This review explores the expanding role of federal aid policy considered from a contemporary and social justice perspective. It highlights recent trends in aid policy as well as difficulties that arise from the current system. Next, the review takes up an analysis of current aid policy that carefully considers equity and efficiency as primary criteria for funding public higher education. Through a meticulous review of the most up-to-date literature and data it then moves on to new proposals to increase equity, efficiency, and effectiveness with an eye toward increasing access and attainment. Investing In Education: Impact Of Student Financial Stress On Self-Reported Health, Stephen Poplaski, Randy Kemnitz, Cliff A. Robb
Journal of Student Financial Aid
Through the lens of Human Capital theory, the role of financial aid (both amount and type) is explored in the context of student financial stress, and ultimately general student health. Data are taken from a sample of 232 students from a major Midwestern university who were surveyed about their financial attitudes, behavior and knowledge. The presence and amount of federal loans was associated with self-reported financial stress, and the validated stress measure was further associated with students’ self-reported health. A number of personal life events (i.e. job loss) were also associated with higher stress levels. Implications are discussed.

Changes In Hbcu Financial Aid And Student Enrollment After The Tightening Of Plus Credit Standards, Matthew T. Johnson, Julie Bruch, Brian Gill

We analyze changes in financial aid and student enrollment at historically Black colleges and universities (HBCUs) that occurred after the U.S. Department of Education increased the credit history requirements necessary to obtain Parent Loans for Undergraduate Students (PLUS). We use institution-level data to examine financial aid and enrollment changes in the first two academic years affected by the new credit standards (2012-13 and 2013-14). The results show that PLUS loans declined substantially at HBCUs in 2012-13, and the decreases were not fully replaced by other types of federal financial aid. A Case Study Of Undergraduate Debt, Repayment Plans, And Postbaccalaureate Decision-Making Among Black Students At Hbcus, Dominique J. Baker

High payments and default on undergraduate debt have consequences; they are of national concern if aversion to debt deters students from making optimal postbaccalaureate decisions on postbaccalaureate educational aspirations, enrollment, and early-career occupation. I conducted two semi-structured interviews, near graduation and six months later, with six recent graduates of an HBCU who borrowed at some point in their undergraduate career and were required to complete federal exit counseling. I found that the relationship between undergraduate debt and postbaccalaureate decision-making is partially explained by the themes of timing and structure of information, family as a source of knowledge, comfort with the …

A Qualitative Examination Of College Disability Services For Students With Traumatic Brain Injuries, Susan C. Davies, Michael R. Crenshaw, Elana R. Bernstein

Adolescents and young adults are at relatively high risk for sustaining traumatic brain injuries (TBIs). These injuries can result in persistent disabilities, including a range of cognitive, physical, and social-emotional deficits that can be particularly challenging for college age students. This qualitative study explored disability services for college students with TBIs through interviews with directors of 18 college Offices of Disability Services (ODS). Respondents provided general information regarding their service model, the most common disabilities served, as well as the number of students with TBI served, and more specific information pertaining to services for students with TBI. Despite the importance of community colleges in higher education, community college faculty are understudied. Although the community college has been defined as a teaching institution, its faculty also serve in non-teaching leadership roles. The purpose of this research study is to know (1) what the experiences of community college faculty in leadership roles are, (2) how their roles have changed over time, (3) what factors motivated faculty to accept non-teaching roles, and (4) how faculty have navigated the transition. The human resource skills gap in cybersecurity has created an opportunity for educational institutions interested in cybersecurity education. The current number of schools designated by the Department of Homeland Security (DHS) and National Security Agency (NSA) as Centers of Academic Excellence (CAE) to train cybersecurity experts are not sufficient to meet the shortfall in the industry. The DHS has clearly mapped out knowledge areas for cybersecurity education for both technical and non-technical disciplines; it is therefore possible for institutions not yet designated CAEs to generate cybersecurity experts, with the long-term goal of attaining the CAE designation. Increasing Principal Candidates’ Self-Efficacy Through Virtual Coaching, Travis E. Lewis, Karen D. Jones

Skill development in instructional coaching and feedback is difficult to adequately simulate within a principal preparation program. As a result, many new administrators enter the field with little to no experience in instructional coaching and, therefore, feel tremendous uncertainty and low self-confidence. This study explored the effect a virtual coaching experience has on self-efficacy for principal preparation program students. Preservice teacher candidates were matched with principal candidates to provide virtual instructional coaching to the benefit of all involved. The findings of this study indicate that practice through virtual coaching is positively related to increased self-efficacy in principal candidates.

The Post-9/11 GI Bill was implemented in 2009. Since then more than 1,900,000 people have used the benefit and more than $90 billion have been paid to institutions of higher learning and to Post-9/11 GI Bill users. During this period there has been a shift in the types of college and universities veterans attend, as well as the educational models they select. These shifts are different than the general population of students. This period also included a spike in questionable recruiting practices by some colleges. Drawing from the literature on faculty culture and striving institutions, my exploratory case study sheds light on the work tensions and experiences of faculty at a striving university. As the pursuit of prestige permeates the American higher education landscape, a greater understanding is needed on how institutional striving towards prestige influences faculty work. While variation exists in the work of professors across institutional types and disciplines, one constant holds true: too many responsibilities are competing for faculty members’ time. Current research on faculty work posits that the modern professor encounters disparate demands that make achieving a balance challenging.

The goal of this study is to more fully understand the scope of community college student success using the principles of mindset, engagement, and college readiness. Using structural equation modeling ensures this study is able to measure the combined effects these concepts have on student success, group differences, and the combined model of student success. Findings suggest student success can be significantly impacted by self-belief and mindset behaviors that can outweigh the initial effect of academically under-prepared students. Groups included in this study are non-traditional students, minority populations, first generation students, and Pell eligible students.

After experiencing a general lack of knowledge at James Madison University (JMU) regarding inclusivity of students with varying abilities, I decided to find the best way to educate the JMU community on how to be more accommodating on campus. Educational leaders in forestry have been challenged to increase and diversify the pipeline of ‘society ready’ foresters. To meet these challenges, leaders must shift their focus to student retention. By understanding the factors that influence student engagement and persistence, these leaders will be better positioned to support students in forestry programs, thus positively impacting retention. This qualitative case study investigated student persistence of second-year forestry students in an undergraduate forestry program. College Unions remain an important presence on many campuses, and often have long legacies of service to students and the campus. Faculty members have largely been left out of the college union literature, despite their tenure on campuses. This study examined the experiences of faculty members with the college union at a case study institution. Interviews with faculty produced themes of participant’s connection to the union, faculty convenience, and student purpose.
