Between the decades of 1970 through 1999, there were major shifts in higher education in New Jersey. Utilizing a grounded theory approach this dissertation created a database of legislation, hearings transcripts, and education reports. Searching this database for commonly used terminology, this dissertation was seeking a pattern in language use that could demonstrate the incursion of neoliberal economic terminology into the way high education was discussed during these years. Purpose: The purpose of this mixed methods study was to identify to what extent newly employed classified staff in K–12 school districts in Southern California experienced organizational tactics (content, context, and social) to support their socialization process during the 1st year of employment (G. R. Jones, 1986). This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.
