Immigration has been part of American history, through time increasing the diversity in population. The U.S. Department of Education reported that newly arrived immigrant students are welcomed to classrooms in public schools, and recent data revealed that more than 840,000 immigrant students occupy American classrooms. Immigrant students may demonstrate high aspirations and hope for a good public education however, some experiences bring about isolation, anxiety, and oppression, demonstrating a critical need for a caring and equitable environment. The establishment of the international border between Maine and New Brunswick in 1842 through the signature of the Webster-Ashburton treaty divided the Francophone population of the Madawaska region along the Saint John River. As a result, each half became administered by an Anglophone government. The linguistic and cultural differences between the Madawaska French and the Anglo-Saxon Protestant ruling majority in both the state and the province complicated the establishment of new public institutions. This study examines the perceptions of ESOL teachers in Georgia regarding their school leaders’ cultural proficiency in working with diverse learners.
