The purpose of this study is to outline an adequate, correlated program of health, physical education and recreation for the students of the Todd County Consolidated School of Elkton, Kentucky. The necessity for providing better programs of health, physical education and recreation in our public schools has been demonstrated in the results of the Selective Service medical examination during World War II. All our educational agencies are stressing the need for a unified, integrated, and functioning program of this type. This study makes an attempt to develop such a program in this one particular school.

Some years ago, the Australian Council for Educational Research prepared a table of the equivalent grades in the six Australian States. In 1945 and 1946 the R.A.A.F Vocational Guidance Service reprinted the upper section of this table, together with other information regarding post-primary courses and examinations, as "Comparative Educational Levels in the Australian States”. While it is now fairly evident, from the comparison of curricula end results in our curriculum survey, that there are no strictly comparable levels in the content of courses or in the mean ages of children, the R.A.A.F. table has apparently proved useful to head masters …

On the question of organisition at the secondary level Australia, as a whole has not given evidence of any very clear-cut policy. The common practice is to provide separate academic and technical schools in the capital cities and large country towns with certain intermediate types of school which may have a bias in one direction and may act primarily: as “feeders” to schools giving more advanced courses. This 1945 bulletin was compiled by the Australian Council for Educational Research based on Australian state Education Gazettes to show the dates each of the three school terms by state and level of schooling. It estimated the numbers of pupils affected for each type of school in each state. Term dates for Private Schools were not available, and assumed to show great variation even in any one State.

The time has come when every elementary-school teacher should be a college graduate. This could be accomplished immediately following the war if each state should require a college education as a prerequisite to the certification of newly trained teachers. When the standards for the education of teachers and for initial certification are raised to this level, the standards of school service will automatically reach an appropriate level. It is hoped that the public (parents) will soon rise up and demand this degree of professional respectability of the teachers of their children.

The new elementary school of the Central Washington College of Education, at Ellensburg, which was completed in September, 1939, is a foremost example of the new type of structure which is replacing the old and inadequate formal training school. It was designed to house a modern and functional elementary school and to be an integral part of a progressive teacher-education program. The curriculum is based upon contemporary life and individual student needs. The ability to read is basic to the acquisition of knowledge in all school subjects. Consequently, classroom teachers have long been interested in what determines readiness for reading, and in tests which will predict reading achievement. Prominent among those which have appeared in recent years is the Betts Ready to Read Tests which in reality are a series of twelve individual vision tests that require expensive equipment, a great deal of time, and a certain amount of technical skill to administer, score, and interpret.
