Statement of Purpose

The purpose of this field study was to determine how the Stewardson-Strasburg schools in Stewardson, Illinois, would do when assessed on school effectiveness factors. As high school principal for the district since 1982, the researcher saw the need for a systematic means of receiving teacher input regarding their perceptions of how well the district measured up on school effectiveness factors. The researcher viewed teacher perceptions of the district's school effectiveness factors as a useful starting point for commencing what will be an ongoing study for improving the quality of education in the Stewardson-Strasburg public schools.

School district boards of education and administrators need to constantly gather information about the attitudes and opinions of the community they serve if the true educational needs of the community are to be served. Total community consensus or opinion is preferable, but often impractical. Casual information gathered from self-selected individuals from the community is readily available, but unrepresentative and often misleading. Surveys of a selected sample of the school community can be inexpensive, practical and accurate depending on the method of information collection, the nature of the questions and the manner in which the sample is selected.

Social or chronological promotion has long been a practice of the public schools of the United States. The alternative, nonpromotion or retention, has in the opinion of most psychologists and sociologists led to emotional and sociological trauma for the child. Another and probably the most cogent objection, is many parents oppose nonpromotion and are unwilling to accept the social stigma of "flunking." Children's achievement is a status symbol which profoundly affects families in many communities.

The Optimum Learning in Regular Classrooms Project is an adoptive-adaptive ESEA Title IV-C project with two purposes: (1) to provide more effective educational service to children with special needs through training the mainstream teacher to diagnose these special needs as well as implement solutions for such children on an ongoing basis, and (2) to provide more efficient support services to the mainstream teacher in his/her efforts to meet the special needs of exceptional children, whether handicapped or gifted.

The process is broken down chronologically and covers a three year period. The paper attempts to describe the Stonington School District and point out the need for formal evaluation of teachers everywhere, but more specifically in Stonington.

Basic research into the observation and evaluation of elementary teachers in Illinois was conducted during the 1976-77 school year. The research was divided into two major sections. Section I consisted of the development and administration of a 42-question survey instrument designed to probe observations, evaluations, and elementary teachers' opinions concerning such. The sample universe was restricted to full-time elementary classroom teachers taking graduate courses. This field study addressed the problem of "actively seeking" out and identifying children (ages 3 to 5 years) likely to develop late learning problems upon school enrollment. The procedures developed and reported in this paper deal with initial public relations, facilities, personnel, an evaluation instrument Developmental Indicators for the Assessment of Learning (DIAL), hearing and vision testing, and reporting of results to parents and school personnel.

A re-analysis of the Situational Attitudes Scale (SAS) was conducted to investigate lts generality, validity and reliability and to suggest a more conservative method of analyzing the data. Three forms of the SAS were developed under the name Situational Attitude Inventory. Forms A and B corresponded to the originals; they tested attitudes toward whites and blacks, respectively, in varying social situations. Form c was developed to test the validity of the social situations for differentiation among alternative referents, which included welfare, age, ethnicity, and physical characteristics. I have always maintained that at-risk students were often blamed for their lack of success, rather than supported to overcome their prior educational challenges. As a second year residence hall director I had the privilege of working in a building with two distant wings. With the support of my mentor, Dr. Eugene J. Cech, Director of Testing, we developed a residence life program designed to assist summer lower-quarter high school graduates to be successful in college. The quality of residence life does make a difference. The journal, College Student Survey, no longer appears to be published.
