The variety, type and volume of risks affecting higher education are numerous and the consequences for unmanaged risks and missed opportunities are more significant than ever before. In response, many institutions of higher education are adopting an Enterprise Risk Management (ERM) approach. External factors, as well as institutional culture, play a role in the decision to adopt ERM, as well as the path of implementation. Diversity In American Graduate Education Admissions: Twenty-First-Century Challenges And Opportunities, Donald Mitchell Jr., Ph.D., Elizabeth A. Daniele

While the legal precedent of affirmative action in U.S. higher education is well documented, graduate admissions practices that withstand strict scrutiny need further documentation. This chapter fills that gap in three ways. First, we briefly highlight the history of affirmative action in U.S. higher education as it relates to broadening the participation of URMs. Second, we offer best practices in U.S. graduate admissions that take into account the benefits of diversity while working within legal guidelines. We then close with considerations for future scholarship, policies, and practices.

Higher Education Governance Structures And Operational Efficiency And Effectiveness Of 4 -Year Public Institutions, Angela H. Claxton-Freeman

This study benchmarks 4-year public institutions in the Southern Regional Education Board to determine if there are significant differences between the institutions based on efficiency and effectiveness scores within the types of governance structures in operation among the states. Efficiency and effectiveness scores are also used to determine if there are significant differences between institutions based on state appropriation levels. In this quantitative study, data envelopment analysis (DEA) was used to collapse selected institutional data reported to IPEDS into effectiveness and efficiency scores which were then used as the dependent variables. This study examined how student affairs professionals, especially those in cultural centers, could increase campus diversity and inclusivity. More specifically, it sought to find a theoretical basis for social justice education programs that could increase campus climate. It was performed as a single site case study at California Polytechnic State University, San Luis Obispo. Three Cal Poly student affairs professionals were interviewed for qualitative data which were then compared and analyzed with the literature surrounding campus diversity and inclusivity. Suicide Prevention Strategies In Tennessee Community Colleges: A Case Study, Sandra Perley

Suicide is the second leading cause of death for college students; annually approximately 1,100 students in institutions of higher education die by suicide. However, most research related to college student suicide was conducted using the sample of 4-year institutions. Community colleges have seldom been included in the sample of suicide research studies. This qualitative case study research explored the student suicide prevention strategies in the 13 community colleges in the Tennessee Board of Regents higher education system. Data were collected from surveys, institutional web sites, and interviews with institutional personnel.

Deaf Children’S Science Content Learning In Direct Instruction Versus Interpreted Instruction, Kim B. Kurz, Brenda Schick, Peter C. Hauser

This research study compared learning of 6-9th grade deaf students under two modes of educational delivery – interpreted vs. direct instruction using science lessons. Nineteen deaf students participated in the study in which they were taught six science lessons in American Sign Language. In one condition, the lessons were taught by a hearing teacher in English and were translated in ASL via a professional and certified interpreter. In the second condition, the lessons were taught to the students in ASL by a deaf teacher. All students saw three lessons delivered via an interpreter and three different lessons in direct ASL; …

International Doctoral Students, Their Advising Relationships And Adaptation Experiences: A Qualitative Study, Katherine Najjar

Thirty four international doctoral students were interviewed to determine what types of advising and mentoring experiences were effective and beneficial, and what experiences had been difficult or unhelpful. The students reported a high level of satisfaction with their advisors and with their program of studies. However, during the interviews, students began to describe other factors that contributed to their well-being and their experiences.
Issues described included language difficulties and problems developing relationships with other students. Although most students developed close, personal relationships with advisors or departmental colleagues, few students reported having large numbers of friends and associates outside of their …

Overall, science teaching at the university level has remained in a relatively static state. There is much research and debate among university faculty regarding the most effective methods of teaching science. But it remains largely rhetoric. The traditional lecture model in STEM higher education is limping along in its march toward inclusion and equity. The NGSS and Common Core reform efforts do little to help university science teachers to change their orientation from largely lecture-driven practice with laboratory supplements. While it is impossible to address all diverse student groups, the need for accommodations tend to be overlooked. As a Deaf …

The Federal Pell Grant program has made education possible for many Americans. It has also helped establish the norm of public responsibility for widespread access to higher education. This essay reviews the growth of the Pell Grant program over time and its current characteristics. It then details some innovations with the potential to increase the program’s effectiveness in increasing student success, in addition to access to postsecondary education. Both the eligibility formula and the application process should be simpler and students should not have to reapply every year. Does Federal Financial Aid Policy Influence The Institutional Aid Policies Of Four-Year Colleges And Universities? An Exploratory Analysis, Don Hossler, Jihye Kwon

There is a dearth of empirical work that examines the relationships between federal financial aid policy and institutional financial aid priorities and expenditures. This study uses Resource Dependency Theory to explore whether changes the amount of financial aid awarded by colleges and universities during the last fifty years are best explained by changes in federal financial aid policy or by demographic and economic shifts. The results suggest that shifts in federal financial aid policy and in the economy have influenced the amount of institutional financial aid, but indicate that more research is needed on this important topic.

Financial aid makes up the bulk of federal higher education spending, but do those dollars make a difference to needy students? A look at Federal Work-Study and Federal Supplemental Educational Opportunity Grant allocations show that a disproportionate amount of funding goes to private universities with high tuition and low Federal Pell Grant enrollment. Additionally, many financial aid awards use cost of attendance as a factor in determining award amounts, creating an unintentional incentive for tuition increases. These elements contribute to a funding environment that favors private universities over publics. When considered alongside the fact that pervasive state disinvestment has caused …

The Higher Education Act (HEA) is due to be reauthorized by Congress and the higher education policy community is working hard to be a part of those efforts. The National Association of Student Financial Aid Administrators (NASFAA) plays a unique role in this process, as the HEA contains the legislation behind all of the federal student financial aid programs. Borrowing And Repaying Student Loans, Nicholas W. Hillman

This essay synthesizes the most recent and rigorous research on student loan debt. It focuses on basic questions about who borrows, how much, and whether debt affects behaviors. Answers to these questions are necessary for informing federal student loan policymaking, yet the research findings are surprisingly mixed because of poor data quality, research design challenges, and the growing heterogeneity of borrowers. This ambiguity makes federal policymaking difficult when questions about the benefits and burdens of student loan debt are left unanswered. By synthesizing the current research, this essay helps answer some of these questions while calling attention to others.

Back To The Future: What Previous Hea Reauthorizations Might Say About The Next One, Dan Madzelan

For 50 years, the Higher Education Act has been the primary vehicle for advancing federal higher education policy. Many policymakers and interested observers expect its upcoming reauthorization to address three overarching topic areas: college affordability, institutional quality, and student safety. Indeed, previous reauthorizations have addressed specific issues within each of these areas—expanded financial aid availability and process simplification, third-party (accreditors and states) oversight of institutions, and assurances that students have safe learning environments. Yet we cannot say that these are settled issues. This article describes previously implemented policies in the hope that a better understanding of the past might help …
