The purpose of this study was to address the nature of structural changes evolving in state departments of education which are perceived by chief state school officers as useful in implementing educational reforms. As a context for the inquiry on structural evolution, the study examined restatement of mission and goals in response to the reform movement. [First Paragraph] Developing the master schedule and subsequent student schedules is one of the most important administrative tasks of the principal. Ensuring that appropriate courses are offered and that teachers are teaching courses they want to teach can go a long way toward creating a positive climate and an atmosphere where learning occurs. There are three ways in which student schedules can be developed: Computer, arena, and manual. Each approach has its own strengths and weaknesses. Principals must decide which approach is best for the school based on philosophy and available resources.

[First paragraph] There is a plan where Virginia pays Average Daily Membership (ADM) monies to a school system for a student attending a community college - and the community college collects the Full Time Equivalency (FTE) from the State. Principals must be aware of this dual enrollment plan for secondary students with community colleges approved in September of 1988. This plan provides options for students which were not available before. Dual enrollment allows high school students to accumulate credits for graduation while simultaneously earning college credit. [First paragraph] The principal must observe teachers to improve and evaluate effectiveness. Since instructional planning is one of the keys to good instruction, one component of improving teacher effectiveness is the lesson plan. This article provides two formats for lesson planning: a narrative approach and a skeleton approach. Although the ideas in this article may be used whenever written plans are required, not all written plans require elaborate detail.

This master's project provided a teachers~ handbook to assist in establishing a cross-age tutoring program. In addition to a philosophy statement and a review of the literature, this project also .provided forms for implementing the program and materials for training the tutors. This manual was prepared for use in an elementary school setting and contains a step-by-step approach to establish a cross-age tutoring program.

This study reviews the tenents of adult learning. Christian education and creative drama and presents the observation that there are parallel objectives in each of these three major areas. The purpose of this study was to investigate the congruence of perceptions of ideal and real leadership behavior of principals in Catholic elementary and high schools located in the Archdiocese of Detroit. The Leadership Behavior Description Questionnaire (Halpin, 1957a), (LBDQ) developed through the College of Administrative Sciences at Ohio State University, was used. This study examined the effectiveness of an educational service district's programs and services as perceived by various educator groups. The population of the study included certificated public school employees and school board members.

A sixty-two item survey instrument was used to obtain information from the study population. Of the 1507 survey instruments distributed, 769 instruments were returned for a response rate of 51%.
