This research explored the impact of Aircraft Maintenance Officer human capital, learning organization, and knowledge management on organizational performance. Survey methodology was utilized to gather data with both theoretical and practical implications on 21A force development practices. Solicitation of information regarding 21A competencies, utility of current AF logistics courses, and latent constructs were conducted through a web-based self-administered cross-sectional survey. Examination of the latent variables human capital, learning organization, and knowledge management was conducted using exploratory factor analysis and multiple linear regression supporting a positive effect on organizational performance. A significant challenge facing the Air Force Medical Service (AFMS) Military Treatment Facilities (MTFs) is the perishability costs associated with its pharmaceutical stock. During a two year time period, the AFMS returned expired or nearly expired pharmaceuticals valued at over $23,000,000. In response to the waste represented by pharmaceutical perishability cost, this thesis analyzes the historical inventory management decisions of 173 MTF/pharmaceutical combinations and proposes an alternative inventory control policy to reduce perishability costs. This thesis researched the accuracy of demand forecasting and impact of demand variation on requirements definition for Air Force aircraft secondary items. Specifically, this thesis sought to answer three questions: How does the Air Force calculate item requirements? , How accurate is the current system at predicting future item requirements? , and How do variations in predicted demand change item requirements? One such initiative is an effort to reduce the flow days of items being repaired in the Air Force's organic depots. This thesis analyzes the strategic consolidation of medical WRM equipment UTC assemblages located within the contiguous United States. Following a 2003 consolidation assessment, the Air Force Medical Logistics Office (AFMLO) consolidated some of the medical UTCs at three Consolidated WRM Storage and Deployment Centers (CSDC) located at Kelly Field Annex, Travis AFB, and Charleston AFB. While many UTCs were consolidated at that time, currently only 17 of the possible 142 equipment UTC assemblages are entirely consolidated at one of those three locations. This study investigated options to improve 21A training and education by first validating the Air Force's logistics mission sets as Deployment, Distribution, Supply Management, Repair Network Integration, Mission Generation, Lifecycle Logistics and Joint Logistics. Then, the Knowledge, Skills, and Abilities (KSAs) considered important to execute each mission set were gathered from a representative sample of Air Force Logistics Officers via field interviews and focus groups. The algorithm proposed here is used for heuristic solutions for the Multimodal Multiple Vehicle Routing Problem with Unloading Capacity, Pickup and Dropoff, and Time Windows, solved so as to minimize the number of vehicles used, subject to varying objective function values for each vehicle. The MVRP is simplified and split into a routing problem and a scheduling problem. The routing problem is addressed by Dijkstra's Algorithm. Despite the recognized importance of cross-functional integration in support of supply chain management by scholars and practitioners, integration remains an elusive goal in today's competitive market. Specifically, scholars have identified three environmental factors as potential barriers to interdepartmental integration. A review of the literature indicates that very little research has examined potential environmental barriers to the integration between logistics and other functions. This paper is an exploratory study that seeks to fill this gap by using secondary data collected from over 1,500 mid-level managers and a structural equations model to test which environmental factors could be potential barriers.
