As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

In a relatively short history, Public Radio in Hampton Roads has emerged as a most important cultural and educational asset to the urban community. The dynamic growth of the Hampton Roads urban infrastructure is the result of several political, economic, and cultural factors. Public Radio has been one of these factors and has served as a catalyst for change and growth in the community. The purpose of this study is to explore the implementation process of a distance learning initiative using televised instruction in an urban university. The scope and complexity of problems faced by colleges and universities today are growing, and public institutions are being asked to do more with less. Using a collective case study methodology, this policy-oriented research examined how Virginia's state Policy on transfer has been implemented at selected public colleges and universities. A conceptual framework of policy definitions was used to examine how the policy is understood in various contexts and what the policy's effects have been at the campus level.;Based on quantitative transfer data, five community colleges and four state universities were selected for study. The cases captured a wide range of transfer activity and college characteristics with the expectation that different understandings of the policy would produce different effects. Distance learning technologies are increasingly used within public post-secondary institutions as a way to deliver courses to students remote from the home campus. Many proponents of distance learning argue that its use provides a method for reaching the educationally undeserved, i.e., those who lack access to higher education. If a distance learning program decreases access barriers, then it is congruent with traditional American values of providing universal access to education to all citizens. Distance learning program evaluation strategies, therefore, need to include a means of measuring the extent to which access goals are met.

The key purpose of this study was to compare and contrast the San Francisco Whole Schools Conflict Resolution Project to the School Mediation Program utilized in Clark County, Nevada. The evaluation further assessed the impact the San Francisco Project had on incidents of school-related violence in order to project these figures to the Clark County Program.
The methods used in this evaluation included a review of the implementation processes and training components for each conflict resolution program. The purpose of this study is to compare and analyze student uniform policies in public school districts within the United States and to ascertain whether or not they are effective. Available information from America's 70 largest school districts is collected and compared to determine if the policies are feasible. Findings indicate there is a broad spectrum of ways in which the districts address student attire and imply that most of the districts are not adapting uniform policies, but are leaving the decision up to individual schools and to the parents. This project examines the benefits of Educational and/or Job Training under the Job Training Partnership Act (JTPA) Title II-A and Title II-C programs for Colonia residents in Hidalgo County. The design will be a pretest-posttest non-randomized experiment, conducted by the County of Hidalgo Office of Employment and Training (CHOET). Educators increasingly find themselves having to rely on laws for protection from threats or attacks, and educator assault laws reflect the diverse and unique needs of the individual states. This study sought to determine if the state legislatures in each of the 50 states have created legislation punishing educator assault and to compare, contrast, and analyze any existing statutes by using content analysis methodology. Currently, 37 states possess educator assault legislation. Specific features within each law were examined: its protected recipient, the prohibited action, identification of the aggressor, any limiting or qualifying statements, and the stated penalties. The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.
Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

The purpose of this study was to investigate two underlying questions related to welfare reform and its impact on participants in the Cumberland Plateau Region: (1) What are the training and other noneducational needs of the participants in the VIEW program? and (2) What is the projected success of the impact of the training on the lives of the participants? The research study included 47 interviews with four distinct groups of individuals--VIEW participants, case managers, administrators, and trainers. Teaching is reported to be a stressful occupation and social support is thought to mediate stress. The purpose of the study was to identify relationships between the level of professional burnout and social support of high school teachers in Northeast Tennessee. In this correlational study, a sample of 228 secondary school teachers in Northeast Tennessee completed the Maslach Burnout Inventory and the Teacher Support Network Inventory (TSNI). Respondents' satisfaction with support and amount of support were ascertained from the TSNI. The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. The purpose of the study was to determine the applicability of the Political Resources Model of Representation to the Rio Grande Valley and to ascertain if political resources (poverty levels, educational attainment, and Hispanic representation) provide an adequate explanation of educational outcomes (ACT, TEAMS, and dropout rates).
The political Resources Model of Representation, used by Meier and Stewart, served as a theoretical framework for the study. Formerly, the model had been used at a national level and a state level. Representation variables were used to predict the applicability of the model to a region.

At least thirty percent of students who enter Texas public higher education each year have basic skills deficiencies and cannot perform effectively in college. The TASP Test was developed to identify these students. Moreover, this test must be passed in order to obtain a degree from a Texas public institution.
A survey of 150 entering freshmen from the University of Texas-Pan American was examined to identify variables that influence student performance on the TASP Test.
Chi-square tests uncovered academic, socioeconomic, and institutional bivariate relationships with TASP performance. Multiple regression analysis indicated that academic variables primarily predicted TASP performance.

This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

The purpose of this study was to examine state legislation and policy related to comprehensive, integrated services for students with serious emotional disturbance. Legislation and policy documents from nine states, Virginia (the pilot study), Indiana, Maryland, New Jersey, North Dakota, Oklahoma, Utah, Vermont, and Wisconsin, were examined. These documents were compared to a set of components extracted from the literature as recommended practice. The document analysis was confirmed through telephone interviews with state-level policymakers in each state's department of education, department of mental health, and/or department of children's services. This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.

Addiction leads to homelessness, AIDS, other health problems, crimes, financial burdens, family conflict and many social and psychological problems. Relapse rates remain very high in addiction programs and employees are frustrated by the poor response of clients to treatment and to the bureaucratic style of management often found in hospitals and clinics. Relapse rates are due to stress factors, respondent conditioning processes, and lack of focus on techniques of relapse prevention. This paper culminates a natural progression of studies done over the past two years examining parking and transportation policy at the University of Nevada, Las Vegas. The purpose of these studies has been to evaluate the adequacy of these policies and to estimate the potential impact a Transportation Demand Management (TDM) program could produce on parking and traffic conditions and air quality improvement. The purpose of this study is to analyze the income and expenditure patterns at three Liberal Arts I colleges in the Midwest from 1979-89. It combines from hard data from HEGIS/IPEDS financial reports and interviews with campus administrators to examine the effects the 1980s had on the institutions and makes a judgment about the financial condition of each college as they entered the 1990s. The purpose of this study was to examine the merger of the school systems of the City of South Norfolk and Norfolk County in the State of Virginia. The merger of these two geographical entitites was consummated on January 1, 1963. Norfolk County was formed in 1636 by the Virginia General Assembly. The cities of Norfolk, Portsmouth, and South Norfolk were carved from this county. A series of annexations by these cities between 1940 and 1960 cost Norfolk County thirty-three square miles of territory, 110,000 residents, and {dollar}1,881,000 in revenue.;In order to protect its viability, Norfolk County voted to merge …
