Fighter squadrons in the Turkish Air Force build flight schedules for weekly periods. This process requires a great deal of time and does not seek optimality. Schedules are built with feasibility concerns. The Turkish Air Force doesn’t have an automated tool for flight scheduling. Many constraints including crew rest, number of sorties flown in a month, and duty currencies affect the schedule. Providing an automated scheduling tool may help schedulers save time for other squadron tasks including mission preparation, briefing, and debriefing. The United States Transportation Command (USTRANSCOM) is currently responsible for the daily shipment of supplies to forward operating bases throughout Afghanistan. Aerial cargo shipments are an important method used to quickly deliver items that are needed immediately. Currently, delivery times vary greatly. This variation causes a decrease in confidence for on-time deliveries. As a result, shipments are demanded early and often, causing bottlenecks in the transportation system and fewer on-time deliveries. Barriers to adoption of schedule management processes are a matter of serious concern to the acquisition community. Schedule management has been widely accepted to contribute to the successful execution of complicated system development processes since the 1950s. In order to improve user satisfaction and to ensure supply support in a timely manner, the supply management paradigm is changing from supplier (supporting unit) focused management to customer (combat unit) focused management. Since the development of the Expeditionary Airman concept and the start of combat operations in the Global War on Terrorism, the Logistics Readiness Officer’s (LRO) duty environment has expanded beyond traditional garrison-based duties. This expansion can arguably incorporate current topics of joint operations, irregular warfare, and cultural intelligence. As the Air Force begins to implement the Expeditionary Combat Support System (ECSS), it is imperative that Air Force logisticians competently analyze logistics data. This exploratory study sought to determine which analytical skills are useful for Logistics Readiness Officers (LROs), as reported by active-duty LROs in grades O1-O5 and their supervisors. The research question was answered through a comprehensive literature review and the use of survey methodology. Over five hundred LROs and supervisors provided inputs. Analysis of survey responses found that Forecasting, Graphical Statistics and Descriptive Statistics are the analytical techniques valued most by both LROs and their supervisors. LROs …

Certain ongoing spacelift research efforts are focused on developing operationally responsive Reusable Military Launch Vehicles (RMLV) capable of launching payloads into orbit within hours of a tasking notification. Previous Air Force Research Laboratory-sponsored AFIT studies have resulted in the development of the MILEPOST discrete-event simulation model. As the Air Force transforms from a garrisoned force into a light expeditionary force, one area for restructuring is the manner in which mobility readiness spares packages (MRSPs) are managed and stocked. For a war tasking, thirty days supply is typically deployed in a MRSP as it is assumed that there will be no re-supply for thirty days. The military is dependent on commercial vendors to augment their supply system, to include hazardous materials. Hazardous materials must be packaged and labeled differently than general cargo for shipment in the defense transportation system. Previous research has shown there is an increase in frustration levels at Aerial Ports of Embarkation. The reasons for frustration range from minor discrepancies to improperly completed shipping documents. This research investigates if commercial companies are a cause of the frustration problems. The Air Force supply chain includes parts required to build, fix, or maintain aircraft delivered to the warfighter to carry out missions. Industry has shown that following Collaborative Planning, Forecasting, and Replenishment (CPFR) concepts, particularly reducing inventory through accurate demand forecasts, has increased profits in part by lowering the holding costs of inventory and increasing sales. This is analogous to the Air Force increasing aircraft availability. In coordination with USCENTCOM, USTRANSCOM, and the DLA, AMC implements the pure pallet program to improve warfighter support. The cornerstone of the pure pallet program rests upon the consolidation of materiel early in the supply-chain by constructing end-user specific pallets. This research utilized a web-based survey to measure the perceptions of the air transportation specialists and logistics readiness officers who are implementing the program on behalf of the Air Force. Skyrocketing fuel prices have stressed the Department of Defense's budget in recent years. In 2001 the DoD spent $4.7 Billion on fuel with the Air Force consuming $2.7 Billion. Maintenance data collection is an integral part of flightline aircraft maintenance. Historically, this data was input via traditional keyboard data entry methods at a computer terminal. These terminals are typically located in the aircraft maintenance unit (AMU) facility, away from where the actual maintenance is being performed.
