This research entailed calibration and validation of the SAGE Software Cost/Schedule Estimating System, Version 1.7 as a means to improve estimating accuracy for DoD software-intensive systems, and thereby introduce stability into software system development. SAGE calibration consisted of using historical data from completed projects at the Space and Missile Systems Center (SMC) and the Electronic Systems Center (ESC) to derive average performance factors (i.e., calibration factors) for pre-defined categories of projects. A project was categorized for calibration by either its primary application or by the contractor that developed it. The intent was to determine the more appropriate categorization for calibration. …

Abstract Contingency Contracting Officers (CCOs) are increasingly finding themselves an integral part of overseas deployments, purchasing in theater whatever the combat forces cannot bring with them. As a result, CCOs must deal directly with businesses and the individuals who operate them in the deployed location. Cultural differences between the CCO and suppliers can become an issue not encountered in stateside operations. This study examines tactical military airlift operations conducted during three historical battles - Stalingrad, Dien Bien Phu, and Khe Sanh. Aspects of tactical military airlift operations are identified from these scenarios. The list of important issues that results can be considered when employing tactical military airlift in the future. Using inductive reasoning, tactical military airlift operations in each scenario, and their success or failure, are examined to develop a pattern for recognizing and describing similar situations in the future. This research explored the historical Air Force values-related initiatives that have existed since its creation in 1947. The Air Force has long been interested in and conducted values-related initiatives, although sometimes with a different focus and objective than its preceding initiatives. This study specifically examines two of the assumptions made in the current Air Force Core Values initiative against the historic values-related initiatives to identify any differences that have occurred over time. This study was initiated by the assertion that it was taking a greater amount of time to transport assets from Support Center Pacific (SCP) to its Western Pacific Air Forces (WESTPAC) customers (Misawa AB Japan, Yokota AB Japan, Kunsan AB Korea, and Osan AB Korea) than it was taking to transport similar assets to the same locations from a CONUS repair facility. These delivery times include the total time it takes a reparable asset to be transferred from a repair facility (consignor) to the user (consignee). This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. The need for the study was precipitated by continued reductions in the military budget, consolidation of defense depots, and the reduction in the number of personnel stationed overseas. This thesis evaluates selected F-16 avionics Line Replaceable Units (LRUs) transiting the logistics pipeline in order to examine the existence of bottlenecks and explore potential solutions within the current Department of Defense (DoD) logistics reparable pipeline. A previous study reported that a reduction in the overall pipeline resupply time of at least one day equates to a savings of approximately $25.45 million (Hill et al, 1990:iii). Bottlenecks cause movement delays to the entities moving through the logistics reparable pipeline. In December 1996, the Cost/Schedule Control Systems Criteria (C/SCSC) was officially replaced by the Earned Value Management Systems (EVMS) criteria. The switch to EVMS, coupled with current acquisition reform changes, have left many wondering what the effects of these changes will be. This thesis defines the costs and benefits of the old C/SCSC, and then compares them. Additionally, this thesis discusses the changes accompanying the switch to EVMS and the effect on the costs and benefits. The first purpose of this thesis was to study the effects of four factors on aircraft availability: the aerospace ground equipment (AGE) design configuration, the mean time between failure (MTBF) of AGE, the mean time to repair (MTTR) AGE, and the travel time to transport the AGE around the flightline. A simulation developed by Carrico (1996) that has its foundation based on the Logistics Composite Model (LCOM) was used. Increased demand for third-party logistics providers who can offer multiple services to their customers has encouraged many entities to explore innovative ways to expand service offerings. The current research examines Class I LTL motor carriers who have expanded their services to include warehousing. While there are several ways to achieve a service expansion into warehousing, the current research focuses on firms who have elected to expand by creating a strategic alliance type relationship with an external warehouse provider. This paper examined the relevance of exchange rates convergence in the context of a realistic exchange rate and the implementation of a successful Economic Adjustment Programme, with particular reference to external sector competitiveness and viability. The paper was unambiguous in respect of the superiority of convergence over other schemes ranging from multiple to a dual exchange rate system. A unified exchange rate system, resulting from a free interplay of market forces, eliminates waste arising from subsidies and inefficient allocation of foreign exchange. The signing of the NAFTA agreement signaled the beginning of increased efforts to harmonize trade between the U.S., Canada, and Mexico. Unfortunately the harmonization of transportation links is lagging far behind proposed implementation dates. This narrative describes the highway safety, and concerns expressed by highway safety advocates and Teamsters union representatives, and documented by the GAO. The authors propose a market based alternative to restricting transborder traffic to the narrow commercial zone presently in place.

What Is A Logistics Analyst? A Perspective From One British University On Increasing Student Awareness And Knowledge Of Logistics Education And Career Opportunities, John Dinwoodie

Many sophomore Transport students at a British university were unfamiliar with the role of the logistics analyst. This paper discusses the current extent of student knowledge of some employment roles within intermodal distribution and the processes by which students acquire an understanding of it,providing new information for logistics teachers and career advisors. Qualitative analysis of student descriptions of relevant roles revealed a schema whereby concepts evolved, enabling a teaching package to be devised which accelerated the learning process. The assistance of practitioners, and similar studies by other academics are needed in attempting to raise the awareness of future students.

The paper defines poverty as certain disabilities such as the inability to participate with dignity in society. It also demonstrates that in measuring poverty, emphasis should not be mainly on income or consumption, hut that cognizance should be taken of social, economic and basic infrastructures as well as environmental factors. The net flow of foreign private investment into the Nigerian economy increased substantitally by more than twelve-folds from "M1, 907. 2 million in 1994 to N48, 677. 0 million in 1995, reflecting the stable macro-economic conditions during the period. All the components of foreign investment flows contributed to the increase with the contribution of unremitted profit accounting for the highest. Analyses of the investment flows showed that companies of Western Europe accounted for 78. 7 per cent of the total net inflow mainly through firms in the mining and quarrying sector. This is a conceptual article dealing with the role of motivated reasoning in vendor selection. The authors argue that organizational buyers' motivated reasoning, along with the task characteristics of perceived importance and familiarity, plays an important role in determining whether an open or a closed consideration will be used for vendor selection. Based on the relationship between motivated reasoning and task characteristics, the authors develop several propositions.

This research identifies variables and specifies equations that can be used to estimate the unit production cost of a weapon system. It is concerned with both explanation and prediction. Three major variables identified are cumulative quantity, production rate, and change in regime. Cumulative quantity is used in learning curve theory. Production rate is found in the U-shaped short and long-run cost curves of economic theory. Career Development Of Air Force Officers In Contracting: An Examination Of Perception And Understanding, Martin P. Hamlin

This research considered five factors deemed necessary for supporting career development, including experience, professionalism, expectations, mentoring, and training. The author studied the perceptions of captains in the contracting career field as a means of better understanding the unique career development challenges faced by contracting officers. This study concluded that captains in contracting do not perceive one best career path, nor one best set of professional and technical skills. Career expectations remain high and mentoring activity low, despite recent institutional emphasis directed at both. The value of current required formal training, as rated by contracting officers, seems to be high.

U.S. defense industrial base (DIB) deterioration and increased DOD interest in space exploitation highlights the U.S. satellite industry as one DIB sector requiring analysis. Despite DIB problems, this industry must maintain the capability to produce advanced satellites for the DOD. Commercial Military Integration (CMI) will, according to experts, eliminate problems inherent with a separate DIB. This research focused on investigating satellite industry capability to meet DOD space requirements.
