When a student enters the public system and speaks a language other than English at home, this student becomes classified as an English Learner (EL). In order to reclassify out of that designation, a student must pass an English proficiency test at the end of the school year, as well as meet the other requirements for that specific district. The population of English Learners (ELs) continues to increase across the United States, and these students persistently perform below their native English-speaking peers in measures of academic achievement. Federal government leaders passed the Every Student Succeeds Act (ESSA) in 2015, which modified how state and local educational agencies identify, instruct, assess, and reclassify ELs and revised what funding EL programming could receive. In this multiphase study, I investigated how the macropolitics of federal and state policy became enacted in the micropolitics of a mid-sized school district in Kentucky. This project’s goal is to promote and improve the mathematical literacy of fourth-grade Hispanic/Latino and English learners through the use of a graphic mathematical mediated structure. Current California Common Core data finds fourth-grade Hispanic/Latino and English learners significantly behind White and Asian students in mathematics, especially in understanding written word problems.

Research supports the assumption that as a tool, a graphic mathematical mediated structure could: 1) foster conceptual understanding; 2) build content terminology; 3) allow students opportunities to justify their solutions; 4) integrate writing in math; and 5) provide a platform for discourse. Based on previous studies showing that vocabulary acquisition is related to increased reading comprehension and academic success, the aim of the present study was to determine for the most effective strategies for vocabulary acquisition using an interactive read aloud routine. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Drastic increases in English Learner (EL) populations in public schools have prompted districts to investigate ways to improve programs for EL students to support their academic growth. This study explores academic engagement of ELs at Chandler Magnet Elementary School to understand how student success may differ among three distinct EL programs. This study incorporated teacher and EL student interviews, however, limitations prevented this study from making conclusions about student success by program.
