In this article the authors describe efforts taken by a small southern California school district to develop and implement an innovative, research-based English Language Development program to address a growing concern over long-term English Learners (LTELs) in their district. With support from the Weingart Foundation this afterschool program served 3rd and 7th grade LTELs between 2008–2011 to accelerate language and literacy acquisition and prevent prolonged EL status. Program evaluation results indicated that the intervention was associated with improved English language proficiency as measured by the California English Language Development Test. This study investigated factors promoting academic resiliency within Latino students at an urban high school in the Los Angeles area. The criteria of “on-track” to graduate served as the operational definition of academic resilience. A total of 92 students completed the survey. Of these, 57 were on-track to graduate and 35 students were “not on-track” to graduate. Latinas face many challenges within public schools. They are a marginalized group that has struggled to overcome the effects of practices that have created entrenched cycles of poverty and educational failure. The development of a critical consciousness has been proposed as a means of resisting and transcending oppression. Freire (1970) defined conscientização, or critical consciousness, as “learning to perceive social, political, and economic contradictions, and to take action against oppressive elements of reality” (p.19). The purpose of this mixed-methods study was to analyze the effectiveness of a heritage language Spanish program from the standpoint of organizational, curricular, and cocurricular practices. In this study, heritage language study was defined as having an emphasis on maintaining cultural awareness and language needs (Beaudrie, 2009) through cultural mediation, in which the experiences and identity of students are developed as areas of strength in the educational experience (Bennett, 2003; Gollnick & Chinn, 2004; Lovelace & Wheeler, 2006). Findings from a 3-year (2006-2009) evaluation of the PROMISE Model pilot are presented in this policy brief that seeks to address three questions: 1) What is the PROMISE Model ?; 2) What changes occurred in schools as a results of implementing the PROMISE Model ?; and 3) What are the lessons learned from the PROMISE Model pilot that can contribute to an understanding of school reform for English Learners? Schools and school systems are experiencing an instructional support gap that results in limited opportunities for educators to analyze, reflect on and improve research-based practices for ELLs so that outcomes for culturally and linguistically diverse students can change. One of the most powerful variables for English Learner success is the quality of their teachers. This policy brief published by Californians Together (1) provides a synthesis of effective practices for instructing ELs; (2) presents four research-based essential elements critical for EL program implementation, teacher reflection, and monitoring of teacher effectiveness; and (3) concludes with program and policy recommendations. The Biliteracy Achievement Of Latino English Learners In Two-Way Immersion Elementary Programs, Olga Grimalt Moraga

This normative comparative study sought to compare the reading achievement, in English and Spanish, of Latino English learners in a 50/50 two-way immersion (TWI) bilingual program to Latino English learners in a 90/10 TWI program. The scores from 55 students across four TWI programs, two 50/50 and two 90/10, were analyzed. The principal from each school was also interviewed.

Quantitative data from the district’s reading Benchmark Book Test, California Standards Test/English Language Arts and Standards-based Test in Spanish were analyzed using repeated measures ANOVA, Bonferroni Post Hoc and Chi Square to compare the means between the students’ reading achievement in …

The Pursuing Regional Opportunities for Mentoring, Innovation, and Success for English Learners (PROMISE) Initiative Research Monograph is comprised of four sub-studies that took place between 2006 and 2009 to examine the effectiveness of the PROMISE Initiative across six implementing counties.

Beginning in 2002, the superintendents of the six Southern California County Offices of Education collaborated to examine the pattern of the alarmingly low academic performance of English learners (EL) across Los Angeles, Orange, San Bernardino, San Diego, Riverside, and Ventura. Findings from the first two years of a 3-year evaluation of the PROMISE Model pilot are presented in this policy brief that seeks to understand the extent to which school principals know, understand, and act upon research-based principles for English Language Learners (ELL) and their intersection with the California Professional Standards for Educational Leadership related to promoting ELL success. The present article offers the reflections of the principal of the longest-running two-way immersion school in Southern California on some of the key factors positively impacting the program, namely parental involvement, teacher commitment, and principal support. This policy brief reports findings from a survey of parent leaders in 2007 that sought to understand what parents of English Learners and Standard English Learners think about the education of their children and about parent education and involvement in the Los Angeles Unified School District (LAUSD). Surveys with 513 LAUSD parent leaders revealed low ratings for LAUSD’s parent education efforts as well as for student academic programs. Open-ended responses point both to educational as well as policy recommendations in the following areas: 1) home/school collaboration; 2) professional development, curriculum and Instruction, and tutors/support; and 3) accountability. This digest describes the use of think-aloud protocols with young bilingual children. Qualitative findings from a small study with 12 first through third grade students in dual language programs demonstrated that think-alouds were used effectively with elementary school emergent bilingual learners. The evidence from this study suggests that instruction in reading strategies should be given to young bilingual students and that more research needs to be done in this area.

Seventy-eight Filipino parents were surveyed on their opinions about bilingualism, the underlying principles of bilingual education, and placement of students in instructional programs that include a native language component. Fifty-two parents were in the comparison group, and twenty-six parents were in the experimental group. Parents in the experimental group received a phone call during which the rationale and objectives of bilingual programs were explained to them. Support for the underlying principles of bilingual education was stronger among the parents in the group. White Papers and Position Statements

In this position statement, the authors write in support of Ebonics (also known as African American Vernacular English, Black English, Black Dialect, and African American Language) as a legitimate language. The linguistic and cultural origins of Ebonics is traced, along with its legitimacy by professional organizations and the courts. CABE asserts that the role of schools and teachers is therefore to build on students’ knowledge of Ebonics rather than replace or eradicate Ebonics as they teach standard English. This position statement has implications for teacher training.
