This study presents an analysis of the parental rights involved in the selection and direction of the education of their children.

Six kinds of source materials are examined in the study: (1) legal citations, annotations, and digests; (2) constitutions, laws, codes, statutes, rules, regulations, policies, and proceedings; (3) law reports, reviews and analyses; (4) general reading lists, books and periodicals; and (5) related graduate degree dissertations.

The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.

Proficiency Appraisal: A Viable Alternative To Merit Pay, Kenneth T. Pietraniec

An original design of an incentive plan to reward and encourage instructional proficiency was developed. The evaluative criteria is based on findings of current research in effective instruction. Students, colleagues, administrators, and a trained outside observer appraise behaviors in the domains of classroom climate, time on task, management of student conduct, and teacher expectations. A proficiency grid rates and maps the collected data. Proficiency point totals determine monetary reward and identify professional development needs.

School Organization Placement For The Ninth Grade Student, Karen D. Garrison

The purpose of this study was to obtain information regarding the best placement of the ninth grade student in the school organizational pattern. Thirty-six superintendents, seventy-seven high school principals and sixty-four high school teachers, in the state of Washington, responded to a questionnaire-opinionnaire regarding the physical, intellectual, emotional and social maturity level of the ninth grade student. The results showed support for the ninth grade student to be in a four-year high school grade configuration.

The purpose of this field study was to determine how the Stewardson-Strasburg schools in Stewardson, Illinois, would do when assessed on school effectiveness factors. As high school principal for the district since 1982, the researcher saw the need for a systematic means of receiving teacher input regarding their perceptions of how well the district measured up on school effectiveness factors. The researcher viewed teacher perceptions of the district's school effectiveness factors as a useful starting point for commencing what will be an ongoing study for improving the quality of education in the Stewardson-Strasburg public schools.

The relationships of student record-keeping, student learning objective tracking, and student progress reporting were studied. The management problems of these record-keeping processes, such as teacher time spent on paperwork, the overabundance of paperwork, and the duplication of labor were studied. The results of the study provided information for the design of a simplified record-keeping project for the Yelm School District elementary schools.

Survey Attitude Towards Title Ix As Indicated By Selected Secondary Physical Education Teachers In The State Of Washington, Lisa Rae Hanson

An assessment of the attitudes of selected secondary physical education instructors towards Title IX was studied. A survey was conducted of 60 participants in the State of Washington. Information of the prime areas of concern and what problems and advantages were involved with the implementation of Title IX was obtained. The results are discussed in relation to the generated data. Recommendations are presented for improvement of school programs and recommendations for further study was discussed. The recommendations were based on information obtained through current research and the survey results.

This pilot study investigated the usage of Feuerstein’s (1980) Instrumental Enrichment with underprepared college students. Open admissions policies in colleges and universities have resulted in the enrollment of many students who are underprepared to meet the academic task demands. In the Seventh-day Adventist educational system, a need exists for research concerning the interpersonal relationships between school principals and teachers, particularly regarding the way in which teachers perceive the principal's role. A school principal is in the unique position of being able, independently, to affect the functioning of an entire school staff. The teachers' perceptions of the principal affect their interpersonal relationships and, consequently, the school climate. There is a need to know about this aspect in order to work cut effective ore-service and in-service training for school principals.

The costs and public effects of using federal vocational education dollars in the local school district were studied. Twenty-five Washington school districts were randomly selected. Financial data were compiled and a survey distributed to these schools. The results showed increased use of federal vocational monies resulted in increased local administration, as school size decreased use of federal monies decreased, smaller schools spend more money per student, and local advisory committees feel that vocational education needs federal monies.

The purposes of this study were (1) to determine selected demographic characteristics of master degree graduates, who majored in school administration, and who graduated from the Graduate Division of Education since the 1976 Summer quarter through the 1981 Summer quarter; (2) to ascertain the extent to which these graduates perceived the courses of instruction in their academic preparationas being relevant to subsequent educational administration functions; and (3) to determine additional courses of instruction, not in the present curriculum, that these selected graduates perceived would be professionally relevant to current educational administrative functions.

School district boards of education and administrators need to constantly gather information about the attitudes and opinions of the community they serve if the true educational needs of the community are to be served. Total community consensus or opinion is preferable, but often impractical. Casual information gathered from self-selected individuals from the community is readily available, but unrepresentative and often misleading. Surveys of a selected sample of the school community can be inexpensive, practical and accurate depending on the method of information collection, the nature of the questions and the manner in which the sample is selected.

The differences and similarities concerning the role of the secondary school principal as perceived by superintendents, principals, and teachers was studied. All superintendents and principals and twenty-five randomly selected teachers at the five traditional high schools in the Tri-Cities provided the input from which the data was drawn and conclusions were reached. Preparation and certification of school principals at Central Washington University have developed according to the requirements of the Washington State Standards. This study determined the real and estimated costs for the development, implementation, and operation of the competency-based, principal preparation program. A questionnaire elicited data from participants and revealed that professional time devoted to the project incurred the greatest costs. The developmental period was determined to be the most expensive phase. An instrument for future data collection was devised and recommended.

Financial implications of the current Washington Special Education Funding Formula for the 1980-81 school year were studied. Financial data for 229 school districts which provided education for handicapped children was collected for the study. The results showed that the majority of school districts which provide education for handicapped children did not receive funding equal to expenditures for education programs for the 1980-81 school year. Recommendations for increasing Washington's funding for handicapped education programs are discussed.
