The lack of quality education provided to minorities in urban school districts has had devastating outcomes for young black boys. The school to prison pipeline is a recognized problem in this nation that has allowed our prison population to disproportionately represent African-American males. The research examines the relationship between academic experience and life outcomes in relation to correctional control of young black males in Northern California. Through quantitative measures the researcher examines the opinion of survey participants on their primary and secondary educational experience. Then And Now: An Analysis Of Broad-Based Merit Aid Initial Eligibility Policies After Twenty Years, William K. Ingle, Jason R. Ratliff
Kentucky Journal of Higher Education Policy and Practice
Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

Research suggests that hiring and retaining high quality teachers is probably the most important school related factor in providing a quality education for students, as well as improving student achievement. Because of the importance of providing all students with highly capable and qualified teachers, this study explored characteristics of incompetent teachers and barriers to their dismissal to help school leaders better understand, and hopefully reverse, the negative impact caused by incompetent teachers. This study was designed to identify the degree to which the directors of adult basic education programs in Arkansas perceive they have program quality support, as evidenced by a well-defined mission and role in the community, a management system, human resources management, and a suitable learning environment. To collect data for this study, NSCALL's Evidence-based program self-assessment (2006) was modified and administered electronically. Thirty-nine administrators of adult education programs funded by state and federal grants under the Arkansas Department of Career Education were invited to participate. In Board of Education of Westside Community Schools v. Mergens (1990), the Supreme Court upheld the Equal Access Act (EAA), a federal law enacted to permit student-organized groups to meet during noninstructional time.
The EAA traces its origins to Widmar v. Vincent (1981). At issue in Widmar was a policy whereby officials at a state university in Missouri made campus facilities generally available to student groups for their activities. Treating religion as a form of free speech, the Supreme Court ruled that insofar as officials allowed more than 100 student groups to use campus facilities, they created a forum for …

The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. Data were analyzed from 50 survey questions with 42 of those questions measured on a 5-point Likert scale, 5 questions as multiple choice, and 3 questions as open-ended. …

The Common Core State Standards (CCSS) for K-12 English language arts (ELA) and mathematics were adopted by the Arkansas State Board of Education in July 2010. Teachers have been implementing CCSS in their classrooms for several years, and this spring students across the state are being assessed on CCSS through the PARCC assessments. In February 2015, Governor Hutchinson announced the formation of a Council on Common Core Review, and the Office for Education Policy began a survey of Arkansas public school teachers to gather their opinions on this important topic. Changes to public funding regimes, coupled with transformations in how universities are managed and measured have altered the methods for educating undergraduate students. The growing reliance on teaching fellows, teaching assistants, and increasingly undergraduate peer educators (administering Supplemental Instruction [SI] programs) is promoted as a means toachieve a greater “return on investment” in the delivery of postsecondary education. Neoliberal discourses legitimating this downloading of teaching labour suggest it offers a “win-win” solution to the “problem” of educating growing numbers of undergraduate students. This article describes a January term community engagement service-learning course that used the musical and spiritually-based activism of the rock group U2 as an example of engaged spirituality using activism and advocacy. In addition to learning about the history, music, and activism of the band, students were taught a specific set of skills for activism, advocacy, and community organizing that included creating goal statements, developing and implementing action plans, and coordinating logistics for advocacy-based events on campus. Being formed for justice can be a painful experience. Sometimes that pain takes the form of shame and contributes to the formation and exercise of conscience. But shame in other forms can be opposed to human flourishing and social justice. Psychologist James Fowler provides a spectrum of two forms of healthy shame and four forms of unhealthy shame, to which the author adds four other varieties, strategic shame and spiritual shame, at one end of the spectrum, and murderous shame and genocidal shame, at the other. On October 11, 2014, Cornel West delivered the keynote address to nearly 600 students at the regional Leadership & Social Justice Conference, hosted at Saint Mary’s College of California. The conference occurred two days before West was arrested in Ferguson, Missouri, during a demonstration to protest the killing of young Black men by White police officers, as in the case of 18-year-old Michael Brown in Ferguson. Poor academic performance can result in financial aid suspension and can decrease the opportunity or likelihood of students continuing their college education. The objective of this preliminary quantitative study was to investigate an under-researched area of financial aid, and Satisfactory Academic Progress (SAP) appeal interventions, to determine whether any of the three approaches studied influenced student academic outcomes. This study was confined to one large, multi-campus community college institution. The study was conducted ex post facto, using binary logistic regression to analyze data collected over a period of four consecutive semesters.

Before the Supreme Court’s monumental decision banning racial segregation in schooling in Brown v. Board of Education (1954), the federal government had little direct involvement in national education policy. Subsequently, the federal government has assumed a major role in setting national education policy.
The federal government’s first post- Brown major legislative enactment, in 1958, was the adoption of the National Defense Education Act (NDEA). The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. In 2013-2014, the Mississippi Department of Education (MDE) implemented statewide the Mississippi Principal Evaluation System (MPES) and select components of the Mississippi Teacher Evaluation System (MTES). Now overseen by the Office of Educator Quality, these instruments and the professional development that accompanied them were originally developed collaboratively by the MDE’s Office of Federal Programs, Teacher Center, and Office of Career and Technical Education in order to help identify best practices for their principals and teachers, as well as to illuminate areas for improvement. Elements of both the MPES and MTES were piloted in 2012-2013.

This correlational, explanatory, cross-sectional quantitative study intended to analyze the influence that community demographic factors had on student performance on the 2012 Grade 8 New Jersey Assessment of Skills and Knowledge (NJ ASK). The data that were analyzed were procured from the New Jersey Department of Education website as well as the U.S. Census Bureau’s American Factfinder. The sample size included all New Jersey school districts with an eighth grade population of 25 or more students. This ultimately equated to a sample size of N = 409. “Warming Up” In The Developmental Sequence? Upward Transfer Conditional On Dependency Status, Cody Davidson, Kristin B. Wilson

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

Noting that collaboration between business executives and superintendents was wide but not deep, a Harvard Business School monograph, "Partial Credit: How America's School Superintendents See Business as a Partner," identified positive findings regarding access. Nearly two-thirds of 1,117 responding superintendents said they had access to business leaders to whom they could turn for advice and support. In urban districts, the figure was 84 percent. However, responses to a question on the AASA's decennial survey suggested otherwise.
