Over the past few years, “smart cities” have led in leveraging technology to modernize their services and infrastructure— and have emerged on the global stage on key issues of international concern. In 2017, Hidalgo and Horacio Rodríguez Larreta, Mayor of Buenos Aires, spearheaded the Urban 20 (U20), a platform for major cities in G20 countries to bring their “urban perspective” to the G20 member states in tackling common problems, showcasing their innovative approaches leveraging emerging technologies at the local level to tackle global issues. Novel strategic alliances have been emerging quickly in response to the Covid-19 crisis. We know much at alliance and firm-level about the benefits and challenges associated with different types of alliance configurations, however there are still gaps in our knowledge about the connection between alliances and impacts on society and the environment. In this paper, we use a novel dataset of 217 strategic alliances that have emerged between January and April 2020 in response to the Covid-19 crisis. We analyze which alliances have emerged and how these alliances are tackling different needs related to the crisis. We find that alliances …

From late 2019 to the first half of 2020, the world has witnessed the epic spread and destruction of the novel coronavirus which was discovered in Wuhan, China. The huge number of infections and deaths caused by the virus, the collapse of the healthcare system and the economic consequences have few modern equivalents. Evolutionary game theory (EGT) provides a powerful tool with which to unpack the interactive strategies of polluting enterprises (PEs), local government regulators (LG), and central government planners (CG) in China. Here, the prevailing institutional system of fiscal decentralization sees regulatory mandates set by the CG and enforced at the LG level. This delegation shapes managers' incentives when deciding the degree to which firms will incur costs to reduce pollution and comply with state directives. Schedule Creep: In Search Of An Uncongested Baseline Block Time By Examining Scheduled Flight Block Times Worldwide 1986–2016, Terence P. C. Fan

Based on a stratified random sampling of airlines’ schedules for 200 heavily travelled directional nonstop airport pairs, this paper examines systematically how scheduled block times in non-stop flights have changed from 1986 to 2016. Three econometric analyses, by way of a 10th percentile quantile regression, 15th percentile quantile regression and ordinary least-squares regression, show that after accounting for the effects of air traffic growth, airport-specific congestion, flight delays, number of seat per flight, aircraft type, flight heading, airport slot policy, other airport-specific anomalies, airline-specific policies and changes in crude oil price, scheduled block times have been growing at a pace …

Objectives: The purpose of this study is to understand the success rates for health departments pursuing and achieving accreditation in version 1.0 and 1.5 of the Public Health Accreditation Board (PHAB) standards and measures. During the accreditation process, health departments that present performance gaps are asked to complete an Action Plan to specify how they plan to improve to meet the desired conformity. This study will highlight specific measures that are often included in Action Plans so that health departments pursuing accreditation can be better prepared to address these common pitfalls.

Federal funding agencies that administer financial support in the form of program grants to non-profit organizations (NPOs) that provide child and family services increasingly require NPOs to formalize inter-organizational partnerships in order to receive this vital source of funding. That is, by mandate NPOs must participate in inter-organizational collaboration networks to receive these essential federal funds. Therefore, there is a need to understand the collaboration behavior of NPOs in a policy-mandated environment. “Project Sidewalk” is an existing research effort that focuses on mapping accessibility issues for handicapped persons to efficiently plan wheelchair and mobile scooter friendly routes around Washington D.C. As supporters of this project, we utilized the data “Project Sidewalk” collected and used it to confirm predictions about where problem sidewalks exist based on real estate and crime data. We present a study that identifies correlations found between accessibility data and crime and housing statistics in the Washington D.C. metropolitan area. This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. Effective policy mixes are expected to accommodate uncertainties in the future policy context by being flexible and adapt over time in expectation of a range of anticipated and unanticipated conditions. In response to shifts in the future policy context, while policy changes can manifest as increments to status quo over time, policymakers may also need to face the possibility of making major policy shifts to enable the transition into more appropriate policy regimes.
