The Ideal Dean: Appropriate And Inappropriate Roles, Ladonna M. Geddes
The Ideal Dean: Appropriate And Inappropriate Roles, Ladonna M. Geddes
Association for Communication Administration Bulletin
This article examines the responsibilities of the ideal dean during a period of financial constraint and shifting expectations. It argues that the dean’s role encompasses two primary domains: planning and leadership. Planning responsibilities include guiding long term strategy, maintaining comprehensive internal and external data, and using economic, political, and educational trends to inform resource allocation and goal setting. Leadership responsibilities involve serving as a communication link across institutional levels, resolving contradictions in mission, cultivating external relationships, and articulating clear evaluative standards. The article emphasizes the importance of situational leadership, generational differences in values, and informed judgment in human relations. It …
Tenure: A Concept Whose Time Has Passed?, Bert E. Bradley
Tenure: A Concept Whose Time Has Passed?, Bert E. Bradley
Association for Communication Administration Bulletin
This article evaluates whether traditional tenure practices remain viable within contemporary higher education. It argues that the lifetime employment guarantee awarded after a brief probationary period has drawn increasing criticism from legislators, administrators, faculty, and students. Abuses associated with tenure include faculty members who remain minimally active for decades and the perception that tenure shelters incompetence. The article contends that earlier justifications for tenure, namely protection of academic freedom and insulation from administrative or public pressure, have been overtaken by court decisions and faculty unionization that already safeguard those rights. Economic pressures, declining enrollments, and public scrutiny are identified as …
Group Discussion Of Common Problems, Bobby R. Patton, Jon T. Powell, Terry H. Ostermeier, Alvin Goldberg
Group Discussion Of Common Problems, Bobby R. Patton, Jon T. Powell, Terry H. Ostermeier, Alvin Goldberg
Association for Communication Administration Bulletin
This document presents four summaries of group discussions addressing challenges frequently faced by communication administrators. The first summary examines approaches to sustaining faculty morale amid declining resources. Participants emphasized the value of clear merit evaluation systems, opportunities for professional exchange, flexible role assignments, and recognition that administrative influence depends on articulating coherent program priorities. The second summary addresses the proliferation of communication courses taught outside communication units, expressing concern that such developments diminish disciplinary coherence, weaken departmental status, and erode academic rigor. The third summary focuses on the difficulty of addressing unsatisfactory performance among tenured faculty, outlining strategies such as …
Departmental Administration And The Principle Of Minimal Expectations, John Waite Bowers
Departmental Administration And The Principle Of Minimal Expectations, John Waite Bowers
Association for Communication Administration Bulletin
This article advances a conceptual approach to departmental administration centered on the management of informational power and the regulation of expectations within academic units. It argues that the departmental executive officer occupies a unique position of informational advantage that must be exercised strategically in mediating among faculty, students, administrators, and external stakeholders. The analysis draws on the theory of relative deprivation, suggesting that stability depends on maintaining value expectations at levels that can be consistently met while avoiding conditions that produce decremental deprivation. The article further considers how mild deprivation may serve developmental aims if it is directed toward individual …
The Seamless Web: The Interface Of Speech Communication Professionals At The College And K–12 Levels, Kathleen M. Galvin
The Seamless Web: The Interface Of Speech Communication Professionals At The College And K–12 Levels, Kathleen M. Galvin
Association for Communication Administration Bulletin
This article examines the interdependence of colleges and K 12 schools and argues that meaningful educational reform requires sustained collaboration across levels. It begins by noting the renewed national concern over elementary and secondary education following prominent reports and describes the persistent attitudinal barriers that hinder cooperation, including declining public regard for teaching and a pervasive tendency within universities to devalue K 12 work. The article then outlines a series of actions for speech communication professionals, emphasizing strengthened affiliations with schools, improved teacher preparation, expanded research on instructional communication, and active guidance of institutional responses to national educational critiques. Detailed …
Annual Faculty Performance Reviews, Mark. Hickson Iii
Annual Faculty Performance Reviews, Mark. Hickson Iii
Association for Communication Administration Bulletin
This article examines the institutionalization of annual faculty evaluations and argues that effective review procedures require clear criteria, structured processes, and continuous administrative attention. It contextualizes the rise of performance reviews within the growth of the academic workforce and concerns about maintaining professional quality. The discussion advocates separating the evaluation into an objectives meeting and a results meeting so faculty are assessed according to mutually agreed upon standards rather than informal comparisons. It outlines procedures for establishing expectations, determining performance ratings, and conducting formal review sessions, emphasizing fairness, specificity, and attention to contextual constraints. The article identifies categories of unsatisfactory …

The Ideal Chair: Appropriate And Inappropriate Uses Of Power, Robert S. Goyer
The Ideal Chair: Appropriate And Inappropriate Uses Of Power, Robert S. Goyer
Association for Communication Administration Bulletin
This article analyzes how an academic department chair may employ power in ways that advance or hinder departmental goals. It defines inappropriate uses of power as actions that serve personal interests or undermine institutional purposes, and it highlights abdication of responsibility as another form of misuse. The discussion then turns to appropriate uses of power, beginning with definitional considerations drawn from social psychology and organizational theory. Power is conceptualized as the demonstrated capacity to effect change, derived from both formal authority and personal characteristics. The article surveys classic bases of social power and examines how assigned authority, positional status, and …
A Department Chair Interprets The Roles And Powers Of The Ideal Dean, Lloyd F. Bitzer
A Department Chair Interprets The Roles And Powers Of The Ideal Dean, Lloyd F. Bitzer
Association for Communication Administration Bulletin
This article presents a department chair’s perspective on the powers and responsibilities of the ideal dean, emphasizing the influence a dean exerts through decisions affecting budgets, resources, and personnel. It argues that these powers shape a department’s programs, priorities, and long term vitality, making the dean’s role both consequential and potentially dangerous if exercised without wisdom and moral discipline. The ideal dean is described as one who holds limited but sufficient authority, whose decisions reflect institutional norms, and who avoids overreach or violations of established procedures. Problems arise either when the dean exceeds legitimate authority or when decisions, though formally …
Ideal Interactive Roles Of Chairs And Deans, Judith S. Trent
Ideal Interactive Roles Of Chairs And Deans, Judith S. Trent
Association for Communication Administration Bulletin
This article explores the interdependent relationship between department chairs and deans, emphasizing the need for mutual understanding of each other’s roles, constraints, and responsibilities. It highlights the pressures chairs face from faculty, students, and upper administration, as well as the challenges deans encounter in distributing limited resources across diverse disciplines. The article argues that productive interaction requires recognition of mutual dependence, respect for differing obligations, and consistent communication. Chairs and deans must negotiate goals that align departmental needs with institutional missions while managing scarce resources and competing demands. It concludes that cooperation grounded in goodwill, trust, and shared commitment is …
Poke The Bottom Of The Fire, John Lee Jellicorse
Poke The Bottom Of The Fire, John Lee Jellicorse
Association for Communication Administration Bulletin
This article examines the administrative challenges created by the increasingly narrow and peripheral preparation of some doctoral and MFA graduates in communication. It argues that many candidates lack grounding in core disciplinary history, theory, and pedagogy, showing strong specialization without awareness of the field’s breadth or traditions. The discussion describes how this trend complicates hiring, weakens disciplinary coherence, and leads to duplication of communication courses when such graduates secure appointments outside communication units. These developments strain curricula, undermine departmental identity, and reinforce claims that communication lacks a substantive disciplinary core. The article urges graduate programs to strengthen breadth, disciplinary interdependence, …
Future Problems For The Communication Arts And Sciences Administrator, Erwin P. Bettinghaus
Future Problems For The Communication Arts And Sciences Administrator, Erwin P. Bettinghaus
Association for Communication Administration Bulletin
This article identifies three administrative challenges likely to confront communication arts and sciences units in the near future. The first concerns shifts in student interest, which have historically expanded and contracted across disciplines. Rapid growth in communication enrollments may reverse, producing budget reductions similar to those experienced by education and humanities programs. The second issue involves the difficulty of adapting curricula to fast changing communication technologies. Institutional procedures for course approval often lag behind technological innovation, leaving students without formal exposure to emerging areas such as cable operations, common carrier regulation, and new telecommunication systems. The article argues that departments …
Practical Problems Facing Communication Administrators, Thelma D. Curl
Practical Problems Facing Communication Administrators, Thelma D. Curl
Association for Communication Administration Bulletin
This article outlines two central challenges confronting communication administrators in financially constrained, state supported institutions. The first problem is the impact of budget reductions on staffing, curriculum, and faculty development. Shrinking appropriations and limited external resources have led to hiring freezes, increased class sizes, teaching overloads, and reliance on part time instructors. These conditions weaken faculty morale, complicate promotion and tenure processes, reduce opportunities for research and travel, and curtail scholarships, cultural programming, and curricular innovation. Fiscal pressures further force departments to rely on FTE driven decisions that may jeopardize upper level instruction and student retention. The second problem concerns …
Case Studies For Communication Administrators, James E, Roever
Case Studies For Communication Administrators, James E, Roever
Association for Communication Administration Bulletin
This brief set of instructional materials presents four case studies designed to stimulate discussion among communication administrators. The studies pose issues without prescribing solutions and invite users to consider multiple perspectives on personnel decisions, curricular leadership, and administrative identity. The first case examines conflicting evaluations of a tenure candidate whose strong service record contrasts with limited publication and mixed administrative support. The second explores the tension between personnel standards and compassion when an instructor’s substandard performance is attributed to personal hardship. The third considers the role of a chair in balancing faculty governance with administrative judgment when deciding whether to …

It introduces the candidates for three Executive Committee positions beginning in 1986, outlining their professional backgrounds and statements of objectives. The bulletin also reports on administrative developments, including the reconstitution of the Commission on Departmental Data, the appointment of a committee to consider the future direction of the Association, and the formation of a Texas state affiliate.
