Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The utility of two upward feedback instruments was assessed in this study; one is a commercially available instrument, the Leadership Practices Inventory (Posner & Kouzes, 1988) and the other is the recently developed, non-proprietary Upward Feedback Instrument (2002). Government reliance on computer-mediated information has transformed it from "enabler" to "target" which now demands the detection of manipulated and deceptive measures a primary security objective. As people are not inherently good performers at detecting deceptive communications, this study draws on interpersonal deception theory (Burgoon, 1986) and social cognitive theory (Bandura, 1986) to measure personal perceptions that influence decisions operationalized as the successful detection of a deceptive measure. Department of Defense personnel (N--119) participated in a longitudinal experiment that measured detection performance before and after training and feedback treatments. Self-efficacy and perceived training effectiveness emerged as dominant factors in predicting …

Deception aims to affect a decision-making process in a way that somehow benefits the deceiver. More knowledge is desired in the area of purely text-based scenarios. Thirty-seven graduate students at the Air Force Institute of Technology participated in an experiment in order to gain an initial understanding of how people determine whether text has been manipulated, and to identify specific areas that may be more closely investigated in future research. Organizations have been modifying performance appraisal systems to collect data from multiple source to guide supervisor development. Multiple rater programs provide leaders with more than one source of feedback, and give them a more complete, and possibly more accurate picture of their performance, which can facilitate meaningful behavioral change. The purpose of this thesis was to develop and validate a Leadership Commitments Inventory (LCI) from a 360-degree feedback approach that reflected a six-factor leadership taxonomy composed of twelve distinct indices, Using successive content adequacy tests, 48 items were validated and the web-based LCI was administered to 278 participants. This study examined the relationship between four dimensions of performance leadership, task performance, interpersonal facilitation, and job dedication and overall performance by junior officers in the Air Force. It was hypothesized that the four dimensions would have different relative importance to overall performance, ratee gender would have no effect on rating policy, and raters with greater experience would show greater rating consistency. This study examined the effects of converting a large aircraft maintenance squadron from 8-hour shifts to 12-hour shifts. The squadron studied converted its 24- hour maintenance work force from three 8-hour work shifts to two 12-hour work shifts incrementally, with one section converting to 12-hour shifts in January, 1996, and the remaining section converting in July, 1996. Both sections remained on 12-hour shifts until September, 1997, when both sections converted back to a three shift 8-hour operation. A Comparison Of 8-Hour Vs. 12-Hour Shifts On Performance, Health And Safety In A Usaf Aircraft Maintenance Squadron, Kelly J. Scott

This study examined the effects of converting a large USAF aircraft maintenance squadron from an 8- hour shift system to a 12-hour shift system. In 1996, the squadron converted its 24-hour operations from three 8-hour work shifts, to two 12-hour work shifts with compressed work weeks. The squadron maintained 12-hour shifts for 19 consecutive months. A comparison was made of organizational performance, worker health and safety measures before, during and after 12-hour shift implementation. Findings indicated that changing from 8- to 12-hour shifts resulted in a slight increase in aircraft Mission Capability rates. However, this benefit appears to have come …

Individual differences in goal orientation (tendency to set goals and objectives), conscientiousness (thoroughness and carefulness in performing a task), autonomy (freedom, independence, and discretion in scheduling work), and temperament (manner of thinking, behaving, and reacting) may have an influence on how efficiently and effectively people prioritize their tasks (or avoid tasks), and thus have an effect on job performance. The United States Air Force is using the Malcolm Baldrige National Quality Award criteria to measure organizational performance in implementing the Quality Air Force (QAF) initiative. In an effort to improve the management feedback in operational contracting squadrons, this research concentrated on the development of an alternate method to measure operational contracting performance. Specifically, the research investigated the use of Data Envelopment Analysis (DEA) to measure the productive efficiency of 45 operational contracting squadrons. Operational contracting managers were surveyed to identify critical resources to and outputs from the contracting process. Based on this survey, four inputs and five outputs were included in the DEA model. The DEA was executed for each contracting squadron under study. This research investigated the characteristics of the Saturn Corp product team organizational structure and also reviewed literature relevant to this area. The characteristics identified by Saturn that contribute to the success of their product team were incorporated into a product team effectiveness survey and administered to personnel in the F-22 System Program Office (SPO) located at WPAFB. This study investigated the effects of mechanical aptitude and job experience on the job performance of 204 Air Force Aerospace Group Equipment (AGE) mechanics. Job performance was expressed as productive capacity (PC), which is derived from estimated performance times on job tasks. PC measures were derived for 50 tasks typically performed by airmen in the specialty. Aptitude measures took the form of Mechanical percentile composite scores on the Armed Services Vocational Aptitude Battery (ASVAB). A second-order logistic model was used to regress PC on aptitude and experience at the task level and at the overall job, or aggregate, level. Model …

The purpose of this study was to determine the effect of the Commander's battle positioning on unit combat performance. Research was focused on analyzing the location of the Battalion/Task Force Commander during daytime deliberate attacks conducted at the U.S. Army's National Training Center, Fort Irwin, CA. Forty battles, from January 1986 to September 1989, provided the basis for this study. Information that described the Commander's location, a general description of the battle, and unit measures of effectiveness, was collected for each battle and put in a format that allowed for ease of analysis.
