A major initiative resulting from the 1999 Chief of Staff of the Air Force Logistics Review (CLR) was the development of the logistics readiness officer (LRO) career field, which combined three previous logistics fields; supply, transportation, and logistics plans. During peacetime operations, the process of tracking and managing 463-L assets within the Air Mobility Command airlift system results in infrequent imbalances or accountability issues. However, during contingency operations, AMC loses control of 463-L assets as they are turned over to the intra-theater distribution system. Since current contingency operations began in October of 2001, the Air Force has been unable to account for over 97,000 463-L pallets and 220,000 cargo nets. With a single pallet and net set costing over $1,300, the total value of the equipment unaccounted for exceeds $126 million. If not corrected, this failure to account for …

A resulting initiative was to transition the pick-up and delivery function from the Material Management flight (LGRM) to the Vehicle Operations section (LGRVO). Air Force logistics policies direct the "expedited evacuation of repairables to the source of repair", in an effort to allow smaller inventories. Transportation Mode selection is based only on the asset itself. This focus works well when shipping assets out from the depot to a base. When a base ships an asset back to the depot however, the priority of the asset may not be the best way to select the transportation mode. In the U.S. Air Force, a Logistic Readiness Squadron (LRS) provides material management, distribution, and oversight of contingency operations. Dispatchers in the LRS must quickly prepare schedules that meet the needs of their customers while dealing with real-world constraints, such as time windows, delivery priorities, and intermittent recurring missions. The United States Air Force is developing its next generation aircraft and is seeking to reduce the risk of catastrophic failures, maintenance activities, and the logistics footprint while improving its sortie generation rate through a process called autonomic logistics. Vital to the successful implementation of this process is remaining lifetime prognosis of critical aircraft components. The Air Force must comply with Executive Order (E.O.) 13149: Greening The Government Through Federal Fleet and Transportation Efficiency. This order focuses on the reduction of petroleum consumption in an effort to reduce dependence on foreign oil and preserve the environment. When examined from a broad standpoint, total supply chain costs can include a firm's costs plus upstream and downstream costs. However, in the recent past, there has been a renewed emphasis as AF leaders continue to seek funding for weapon system spares despite marginal improvements in mission capability. A Mobility Readiness Spares Package (MRSP) is an air-transportable package of spare parts configured for rapid deployment in support of conflict or war. Each package is tailored to support a specific scenario, for a specific type and number of aircraft without re-supply for the first 30 days of deployment. This thesis explores the use of supply chain management techniques to overcome the barriers encountered by logistics managers during humanitarian relief operations. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. This thesis evaluates a variety of documented cases of customer-focused business practice initiatives to discern common principles of implementation within the private and public sectors. The business practices Quality, Activity-Based Costing (ABC), Customer Profitability Analysis (CPA), and Customer Relationship Management (CRM) were found to be the major techniques utilized over the past three decades. Cases were collected which documented implementation of these customer-focused business practices in the private and public sectors. To support smaller reparable asset inventories, current Air Force supply and transportation policies direct the expedited evacuation of reparables by bases and deployed units to the source of repair. Mode selection is based on the asset. Focusing on the asset and moving it quickly is an efficient and effective method of getting assets to where they are needed in a timely manner in the forward portion of the supply pipeline. The Air Force currently relies on two transportation information management systems for managing cargo and passenger movements throughout the Defense Transportation System. The two systems are Global Air Transportation Execution System (GATES) and Cargo Movement Operations System (CMOS). In today's Air Force, we are constantly faced with meeting the mission under limited budget and equipment constraints. Any tools that make completing the mission easier are highly sought after, and rightfully so. The Air Mobility Planner's Calculator (AMPCALC) is one such tool. It gives the mobility planner flexibility in planning by allowing several different situations to be modeled. This paper recommends improvements to the model and provides the verification and validation of the model in an attempt to prove that the model is a useful tool for Air Mobility Command and the United States Air Force.

Few studies in the organizational change literature have examined differences in the change process in different cultures. This cross-cultural study is designed to take a comprehensive view of change using a dynamic model that integrates content, process, context, and individual attribute factors simultaneously. The model is used to compare perceptions of organizational change held by members of military organizations in the United States and in Korea. Cost Growth in Department of Defense (DoD) major systems has been an ongoing problems for more than 30 years. Previous research has demonstrated the use of two-step logistic and multiple regression methodology to predicting cost growth produces desirable results traditional single-step regression. This research effort validates, and further explores the use of a two-step procedure for assessing DoD major weapon system cost growth using historical data.
