Problem Statement

Many issues exist in the public school system in the United States today. The main problems are: 1) American students are performing below their peers in other developed nations; 2) American high school graduates have trouble competing in the global economy; 3) Large achievement gaps exist between subgroups of American students. One of the many recommended policy solutions is to create charter schools to induce innovation and competition into the public school system.

The primary purpose of this study was to examine the effect of middle level grade configurations on eighth grade academic achievement as determined by the results reported on the ISTEP+ (Indiana Statewide Testing for Educational Progress-Plus). Furthermore, the study analyzed the effects of grade configuration, school locale, and transition type on eighth grade academic achievement. A 2 x 2 x 2 factorial design was employed to collect and analyze the data for this study. One hundred eighty middle schools (grades 6-8), 4 7 junior high schools (grades 7/8), and 66 junior/senior high schools (grades 7-12) were examined using eighth grade …

The purposes of this study were to 1) determine how principals use student achievement data to initiate school improvement, and 2) examine the relationship between test scores and how change is influenced in schools. The study surveyed 262 principals of Title I elementary schools with a kindergarten through fifth grade configuration regarding data usage and their perception of change. 2004-2005 IS TEP+ percent mastery scores were utilized to determine the top and bottom performing schools for the data usage portion of the study. The purpose of this study was to confirm the factors contributing to the scarcity of eligible, licensed applicants for the superintendency, and to confirm what barriers existed for those choosing to consider the superintendency as a career. Of the responding participants, Indiana public school superintendents, 67%, and licensed superintendents who are not currently serving as a superintendent, 45%, responded to eleven identified barriers, six factors that superintendents may face in the political arena, and five factors of stress. There are two Connecticuts described in public education circles: One Connecticut includes a set of school systems that are suburban, educating primarily white and/or Asian students. The other set of Connecticut schools systems is urban, comprised primarily of students of color, and of low socio-economic status. The purpose of this chapter is to focus on the latter set of schools, provide some history of their development, look at the indicators of poor progress in more detail, review options of ameliorating the urban school systems, including assessments of state efforts so far, and offer some perspectives and conclusions.
