A Case Study: Clery Act Policy And Implementation Strategies, Sara Beverage

The Clery Act was created as a consumer protection law to inform prospective students and their families about the safety of the campuses they consider. The law requires that post–secondary institutions participating in Title IV federal financial assistance programs remain compliant with Clery Act regulations to maintain the ability to offer financial aid funds to students. Noncompliance with the Clery Act can result in disqualification from Title IV programming and damaging institutional fines. These consequences warrant a deeper examination of the law and ways that Clery Act facilitators effectively implement compliance strategies and affect campus safety. This intrinsic case study …

The risk posed to an institution by an increasing loan default rate should not be underestimated. The average student loan debt for graduating students is approximately $23,000 nationally. This interactive session will look at how different institutions have approached the topic of financial literacy, and how they have tackled the problem of student loan debt. The session will also provide attendees with a free tool to bring back to their institution to aid in the financial literacy process.

This study provides empirical evidence of enhancing an individual’s ability to make an informed decision about higher education. The purpose of the causal-comparative design was to observe the relationships between the time a student completes a college degree and their self-reported lifetime income while considering gender. A convenience sample of United States residents who earned a four-year (bachelors) degree from an accredited college or university was collected by a professional survey service. The sample size for final analysis was 799 respondents consisting of 32.67% males and 66.58% females. The results of the ANOVA indicated significant differences in lifetime income among …

A survey conducted in the fall of 2015 at American University in Washington, DC shows that rising textbook prices similarly affect students at an expensive private university as those at community colleges and state schools. Research on high textbook costs that has demonstrated corollary unwanted behavior changes in students, including not purchasing the book, resorting to illegal online downloads, and poor study habits, were confirmed at American University as well. As the costs of higher education have soared, the value of Pell Grants has declined, making it more difficult for lower-income students to obtain an education without being hopelessly mired in debt. This Article proposes a new system of federal funding for higher education that would require a redirection of a portion of the funds from the Pell program and a reformation of the federal tax incentives for higher education to provide free community college/vocational school for lower- and middle-income students, without the need to raise additional taxes. Despite an increasing understanding of the importance of both parent-involvement and aggression among women, there appears to be little understanding of how these two areas influence each other; specifically, the lack of literature examining the extent to which female guardians experienced aggression from other female guardians and the effect it had on their involvement in their children’s schools. Student loan debt is the most common form of debt in the United States today outside of mortgage debt. The research for this study sought to (1) investigate whether financial literacy programs in the State of Florida have an impact on student debt levels, as well as (2) determine how the responsibility for the provision of financial literacy education was distributed throughout a university community. The research provided for a survey that was sent to 70 institutions in the State of Florida analyzing whether or not these institutions had financial literacy programs in place. The purpose of this transcendental phenomenology was to understand how African American college students at mid-Atlantic 4-year public universities experience college readiness their freshman year. Using Schlossberg’s (1981) transition theory, this study has attempted to answer the central research question: How do African American students in mid-Atlantic 4-year institutions describe their college readiness experiences? U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt. Section 13701 of the 2017 Tax Reform statute created new Internal Revenue Code § 4968 that imposes a 1.4% excise tax on the net investment income of certain billion-dollar private college and university endowments.

This Article will review and critique the existing endowment excise tax legislation. It also will raise the controversial issue of whether all, or merely the largest, endowments should be subject to any tax whatsoever and will recommend that the revenue from the tax be applied to educational programs. Higher education is the third largest state expenditure behind K-12 and Medicaid but is generally more discretionary than most other budget categories. As demographic trends and economic downturns constrain state budgets, the delivery of state subsidies in higher education has increasingly shifted toward students via grant aid and away from institutions via appropriations. Since the 1990s, many states have changed the composition of their state subsidies in higher education to varying degrees.

The Upjohn Institute hosted a webinar Oct. 26, 2017 to hear from leaders in the place-based, or "promise" college scholarship movement.
