Over the past several years, college campuses across North America have seen an increase in the variety of service-learning projects integrated with academic course goals. Federal and state governments are asking schools, colleges, and departments of education to promote service-learning because of service-learning's unique capacity to promote high-quality learning and civic engagement in its participants. Teacher educators are responding by embedding service- learning into various teacher education courses and they report positive outcomes. Changes in bilingual education will have an important impact on the future well-being of the growing Latino community in Massachusetts. This report summarizes some of the major research findings regarding the purposes and effectiveness of bilingual education. Questions that will be addressed include: What are the existing bilingual education models? Which bilingual education models work best? Should there be time limits for bilingual education? Do immigrants resist learning English? Does speaking another language interfere with learning? Should bilingual students be exempt from state-mandated testing? Are bilingual teachers qualified? Are bilingual education students more likely to dropout?

This report was prompted by the pressing concerns over the high failure rates of Latino students on the Massachusetts Comprehensive Assessment System (MCAS) exam. While 27% of White students failed the English portion of the MCAS test and 38% failed the Mathematics portion in 2000, the corresponding rates for Latino students were 66% and 79% respectively (Massachusetts Department of Education, 2000a). There is a great urgency to understand why Latino students score substantially behind students from other racial/ethnic groups. This report presents basic information about Latino students in the public schools of Massachusetts. First, recent population data on Latino youth and public school enrollment are presented, highlighting those areas of the Commonwealth where Latinos are densely concentrated. The report then proceeds to the achievement of Latino students in the schools, highlighting recently published cohort dropout data and MCAS test results for Latinos. Finally, the report examines the after-high-school plans of Latino graduates.

"I wish to make two claims in this article. One is that multicultural education has largely refused to acknowledge how imperialism, colonialism, and the transnational circulation of capitalism influences the ways in which many oppressed minority groups cognitively map their paradigm of democracy in the United States. This research paper will explore the issues underlying the under-representation of Latinas in higher education. The emphasis will be placed on Chicana females because Chicanos comprise 60 percent of the Latino population, and much of the existing research is focused on this group. The purpose of this paper is threefold. First, barriers to the participation of Latinas in higher education will be explored. Second, factors contributing to the success of high-achieving Latinas will be discussed. This article discusses the assumptions and curricular implications of a social semiotic approach to education. Semiotics refers to the meaning we make with language as well as other objects. events, and actions. Social semiotics emphasizes the social, cultural, historic, and political contexts that shape that meaning. A social semiotic approach to education can help teachers and teacher educators to deconstruct the reproduction of class, politicize the ideology of colonialism, and overcome the inequities they engender. By providing a way to challenge selectively reproduced cultural politics, social semiotics provides a way to reconstruct and democratize schools and society.

In the many years I have been teaching, I have attempted to engage students in issues surrounding their place as citizens in a multicultural democracy. In my second year of involvement in AAC&U's American Commitments: Diversity, Democracy, and Liberal Learning project, I have become acquainted with the perspectives of faculty from different disciplines and institutions and with a wide array of excellent multicultural materials and curricula; but even the best of curricula tend to be somewhat abstract.

The goal of a practicum was that high school students in non-academic 10th grade English classes would develop an understanding of and appreciation for cultural differences. Technological change and overlapping social, environmental. educational and political issues have increased the need for understandable communications among the different countries of the world. Because English is wldely used. many Americans have no other language capability and are at a disadvantage in many situations. In addition, changes in the ethnic composition of the United States have intensified the need for skills in other languages. The need for second-language skills is perhaps greater among agriculturalists than it is for other areas. The Cooperative Extension System has Important roles to play in expanding these communication skills.

Leadership And Nonverbal Behaviors Of Hispanic Females Across School Equity Environments, Helen A. Moore, Natalie K. Porter

Nonverbal behaviors of Hispanic elementary school students and their peers were examined in a small-group cooperative task with a total of 202 subjects. Thirty-five randomly selected groups were videotaped in ten desegregated schools, each group was gender-homogeneous, with three Hispanic and three Anglo students. Analysis of the videotapes revealed that Hispanic females used less vertical and horizontal space than Anglo females, and were also less likely to verbally interrupt or physically intrude on other group members They had similar rates of handling the group resource cards and were given similar leadership scores by multi-ethnic trained observers. Motivation, self-esteem, achievement and the development of tolerance and acceptance of others -- these are the goals that most, like Crain, et al., have come to accept as legitimate objectives of public schooling. Yet, there is substantial opinion that the public schools of Boston have been unable to achieve standards in these areas that are acceptable to the public, the students who occupy the schools, and the professionals who run them. For example, a recent survey of Boston residents' attitudes toward the schools indicates that approximately 3/4 of all respondents -- irrespective of race, or whether there were any school …

The Desegregated School And Status Relationships Among Anglo And Hispanic Students, Peter Iadicola, Helen A. Moore

Desgregated elementary school students display verbal and non-verbal indicators of status relationships in a structured, videotaped interaction game. Both Hispanic and Anglo third grade student responses are analyzed across ten schools for a case study of factors that influence racial/ethnic integration outcomes. Variance in student outcomes are primarily explained by socioeconomic dimensions of the schools. These findings suggest that school desegregation poses a contradiction for Hispanic students.

Hispanic Women: Schooling For Conformity In Public Education, Helen A. Moore

The educational experiences of Latinas are tied to norms of an Anglocentric and androcentric school system. Based on a sample of 1,000 male and female Hispanic and Anglo elementary school students, we analyze teacher expectations for three dimensions: behavioral, social and academic achievements. Teachers do rate Hispanic females as more conforming to the behavioral norms of the school. Regression analyses indicate that higher teacher ratings are assigned to Hispanic females who combine high academic scores with low scores on behavioral conformity norms. These findings indicate that teachers reward assertiveness, leadership and action when considering future student success. The dilemmas of …

The resegregation of students in desegregated elementary schools generates potential barriers to social integration and academic achievement. WE are interested in the role of greater status inequality in reducing academic achievement for minority students. We generate multiple measures of internal schooling processes such as ability grouping, high stakes testing, and unequal burdens of busing across racial ethnic groups at ten desegregated elementary schools in California selected as case studies from a larger sample of 182 schools. Hispanic student enrollments ranged from 10 percent to 53 percent of each campus and we assess variations in resegregation practices and student and campus …
