teachers' perceptions of what constitutes effective school-to-home communications. This correlation study focused on the lack of understanding of the relationship between social self-image "face" and conflict styles among adult employees on school campuses. An individual's social self-image may involve concerns for the social representation of oneself, another individual, or a relationship. Limited research pertaining to the degree face concerns affect conflict styles within school communities is a problem for school administrators because conflict styles can influence conflict outcomes and impact workplace quality on school campuses. This study relied on Ting-Toomey's face-negotiation theory, which proposes that individuals prefer conflict styles based upon face concerns. Research questions explored correlations between …

“Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

Problem
To date no study has been undertaken with respect to Seventh-day Adventist senior college and university presidents’ actual and expected roles as perceived by the administrative team members and governing board chairs of these institutions. The purpose of this study was to determine the differences between presidents’ actual and expected roles.
Method
This descriptive, exploratory, survey study included a sample (n = 78) of board chairs, presidents, academic vice presidents, student service vice presidents, and finance vice presidents located in 27 senior colleges and universities operated by Seventh-day Adventists in 17 countries, including the U.S.A.
