The problem of this study consisted of three divisions:
First, to determine the status of personnel policies in their elementary school districts in Stanislaus County having a full-time administrator but with less than 900 average daily attendance.
Second, to determine how these districts have developed personnel policies.
Third, to apply the results of this study in the development of personnel policy in the Hughson Union School District.

This study was conducted for the purpose of determining whether there is a significant difference in the reading and arithmetic achievement of boys and girls in the fourth, fifth, and sixth grades in the Lodi Elementary School District. To put the purpose in question form: Is there a significant difference in the reading and arithmetic achievement of boys and girls in grades four, five, and six in the Lodi Elementary Schools? In formulating plans for the study, similar studies were examined. Literature concerning reading and arithmetic differences between boys and girls was read.

The schools of the San Juan Union High School District, of which La Sierra High School is a part, have not operated under a common plan for the orientation of new teachers. It was the judgment of the investigator that there should be such a district plan. As a basis for establishing such a plan, La Sierra's program of orientation was evaluated by the teachers at La Sierra who had been through the program and by principals of certain selected schools in comparable school districts in California.
