This study investigates a resource-based methodology to assess district performance as an indicator of student achievement on standardized assessments. The problem that this investigation addresses is that performance measurement and the associated decision-making is indeterminate. There is a lack of empirical research that relates decision-making about resource utilization to performance.

The study utilizes structuralism to assess the relationship between the independent variable of resource utilization and the dependent variable performance. Complex Adaptive System theory is used as a framework for Concept Mapping methodology. A mixed method study is reported examining teacher efficacy regarding professional development in mathematics instruction for two groups of teachers: in building with peers (N=17) and MAT student co-learners in the classroom (N=14). An end-of-course survey, focus group interviews and pre-post data for the Teacher Self Efficacy Scale were used to investigate:1. What is the difference in teachers’ efficacy regarding mathematics instruction based on the professional development delivery system they experienced? 2. Teacher shortages are a nationwide concern, attributable primarily to high attrition rates among new teachers (Ingersoll, 2003; Ingersoll & Kralik, 2004; Ingersol & Smith, 2004). Ingersoll and Kralik (2004) claimed that an estimated 50% of new teachers left the profession within their first 5 years. Reasons for leaving include: isolating and non-supportive teaching environments, poor working conditions and overwhelming teaching assignments (Alliance for Excellent Education, 2005). To support beginning teachers, Rhode Island passed legislation requiring districts to develop a mentoring process (Law 16-7.1-2 Accountability for Student Performance). In Parents Involved in Community Schools v. Seattle School District No. 1, a highly contentious and divided Supreme Court invalidated race-conscious admissions plans in two urban school systems, Seattle and Louisville. As such, Parents Involved was the latest chapter in the Court's almost 40-year history of reaching mixed results in such far-reaching areas involving race-conscious remedies as admissions to higher education, employment in the general workforce and in education, minority set aside programs, and voting rights. Systemic And Personal Change: A Retrospective Case Study Of Balanced Literacy Implementation As Perceived By Those Involved, Donna J. Anderson

This retrospective critical case study was conducted to learn more about teacher perceptions of deep, systemic change experiences. This study examined the successful implementation of a balanced literacy program at one Title I elementary school several years after completion of the implementation period. Participants were teachers who reflected on their experiences with the balanced literacy initiative implementation and discussed personal change associated with their experiences. Analysis isolated elements of teachers' recollected experience and compared those elements with factors that previous research has associated with successful change. High stakes testing and accountability has become a hotly debated topic among politicians and educators since the bipartisan passing of the No Child Left Behind (NCLB) Act in 2002. With the goal of having all students reading at or above grade level by the end of the 2013-2014 school year Reading First was developed as part of NCLB, to provide schools and teachers with scientific research-based reading instruction.

This dissertation evaluated a beginning teacher induction and mentor program currently used in a rural, county school system in western North Carolina and its effectiveness in the retention of teachers. The system has 29 schools, around 16,690 students, and employs approximately 1200 certified staff members. Using the CIPP Evaluation Model with a formative approach, information was gathered about the conditions that necessitated the program, procedures and practices used by the system to provide support and assistance to beginning teachers, whether or not established processes were being followed, and the impact of the program on beginning teacher retention. This dissertation was designed to add to the general existing body of literature which examines women's work lives as North Carolina school superintendents. This study investigated the perceived leadership practices of North Carolina female superintendents during the 2008-2009 school year. According to the literature on female superintendents, women comprise the majority of teaching positions, but are underrepresented in the top leadership position in U.S. public schools. Gender inequality and barriers to the superintendency for women may account for disparities among women in the position. The researcher of the dissertation evaluated a district-led school leadership preparation program using Stufflebeam's (2003) Context, Input, Process, and Product (CIPP) model for program evaluation. The study had a management-oriented approach to program evaluation because it will enable effective decision making regarding the program's design. In addition, the program evaluation took a formative approach as program characteristics were analyzed and collaboration with program participants occurred in order to determine which aspects of the Administrative Mentoring Program (AMP) were most beneficial to those directly involved.

This dissertation was designed to examine the Teacher Induction Program of a rural school system in North Carolina. The effects of mentor assignment, ongoing staff development, master teacher observation opportunities, structured reflection and self-assessment, and other support offered at the system level to beginning teachers on the retention rate of beginning teachers in the school system were analyzed.

"It does not matter whether one is 13, 33, or 53 years old, but if you are female, chances are that other girls have bullied you sometime in your lifetime. Bullying is not the kind of abuse that leaves broken bones; rather, it is a dehumanizing experience that manifests itself in the form of rumor spreading, name calling, psychological manipulation, character assassination, and social exclusion. Female teachers who are former victims of girl bullies or who themselves have been complicit with girl-to-girl bullying, consistently casting a blind eye to this ritualized social degradation, allowing it to continue generation after generation. …

The preparation of superintendents is a critical component and essential element of systemic education reform. However, Cooper, Fusarelli, Jackson, and Poster (2002) remind us that, ―the process is rife with difficulties‖ (p. 242), including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base.

In response to its failure to meet state mandated proficiency standards in reading and mathematics over the past three years, a rural, Title I high school (LS) in South Carolina purchased and implemented the commercially available literacy program READ 180 (R180) for the 2008-2009 academic year. The purpose of this study was to explore the dispositions of successful co-teachers in the Houston County school district in order to gain insight into the establishment of successful collaborative relationships. Data for this study was collected through multiple observations and follow up/exit interviews with six teachers participating in the co-teaching model in the Houston county school district. Findings indicated the presence of dispositions identified in the literature as essential for successful co-teachers, to include positive attitude, empathy, insight, and the use of pedagogical strategies. Two decades ago Newfoundland and Labrador introduced distance education in the K-12 environment. The program focused upon providing advanced-level courses to rural school students, and worked largely due to the widely known, but rarely documented significant amounts of content-based assistance from school based personnel. In the past seven years the province has moved to a virtual school model of distance education and more rural schools find that they must rely upon this virtual school to offer academic-level courses to students with a wide range of abilities.
