Journal of Transportation Management

This article investigates the concept of carrier consolidation and how it impacts the performance measurements of the carrier for measured variables to the shipper. It recommends treating the carrier base as a portfolio of assets, with each carrier contributing unique, strategic advantages to the sum of the whole.

The Logistics Of Mobilizing And Supplying The Union Army During The Initial Stages Of The American Civil War, Trey G. Burrows

This thesis studies the logistics involved in mobilizing and supplying the Union Army at the onset of the Civil War. The main elements discussed are the sources, procedures, and items needed for the mobilization and supply efforts. Initially, the Union relied on the States to mobilize the military with the majority of the military being militia members or volunteers. The number of volunteers declined later in the war and the Union used both the bounty system and the draft for recruitment. Eventually, the Federal Government replaced the States as the primary mobilizing entity. The military needed supplies of weapons, clothing, …

Calibration And Validation Of The Cocomo Ii.1997.0 Cost/Schedule Estimating Model To The Space And Missile Systems Center Database, Wayne A. Bernheisel

The goal of this study was to determine the accuracy of COCOMO II.1997.0, a software cost and schedule estimating model, using Magnitude of Relative Error, Mean Magnitude of Relative Error, Relative Root Mean Square, and a 25 percent Prediction Level. Effort estimates were completed using the model in default and in calibrated mode. Calibration was accomplished by dividing four stratified data sets into two random validation and calibration data sets using five times resampling. The accuracy results were poor; the best having an accuracy of only .3332 within 40 percent of the time in calibrated mode. It was found that …

A Study Of Historical Inflation Forecasts Used In The Department Of Defense Future Years Defense Program, Mark S. Sweitzer

This thesis explores historical inflation forecasts used in the Department of Defense (DoD) Future Years Defense Program. The study examines historical DoD forecasts against experienced inflation as measured by the Gross National Product and Gross Domestic Product implicit price deflator (GNP/GDP IPD) from 1979 to 1996. This study also compares the accuracy of DoD forecasts with those made by the Congressional Budget Office (CBO) and Data Resources, Incorporated (DRI). The results regarding the performance of historical DoD inflation forecasts are mixed. An ever shrinking Research and Development (R&D) budget, coupled with a widespread perception that the nation is not realizing an adequate return from its substantial investment in the federal laboratory system, has paved the way for an increase in the transfer of technology from the federal laboratories to the private sector. The objective of this research is to determine the indirect cost of performing technology transfer by identifying the resources consumed by several key Office of Research and Technology Applications (ORTA) organizations and the activities performed within these organizations. A Comparison Of Contracts Involving The Privatization Of Newark Afb And The Naval Air Warfare Center-Indianapolis, James P. Valley

This thesis studies the contract types and incentives involved in the privatization of Newark AFB and the Naval Air Warfare Center-Indianapolis. Newark AFB was slated to close by the Base Realignment and Closure Commission (BRAC) in 1993. The Air Force decided to utilize an Indefinite Delivery Indefinite Quantity (IDIQ) contract, and utilize an award fee to incentivize the contractor. In 1995, the BRAC commission decided to close the Naval Air Warfare Center-Indianapolis. The Navy also decided to utilize an IDIQ contract and has mostly utilized the Fixed Price Level of Effort contract to obtain its requirements. Through interviews and a …

The Air Force Institute of Technology (AFIT) was asked to develop a graduate curriculum to support cost analysts in the acquisition arena in October 1980. The first class entered in May 1982 and graduated in September 1983 with Master of Science degrees in Systems Management. This degree program gained autonomy by offering its first true Master of Science degree in Cost Analysis in 1988. Now there are nearly thirteen years of graduate cost analysts (GCAs) in the workforce. This thesis examined the impact this program has had on these graduates and the Air Force.
