This study explores five elements pertaining to sound financial management in institutions of higher education as related to Government negotiated research contracting. The research tested the feasibility of five hypotheses presented as elements to be investigated in the study. Responses to a mail questionnaire were analyzed and final audit reports were examined. The data obtained were used as evidence to support the contention that sound financial management in universities as related to research negotiated contracting is important and can be improved through these five elements:

On January 20, 1970, Judge Manuel L. Real directed the officials of the Pasadena Unified School District to prepare and implement a school desegregation plan to take effect at all levels within the district by the opening of school in September of 1970. This study dealt with the efforts of the Pasadena Unified School District to meet the provisions of this court order. Such examination involved an extensive perusal and analysis of the desegregation plan developed in response to this order. That response is known as the Pasadena Plan.

The writer has had experience as a supervisor of music at the elementary and secondary levels. This experience combined with the development of courses to suit the program for an elementary teacher training institution provided the background for the development of this project.

Justification of the problem.

A significant percentage of the children attending school in the Richgrove School District are identified as migrant students. Migratory children often were two or more grades below grade level in reading, spoke little or no English, tended to withdraw from the school environment, had poor self-concepts, lacked nutritionally balanced meals, and had few, if any, previous health records.

The present study is an outgrowth of the Richgrove School District's effort to develop and provide an educational program designed to meet the needs of migratory children residing within its attendance boundaries.

Introduction

The philosophy and objectives underlying the Rhode Island State Scholarship Program encompassed severa1 basic assumptions about secondary education. Some of these assumptions have changed substantially over the past fifteen years and deserve close consideration. The new emphasis toward equalizing educational opportunities had been reflected in the changing philosophy that guided the administration of student financial aid. The genesis of most aid programs could be found in a concept that fostered the belief in a system built entirely upon meritocracy. The major purpose of this investigation was to make a comparison of grade-point averages, earned by military dependent students in overseas Dependent Schools, with the grade-point averages of a comparably non-mobile student society with whom they graduated in the united states. This article, which appeared in the January '72 edition of The School Counselor, talks about what counselors have done, doing, and what the author, a school counselor, thinks they should be doing. He discusses some factors operating to narrow the counselor's role: the student stereotype of counselors as "schedule-changers," the administrative view of counseling as a clerical function, the "psychiatric myth" which casts any person in a helping profession in the role of dream analyst and explorer of the dark unconscious. The study was concerned with investigating student achievement testing results, age and sex differences, and teaching practices between a behavioral objective type program and a convetional type program (arbitrarily defined) for the teaching of reading to third grade children as measured by standardized test instruments.

Thirty-one third grade students (16 boys and 15 girls) in the experimental class, with a median age of eight years, were compared with a control class of 33 students (19 boys and 14 girls), with a median age of nine years, as available small samples. Both groups were taught by one teacher.

Investigated personality factors associated with self-actualization among first time entering students at a predominately trade-technical community college. The Ss were 529 students enrolled in liberal arts and trade-technical programs. The Ss were administered the Personal Orientation Inventory (POI) and the results formed the basis of two analyses.

I. A 2x2x2 (eight cells) factorial analysis included length of attendance, vocational choice, and age, applied to each of the 12 POI scales. It was found that: (1) POI measures did not differentiate between persisters and drop-outs over a one semester period; (2) that liberal arts students received better POI scores than did …
