Abstract

I initiated this study due to experience in the public education system in one state in the United States. I noted a lack of understanding among educators on how to meet the educational needs of children born with a congenital heart defect (CHD) who had undergone general anesthesia related to their CHD. A lack of communication between the medical sector and the educational world led to extensive delays in children receiving the educational support they needed to be successful academically. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. The focus in this qualitative phenomenological study was to examine the experiences of African American men who obtained a doctoral degree and the role of leadership in their success. In-depth semi-structured interviews were conducted with 10 African American men from across the United States. The research develops an understanding of patterns of leadership within institutions of higher education from an African American male perspective. Elements of the critical race theory served as the basis for the conceptual framework. Countries which have been able to offer free tertiary education are being applauded while the United States tries to find a way to rectify its high tertiary education costs. Germany has accomplished a system of subsidized higher education since the 1950s, making it seem highly successful. In order to investigate the potential benefits of subsidized higher education, this study uses a time series regression analysis to investigate the relationship between tertiary unemployment rate and public spending as a share of the Gross Domestic Product (GDP) in Germany over the period 1990-2017. In 2008, Arkansas citizens overwhelmingly supported a referendum to legalize a state-run lottery to support college scholarships. The Arkansas General Assembly passed a law in 2009 that detailed administration and procedures of the lottery, and students first received scholarships (branded as the Academic Challenge Scholarship) in fall 2010. The program was largely modeled after other state-run scholarships with two major exceptions: policy makers intentionally established lower eligibility requirements and included adult students. Federal aid programs and their effect on student persistence, stopout, and completion have long been studied, but current literature does not fully capture the temporal nature of these programs due to insufficient methods, imprecise data, or both. Using event history methodologies, I leverage a unique level of access to data at a public four-year, research intensive university to explore how the Return to Title IV federal aid withdrawal policy, one of the most prominent yet understudied aspects of federal financial aid policies, influences time to degree. Prior empirical analyses on federal education tax credits have concentrated on the individual and institutional unit of analysis. These outcomes indicate mostly null effects on promoting college enrollments, along with distribution to higher incomes, and mixed results on tuition and fee increases. This analysis utilized institutional and state unit of analysis over a longer timeframe, Tax Year 2001 to Tax Year 2016, using difference-in-differences estimation to analyze the effects of education tax credits. The results indicated states have decreased appropriations to public, two-year institutions (charging less than $4,000) 14% less than their higher-priced counterparts, while states provided more appropriations to …

Media commentary on undergraduates' loan debt portrays a crisis in which many students are unable to pay back their loans, having borrowed large sums and lacking sufficient post-college income to repay. Several scholars have questioned the media accounts, noting that indebtedness is highest among students from high income families, while defaults predominate among low debt students. Using a data mining technique known as CART, we analyze national data on the indebtedness of recent baccalaureate graduates, to uncover combinations of social characteristics that are associated with loan pressure: the ratio of indebtedness to post-college earnings. This study examined the effects of unsubsidized federal Stafford loans on six-year degree attainment at 4-year colleges and universities in the U.S., and how these differentially impact students across income groups. For this, nationally representative data from the Beginning Postsecondary Students (BPS:04/09) and the Integrated Postsecondary Education Data System (IPEDS) was merged to analyze N=6,561 students attending n=651 four-year institutions. To account for possible selection bias in loan borrowing and the nested data structure, this study employs a propensity score matching, multilevel modeling approach. High payments and default on undergraduate debt have consequences; they are of national concern if aversion to debt deters students from making optimal postbaccalaureate decisions on postbaccalaureate educational aspirations, enrollment, and early-career occupation. I conducted two semi-structured interviews, near graduation and six months later, with six recent graduates of an HBCU who borrowed at some point in their undergraduate career and were required to complete federal exit counseling. Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. Results from an experimental study indicate that students assigned to participate in campus visits demonstrate higher levels of knowledge about college, are more likely to have conversations with school personnel about college, put forth higher levels of effort while completing a college-related survey, and express a …
