During World War II inadequacies in physical education programs in the United States were clearly revealed. A study of the physical fitness of men in the Army Air Force disclosed that almost one-half of the inductees were in poor or very poor condition. The Army and Navy testing programs also revealed that a large percentage of inductees was in poor physical condition. These test results did not include the numerous persons who were rejected from military service for various reasons.

The principal and staff of the Marangu Teacher Training Center, Tanganyikaf last Africa, have experienced a need for instruments of measurement suitable for studying the psychology of African school children. Several obstacles have effectively prevented the finding of, or the development of such measures. Among these obstacles are limitation of financial resources, limitation of time to devote to research, and limitation of personnel qualified to undertake such research as would be necessary. The purpose of this study was to determine the efficiency of ethnic group children in the use of English idiomatic expressions as found in standard reading texts in the fourth, fifth, and sixth grades.
