The Air Force has implemented various aircraft maintenance organizational structures. The implementation of the Objective Wing in the early 1990s was the latest occurrence of reorganization. This research looks at the effect of the type of aircraft maintenance organizational structure on aircraft maintenance performance. The type of organizational structure was defined by the functional centralization of the on-equipment maintenance. Aircraft maintenance performance was measured using TNMCM rates, fix rates, repeat/recur rates, man-hours per flying hour, and scheduling effectiveness rates. One of the biggest considerations for an Aerospace Expeditionary Force (AEF), in terms of cost and airlift requirement, is the use of aircraft spares kits to support combat operations. To date, these kits are built on the assumption that there would be no resupply for the first 30 days of a contingency. However, with more efficient transportation and information resources available today, it seems logical that resupply would occur much more quickly. It is through practice and experience Air Force loadmasters are able to pack the Air Force standard HCU-6/E (463L) pallets efficiently. Although the loadmasters perform their jobs exceptionally well, the Air Force is in search of a model that will more efficiently pack the pallets. We have developed a mathematical formulation of the three-dimensional pallet-packing problem which minimizes the amount of unused space on a pallet. The formulation ensures each box is packed with the correct volume and dimensions, and ensures the volume of all the boxes packed is less than the available pallet volume. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. Air Mobility Command (AMC) uses the Airlift Flow Model as their primary tool to estimate the amount of cargo delivered in a Time Phase Force Deployment Document (TPFDD). The primary objective of this research was an exploratory investigation in the development of a metamodel to predict the amount of cargo delivered from a TPFDD by AMC into a theater. Despite the high Operational and Support costs incurred, the Brazilian Air Force's (BAF) declining budget has led to the establishment of conservative policies that favor short run solutions for a critical BAF airlift problem of operating an aging fleet. As a result of this policy, service life extensions of older airlift aircraft are the preferred solution. Given the increasingly aging vehicle fleet and declining vehicle budget, this research performed a cost-benefit analysis of leasing versus buying various Air Force general purpose vehicles for the entire continental United States (CONUS). In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. The purpose of this study is to estimate the costs borne by the government for providing space-available travel to eligible uniformed services personnel and their dependents. As the primary provider of the space-available privilege, it is important that the Air Force have an estimate of the burden that the administration of that privilege places on the budget. In January 1993, the Air Force discontinued its 15-year-old practice of charging a fee for space-available travel aboard AMC-owned or controlled aircraft. This historical study details the U.S. Air Service's logistics operations at home and abroad in an attempt to determine the relationship between the process and more recently established logistic principles. The information in the study was collected through an extensive review of both first hand accounts and historical compilations of the nature of World War I aviation logistics. This research explores early life cycle software reliability prediction models or techniques to predict the reliability of software prior to writing code, and a method for increasing or improving the reliability of software products early in the development life cycle. Five prediction models and two development techniques are examined. This thesis evaluates selected F-16 avionics Line Replaceable Units (LRUs) transiting the logistics pipeline in order to examine the existence of bottlenecks and explore potential solutions within the current Department of Defense (DoD) logistics reparable pipeline. A previous study reported that a reduction in the overall pipeline resupply time of at least one day equates to a savings of approximately $25.45 million (Hill et al, 1990:iii). Bottlenecks cause movement delays to the entities moving through the logistics reparable pipeline. This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. The first purpose of this thesis was to study the effects of four factors on aircraft availability: the aerospace ground equipment (AGE) design configuration, the mean time between failure (MTBF) of AGE, the mean time to repair (MTTR) AGE, and the travel time to transport the AGE around the flightline. A simulation developed by Carrico (1996) that has its foundation based on the Logistics Composite Model (LCOM) was used. This is a report on the basis, data, findings, and models developed for US Transportation Command and Headquarters Air Mobility Command. Focusing on the dynamic scheduling problem that arises during management of airlift assets into space-constrained airfields during a crisis, this research explains the conditions surrounding this event, discusses several areas of potential cross-functional applications, presents analysis of current performance, and provides several modeling possibilities for schedule efficiency.
