English Learner (EL) students in American schools are becoming increasingly common, but there does not seem to be enough support for these students. This is causing EL students to fall behind in content areas such as reading (Richards-Tutor et al., 2016). The purpose of this study was to investigate what barriers are keeping EL students from succeeding in reading. When a student enters the public system and speaks a language other than English at home, this student becomes classified as an English Learner (EL). In order to reclassify out of that designation, a student must pass an English proficiency test at the end of the school year, as well as meet the other requirements for that specific district. If a student in the school system has an EL designation for more than seven years, they become classified a Long-Term English Learner (LTEL) student with very specific academic needs. Instructional leaders and their communities need greater understanding of the leadership practices of principals that can enhance the achievement of ELLs. The population of English Learners (ELs) continues to increase across the United States, and these students persistently perform below their native English-speaking peers in measures of academic achievement. Federal government leaders passed the Every Student Succeeds Act (ESSA) in 2015, which modified how state and local educational agencies identify, instruct, assess, and reclassify ELs and revised what funding EL programming could receive. In this multiphase study, I investigated how the macropolitics of federal and state policy became enacted in the micropolitics of a mid-sized school district in Kentucky. This study explored the perspectives of speech language pathologists and school psychologists, to identify the systemic challenges they identified that negatively impact how emerging bilingual students are referred, assessed, and identified for special education. This qualitative study used semi-structured interviews with 6 speech language pathologists and 6 school psychologists (n=12) to explore these challenges and barriers, as well as to look at the systems of belief present on campuses, that impact this process. The larger frame of this study contributes to the literature that examines how educators negotiate, contest, appropriate, and reconstruct federal and state-level policy in their classrooms. More specifically, the study contributes to the field of language education policy, and in particular to how educators make sense of, and implement, English Language Development (ELD) Standards. I focus on WIDA ELD Standards, as they are currently in use in 42 U.S. states, territories, and federal agencies as well as more than 500 international schools throughout the world. This study used mixed methods to examine middle school mathematics teachers’ beliefs about English Learners’ ability to participate in rigorous, grade-level math instruction as well as beliefs about their own capacity for teaching English Learners. Additionally, the study investigated the influence of teachers’ beliefs on their instructional practices and identified the types of support teachers need to develop as culturally and linguistically responsive educators. Findings revealed some dissonance between teachers’ explicit beliefs about teaching English Learners and their implicit beliefs illustrated through instructional decisions made, as well as previously unrecognized gaps in teachers’ ability to identify and differentiate the needs …

In the United States, Spanish-speaking English Learners (ELs) represent a growing and significant portion of the student population. ELs require targeted instructional strategies and classroom environments in order to fully acquire language and learn content. With an influx in immigration across the United States our educational policies have needed to change to meet the instructional needs of our students, especially our English Learners (Koyama, 2004; Mantero & McVicker, 2006). Historically, these educational language policies were an outcome of court cases that highlighted discrimination and racist practices against our English Learners. This project’s goal is to promote and improve the mathematical literacy of fourth-grade Hispanic/Latino and English learners through the use of a graphic mathematical mediated structure. Current California Common Core data finds fourth-grade Hispanic/Latino and English learners significantly behind White and Asian students in mathematics, especially in understanding written word problems.

Immigrant families often view education as the pathway for upward mobility in the U.S. However, the location of schooling for children impacts the quality of the education they receive and their subsequent opportunities for assimilation and upward mobility. The segmented assimilation model does not explain assimilation fully because it ignores the impact of education for English Learning (EL) children. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Drastic increases in English Learner (EL) populations in public schools have prompted districts to investigate ways to improve programs for EL students to support their academic growth. This study explores academic engagement of ELs at Chandler Magnet Elementary School to understand how student success may differ among three distinct EL programs. The purpose of this study was to explore differences in perceptions of school connectedness among Long Term English Learner (LTEL) students and Redesignated Fluent English Proficient (RFEP) students in a comprehensive high school setting. The study also seeks to determine whether or not there is a relationship between English language acquisition and perceptions of school connectedness among these two groups.

This phenomenological study includes exploration of the instructional experiences and the schooling factors that have been in place both assisting and failing academically six long-term English learners who attend a comprehensive urban high school in Los Angeles. Long-term English learners have attended schools in the United States (U.S.) for more than six years and are not yet fully proficient in English.
