The purpose of this qualitative case study was to explore the perceptions held by educators and administrators regarding sheltered instruction of English Language Learners (ELLs) in science, technology, engineering, and mathematics (STEM) classrooms; relevant professional development; and the use of the English Language Proficiency Standards (ELPS) within lesson plans. ELLs represent a subpopulation of students with significant achievement gaps in STEM, ultimately affecting student engagement and career interest in STEM. This dissertation was designed to inform educators, practitioners, and policy makers on equity-based instruction for ELLs by examining secondary teachers’ perceptions and practice on inclusion. A dominant qualitative research design was used for this study. A survey adapted from Reeves (2002) research on secondary teacher’s attitudes and perceptions on the inclusion of English as a Second Language (ESL) student in mainstream classrooms was administered to 212 secondary teachers in three high schools who have shown significant growth in their ESL student enrollment. The impact student mobility has on academic achievement has been researched in the United States since the early 20th century (Goebel, 1978). Mobility for students is a risk factor often compounded by poverty, ELL students are at a higher risk of lower achievement. Educators face challenges in tracking records, monitoring, remediating, gap closing, and assisting students in transition periods. This study examined the convergent validity between a third-party rating scale of executive function (EF) and a task-performance measurement of EF; examined the effects of age, gender, and dual language experience on preschool children‘s EF skills (inhibition, working memory (WM), and shifting) and on early mathematical skills; and investigated the contributions of inhibition, WM, and shifting to early mathematical skills. Ninety-two children attending Head Start were assessed. Correlation analyses revealed a number of relationships between the EF rating scale and the EF taskperformance measure. This research was designed to describe, analyze, and interpret what reading strategies experienced kindergarten teachers believe are essential to instruct English-as-a-Second-Language learners how to read. Through in-depth interviews, experienced kindergarten teachers were given a voice to describe what they consider essential reading strategies to instruct English-as-a-Second-Language learners to learn how to read.

The participants were four licensed, non-probationary kindergarten teachers instructing reading in English to a minimum of 51% English-as-a-Second-Language population. Selected kindergarten programs were consistent in program design. Processes were influenced by the gateway approach.
