Truancy has been linked to serious delinquent activity in youth and to significant negative behavior and characteristics in adults. Truancy is one of the most common factors leading to dropout and students not meeting graduation standards. Nevada has arguably the highest high school dropout rate in the nation. A mixed-methods research design first using quantitative then qualitative data was used in order to explore what cyberbullying policies are being employed by principals in the state of Nevada. Electronic surveys were given to all 118 middle school principals in Nevada. Middle school was chosen because it is the age where cyberbullying behaviors are most prevalent. Out of the 118 surveys that were deployed, 66 principals responded. A series of independent t-tests and a chi-squared analysis was conducted using the survey data. A descriptive rationalist policy analysis was used to examine current licensure policies in all fifty states and the District of Columbia. The differences and similarities between states that received Race to the Top competitive grant funds and those that did not were examined, in addition to the proposed policy reforms included in recipients of Race to the Top competitive grant funds. The demands made of public school principals in the 21st century have increased significantly. In addition to the continuing role of school manager, today's principals are also expected to be instructional leaders, and in some cases exemplary leaders.

A definitive answer to how to allocate school-level expenditures to yield the greatest "bang for the buck" has continually eluded education finance researchers. With increased regulation, oversight, and sanctions resulting from the No Child Left Behind Act, paired with financial strains on states' education budgets, measuring schools' production and efficiency has become urgent.
The methodology for this study was comprised of two phases. Experts such as military commanders must make decisions quickly and under deadly conditions. A variety of cognitive training media exist, from Powerpoint to virtual reality (VR) simulations; however, there are alternative media that have not yet been comprehensively studied for expert decision making training. In this study, the researcher has examined the use of comics as an alternative to current cognitive training media. In Experiment 1, naval submariners were shown a text-based medium or comic strip and asked to make a decision about the scenario after viewing. In this study, I examine the factors that influence school districts’ commitment to implement ESL (English as a Second Language) education in compliance with the federal Bilingual Education Act of 1968. To explain variation in implementation effort, I focus on several features of the local implementation environment, including the role of Latino descriptive representation. Utilizing data on all public school districts in Texas, I employ a Heckman two-stage estimation procedure that accounts for factors that influence school districts’ decisions to implement bilingual education programs as well as factors that affect the amount of resources school districts are willing to allocate …

The percentage of qualified African American senior military leaders is significantly lower than the percentage of African Americans serving in the enlisted ranks. With the changing demographics of the 21st century, increasing the number of African American Army officers is a practical as well a moral issue. This study relied on data gathered on school identifiers and characteristics, student and teacher characteristics, and index scores of Kentucky public elementary schools, collected from 2001-2008 at the school level. An extensive literature review was completed in order to examine the effects of competition on public schools, both positive and negative.
This paper focused on the impact of public school competition on academic index scores in Kentucky school districts. Although all of the schools in the target school system adhere to a school improvement process, achievement scores remain mediocre or stagnant within the overseas school in Italy that serves children of United States armed service members. To address this problem, this study explored the target school's improvement process to discover how different stakeholder groups viewed that process. In the 1920s, high school students were placed on one of three tracks: high, average, and low. Over the years, vocational education was transformed into a low track assignment for students, often racial minorities, who were perceived as less intelligent. However, the interaction between vocational education and tracking policies and practices remained unclear. Although successful integration of technology into classrooms has proven beneficial to the learning process, little is yet known about how teachers respond to the introduction of technology and why some choose to use it while others do not. Using Sandoltz' stages of teacher technology adoption as a framework, this multiple case study utilized historical data that captured the experiences of teachers in 2001--2002 to determine the process of teachers' adoption of innovations into existing classroom practices. Program evaluation does not take place in a vacuum. Its context is the interaction of political, economic, and technological developments that influenced the formation of federal policies for mandated evaluation requirements. The Elementary and Secondary Education Act (ESEA) of 1965 established policies to provide “financial assistance to local educational agencies serving areas with concentrations of children from low-income families to expand and improve their educational program” (Public Law 89-10—Apr. 11, 1965). This legislation also had another consequence: it helped drive the establishment of educational program evaluation and the field of evaluation as a profession.

In the rapidly changing school environment effective principals are needed to make necessary changes while also developing a culture of shared responsibility and community (Hallinger & Heck, 1998; Leithwood & Jantzi, 1999). The correlation between transformational leadership and emotional intelligence was investigated in this quantitative study of school principals. This study examined the extent to which coaching facilitates the successful implementation of the Problem-Solving/Response to Intervention (PS/RtI) model in schools, as well as the extent to which coaching enhances the fidelity of implementation of PS/RtI practices in those schools. Data from 34 schools in seven districts participating in three years of a statewide initiative to implement PS/RtI practices with assistance of a PS/RtI coach were used to evaluate the relationship between coaching activities and levels of implementation and integrity outcomes. Gender-based bullying (GBB) includes threatening behaviors based on gender/gender-role expectations, verbal/physical harassment, unwanted sexual attention and coercion, insults, intimidation, and assaults based on sexual orientation. In this study, 342 teachers completed an online survey to identify which variables predicted their rates of witnessing and intervening in GBB. Individual variables included teacher rates of homophobia and heterosexism. Systems variables included teachers' fear of angry backlash for reporting GBB, the comprehensiveness of districts' safe school policies (SSP), the timeliness of districts' responses to reports of GBB, and the consistency of administrative responses. In the United States, the top 20% of the population owns 85% of the wealth. This leaves only 15% of the wealth for the rest of the population. This clear disparity of wealth, in combination with the common practice of racial segregation (created by 300 years of inequality) has direct correlations to violence in United States cities. Boston is one of these cities. Impoverished minority neighborhoods are struggling because they exist in a society that is essentially ignoring them.
