College access is a top educational priority in the United States as millions of federal and state dollars are funneled into programs to ensure college access for all students, minorities and low-income students in particular (U.S. Department of Education, 2009a; U.S. Department of Education, 2009b). Over 80% of high school students and their parents aspire to attain postsecondary education (Dounay, 2006; Institute for Higher Education Policy, 2007). Yet, minorities' and low-income students' ability to penetrate postsecondary doors remains relatively depressed in comparison to their non-minority high-income student peers (Freeman, 2005; Perna, 2007). The purpose of the study was to investigate the level of use of English as a second or subsequent language strategies and research-based practices in the instruction of ELL students in Northeast Tennessee. The researcher sought to ascertain the perceptions of educators in Northeast Tennessee about teaching practices and beliefs in regard to the instruction of ELL students and to determine to what level these educators include ESL strategies and ESL research-based practices when teaching ELL students.

While schools are experiencing unparalleled racial, linguistic, and ethnic diversity, gifted programs do not reflect these changing demographics. In fact, African-American students are less than half as likely to be in gifted classes and programs than are their European-American counterparts. In addition, little is known about the impact of gifted programs on students.

This research was designed to describe, analyze, and interpret what reading strategies experienced kindergarten teachers believe are essential to instruct English-as-a-Second-Language learners how to read. Through in-depth interviews, experienced kindergarten teachers were given a voice to describe what they consider essential reading strategies to instruct English-as-a-Second-Language learners to learn how to read.

The participants were four licensed, non-probationary kindergarten teachers instructing reading in English to a minimum of 51% English-as-a-Second-Language population. This dissertation uses autobiographical narrative inquiry as a source of knowledge-generating reflection to examine how the educational needs of military children might be met through the use of holistic educational practices rather than a (well-intentioned) traditional, standardized curriculum. Data were gathered through observation; personal experience as a military child, military member, mother of military children and teacher of military children; journal entries and vicarious experiences shared by students, parents, educators and other invested in this population of learners. The No Child Left Behind (NCLB) Act changed assessment for English Language Learners (ELLs). Under the law, states must validly assess ELLs' English Language Proficiency (ELP) and content knowledge. The law shed light on the achievement of ELLs while also creating challenges for states in validating state assessment and accountability systems. Test accommodations are used for ELLs to reduce threats to test score validity and measure academic achievement as accurately and fairly as possible. The study explored possibilities for change in the Early Childhood Teacher Education Program in the John H. Lounsbury School of Education at Georgia College & State University (GC&SU). Concern for the lack of diversity in the teaching population increased when the demographics for preservice teachers were examined. Reports by Marilyn Cochran-Smith, Danne Davis, and Kim Fries (2004) show that there is an overwhelming presence of whiteness in teacher education. These data show that, depending upon the institution and location, 80-93% of the students enrolled in collegiate education programs are white (Cochran-Smith, Davis, & Fries, 2004). The purpose of this study was to determine the racial awareness of majority group member students at East Tennessee State University (ETSU) and factors related to racial awareness. Seven research questions and five hypotheses were examined. The Oklahoma Racial Attitudes Survey-Preliminary Form (ORAS-P) was used to identify the racial awareness of White students enrolled at ETSU during the fall of 1999. Forty-six classes were surveyed obtaining a sample totaling 395 students. The purpose of this study was to investigate the relationships between the perceptions of successful African American sophomore students and their adjustment to academic success at predominantly White colleges and universities. Twenty African American sophomore females and twenty African American sophomore males from two predominantly White community colleges and two predominantly White universities participated in the study. Each subject completed a demographic survey and participated in an interview. The problem of this study was to determine if differences exist in the self-concept scores between Anglo children and Chicano children. A secondary problem was to determine the level of correlation between self concept scores and academic averages. The Martinek-Zaichkowsky Self Concept Scale for Children was used to determine self concept scores and grade point averages reported by the students' classroom teachers were used for the academic averages. The findings of the study warranted the following conclusions: (1) Anglo, first grade children have a significantly higher total self concept than do Chicano, first grade children.
