In this study we look at infrastructure tender projects. Financial data for cost estimates are collected from 42 infrastructure tender projects (including 20 MRT construction tender projects, 14 highway construction tender projects, and 8 public building tender projects). The Takagi-Sugeno’s fuzzy theory is first applied to build an s-curve regression model for big projects. After the model is fitted, the cash-to-cash cycle concept is applied to analyze and diagram cash flow estimations for the execution stage of contracted projects. One of the most important problems for governments is how to allocate budgets for public infrastructure projects. This question becomes especially important during periods of financial difficulties. The budget allocation model of public infrastructure projects proposed in this paper integrates 3 submodels: the fuzzy multi-criteria grade classification model; the fuzzy multi-criteria project ranking model; and the budget allocation model. This integrated model promises to allocate simultaneously the budget of public infrastructure projects and decide the construction budget for each unit. What does it mean to live in the Intermountain West today? What issues are most and least important to the region’s residents? Do Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah have a collective identity or are state-level differences too great? Is there an identifiable Intermountain West personality? Today we will present the results of a unique survey that attempts to answer these questions.

We find that analysts are more likely to issue favorable recommendations for stocks predominantly owned hedge funds. Moreover, these optimistic recommendations translate into poorer stock performance over the next three to six months. Hedge funds take advantage of these flattering reports by concurrently offloading their stock holdings. Our results suggest that analysts are reluctant to downgrade stocks held by their most important clients.
