Impact Of Education On Medicaid Eligibility, Christopher R. Bollinger
Issue Brief on Topics Affecting Kentucky’s Economy
The individual mandate of the Affordable Care Act (ACA) coupled with the Medicaid expansion in Kentucky makes reducing Medicaid eligibility rates of crucial importance. This brief examines the link between education and eligibility for Medicaid for the citizens of Kentucky. In general, the relationship is nearly mechanical in that higher education leads to higher incomes. Since income is the key determining factor of Medicaid eligibility, and because of the individual mandate eligibility is mostly equivalent to participation, our estimates show that higher education reduces the likelihood that an adult will be on Medicaid or have children and family members on …

The health of the people of Kentucky is of high concern for policymakers and citizens alike. Individuals want to live healthy, productive lives, while policymakers recognize that chronic illnesses cost the state in myriad ways. In this brief, we examine the link between educational attainment and health outcomes. We focus on two groups of health outcomes. The first are behavioral and include choices: tobacco use, alcohol use, obesity, and exercise. The second group are outcomes highly associated with these behaviors: heart attack, angina, stroke, and diabetes. The Center for Disease Control (CDC) estimates that these four diseases may cost Kentuckians …

The Center for Business and Economic Research (CBER) (Gatton College, University of Kentucky) was commissioned by Kentucky’s Council for Postsecondary Education to examine the implications of education across the Kentucky economy. This study used data on Kentuckians from the American Community Survey (ACS), the Behavioral Risk Factor Surveillance System (BRFSS), the Uniform Crime Reports (UCR), the Bureau of Labor Statistics (BLS), and the Bureau of Economic Analysis (BEA). The focus on Kentucky is unique, as most studies of this kind have used only national data. The results have allowed us to examine how education is related to important outcomes related …

As part of UMass Boston’s recent celebration to mark the inauguration of Chancellor Michael F. Collins, M.D., the Division of Corporate, Continuing and Distance Education (CCDE) hosted a “virtual symposium” featuring Robert B. Reich. Between April 24 and May 8, CCDE posted a streaming video and a downloadable audio file of a presentation that Professor Reich had delivered on April 11, 2006 at the national conference of the University Continuing Education Association. This talk was supplemented, on May 3, by a live teleconferencing Q&A session with Professor Reich and about fifty UMass Boston graduate students.

The story of the rise and fall of the Celtic Tiger property developers offers insights into the role of the super-rich in material and symbolic place-making. Irish developers were not only involved in the physical construction of place(s); they were very public actors in the construction of discourses of Ireland as a place of opportunity, entrepreneurialism and success. In contrast to the relative anonymity of high-rolling financial traders, property developers were celebrated media stars. Labor unions have played an important part in shaping the workforce as we know it since the passing of the National Labor Relations Act (NLRA) in 1935. However, whether they are still perceived as essential in today’s economy is still questioned as union favorability ratings have declined from 35% to 7% over a thirty year span. A survey questionnaire was distributed to a non-random sample (N = 50) to ascertain their attitudes and perceptions on labor unions. Sixty-seven percent of respondents believe that unions should be in every state with 60% of those in a non- Right to Work state …

Early state funding for school libraries was apportioned from state property tax receipts and distributed to local schools on a per-pupil basis. I contend that the concept of aesthetics lies at the very heart of the art educational enterprise, albeit significantly reconfigured. I begin by offering a highly potted, historical overview of aesthetics that while it supports Tavin’s view of aesthetics as a confused and confusing concept, demonstrates how important it remains. My intention is not to support aesthetics as part of a progressive socio-political agenda, as many art educators do, but because the word aesthetics is today used extensively beyond our specialized area of art education to conceptualize the sensuousness of contemporary cultural forms. This paper is part of a systematic examination by the authors of Sydney's changing political economy within its largely self-imposed globalisation agenda. This part seeks to unravel the changing nature of Sydney's material connections across the Sydney basin economy and with other places. The analysis is based on novel uses of GIS-based software and its application to freight flow data. There are employed to describe and delineate the composition, intensity and direction of materials flows arising from the functioning of the Sydney economy. Two questions are explored. The focus of the study reported here is the different forms of service provision strategies appearing across the Australian economy. Specifically, the study looks at the various ways in which firms link products and services, whether in single packages or other forms. What we found led us to question the common notion that 'manufacturing matters, but services succeed'. The data gathered show how many firms in both manufacturing and service industries are putting together products and services into 'packages', suggesting the need for a broader review of how a service-rich economy may work at firm level.

In 1990, agribusiness in Nebraska sold over $14.9 billion in goods and services, employed over 121,000 workers, paid an estimate $3.6 billion in wages and salaries and contributed $4.5 billion to value added. Moreover, agribusiness' total direct and indirect contribution to Nebraska's economy in 1990 was close to 250,000 jobs, with an estimated payroll of nearly $6 billion. This extension circular discusses the contributions that agribusiness has made to the Nebraska economy.

Providing public education traditionally has been one of the most important functions of government. During the 1990-91 school year, education expenditures by all levels of government in the United States approximated $330 billion, or about 18 percent of total public expenditures. In a narrower sense, state and local governments committed just over one-third of their budgets to education, and for local governments alone (primarily local school districts), about 43 percent of all spending went for education.

Frequent inquiry from wheat growers in Nebraska and others as to the relative merits of the combined harvester-thresher as an efficienct and economical harvesting machine led the Nebraska Agricultural College to make a study of this problem in the summer of 1926.
