High-speed rail is a form of self-guided ground transportation, which utilizes steel-wheels or magnetic levitation (i.e., Maglev) and can travel in excess of 200 miles per hour. High-speed ground transportation (i.e., HSGT) has been widely used in Europe and Asia, but the debate continues over the usefulness of high-speed rail in the United States. Several metropolitan areas in the United States have been identified as corridors that would benefit from HSGT. High speed rail can offer an alternative or a compliment to over-the-road and air transportation. Initial investment cost for this mode of transportation are high, but other factors such …

Journal of Transportation Management

There is a great deal of research regarding Supply Chain Management (SCM) and Logistics Information Systems (LIS). However, there has not been a recent examination of the current state ofTransportation Management Systems (TMS). This article provides an overview of the previous research and examines the current state of TMS and the relationships between these systems and other information systems in general. The results of over twenty years of LIS and TMS data are presented to highlight potential information gaps and significant relationships between TMS and other functions.

Researchers have used the absorptive capacity construct to explain various organizational phenomena. In this article we review the literature to identify key dimensions of absorptive capacity and offer a reconceptualization of this construct. Building upon the dynamic capabilities view of the firm, we distinguish between a firm's potential and realized capacity. We then advance a model outlining the conditions when the firm's potential and realized capacities can differentially influence the creation and sustenance of its competitive advantage.

The purpose of this research was to study Generation X consulting engineers (those born between the years 1964 and 1980) in Lynchburg, Virginia, to determine the major factors that influence their employment decisions. Engineering consulting firms throughout the United States, particularly those in Lynchburg, have struggled to recruit young engineers in recent years. The recruiting of young engineers has been regarded by managers and executives as the single greatest challenge to the consulting profession. Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Decision makers must weigh benefits, costs, and mission needs for a variety of proposed new initiatives and current weapon systems programs in order to develop an effective portfolio that provides the best value to the User. This research examines current Air Force development portfolio management practices as perceived by those involved with the decision making process. Assessment of computer literacy needs from the perspective of potential workforce development is an important part of an educational program involving adult learners. About 22 percent of adults currently entering the labor market possess the technology skills that are required for 60% of new jobs. This paper describes the training provided to tutors and trainers of adult learning centers in Hampton Roads Virginia. Results showed that the trainees, prior to the training, had limited access to computer technology and needed training in incorporating computer technology in the curriculum. On February 25, 2000, the Italian Government adopted Legislative Decree No. 67, which enacted Directive 97/55/EC amending Directive 84/450/EEC concerning misleading advertising, so as to include comparative advertising. Contrary to what one could have expected in a country that has traditionally banned comparison in advertisements, Italy was one of the first among the Member States to implement Directive 97/55/EC. The appearance of independence is an important facet of the regulation of auditor independence. The authors conducted a research study to gauge how some financial statement users—loan officers—view and make decisions based on loan proposals that present various types of relationships between the applicant, the auditor that performs the external audit, and the auditor that performs the internal audit function (whether performed in-house or outsourced to the hypothetical loan applicant's external auditor).

We consider the Weighted Constraint Satisfaction Problem which is an important problem in Artificial Intelligence. Given a set of variables, their domains and a set of constraints between variables, our goal is to obtain an assignment of the variables to domain values such that the weighted sum of satisfied constraints is maximized. In this paper, we present a new approach based on randomized rounding of semidefinite programming relaxation. Besides having provable worst-case bounds for domain sizes 2 and 3, our algorithm is simple and efficient in practice, and produces better solutions than some other polynomial-time algorithms such as greedy and …

The purpose of this study was to examine the economic impact of the Richmond XTERRA off-road triathlon event on the Greater Richmond Area. The Greater Richmond Area, according to the Greater Richmond Chamber of Commerce, consists of the City of Richmond, Chesterfield County, Hanover County and Henrico County. It was estimated that the XTERRA off-road triathlon would have a significant economic impact on the Greater Richmond Area. Shimp and Sharma (1987) extended the concept of ethnocentrism to commercial products with the development of a 17-item Consumer Ethnocentrism Scale [CETSCALE]. Consumer ethnocentrism is the belief that purchasing imported products harms the local economy, increases unemployment, and is morally wrong (Skimp and Sharma 1987). Shimp and Sharma (1987) called for studies to determine antecedents to consumer ethnocentrism and to apply the CETSCALE across geographic and regional segments. We document a surprising pattern in market prices of S&P 500 index options. When implied volatilities are graphed against a standard measure of moneyness, the implied volatility smirk does not flatten out as maturity increases up to the observable horizon of two years. This behavior contrasts sharply with the implications of many pricing models and with the asymptotic behavior implied by the central limit theorem (CLT). We develop a parsimonious model which deliberately violates the CLT assumptions and thus captures the observed behavior of the volatility smirk over the maturity horizon. Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. The developed instrument and a proven commercial instrument utilizing the same theoretical framework were administered to samples of N = 391 and N = 417 respectively, and tested for reliability and validity. …
