New Public Management In U.S. Higher Education: Is Privatization Associated With Lower Costs?, Kevin Mcclure, Adriana Vamosiu, Marvin A. Titus, Steffon M. Gray

School of Business: Faculty Scholarship

This study investigates the application of the three-dimensional New Public Management (NPM) framework to the public higher education setting to examine the relationship between one of the NPM dimensions, privatization, and cost management at 159 public research institutions in the United States between 2005 and 2015. We develop four statistical measures to quantify privatization and find privatization is linked to lower costs as institutions increase the share of revenue from auxiliary enterprises and tuition and fees, but higher costs when increasing out-of- state first-year enrollment. This raises management questions about public higher education cost efficiency, access and DEI for in-state …

Navigating The Political And Cultural Landscape: How Companies Decide When To Engage, Patrick M. Wright, Donald J. Schepker, Anthony J. Nyberg, Adam Steinbach, Marcia Avedon, Adam Bailey

Reports

Companies today increasingly feel pressured to take public positions on potentially divisive sociopolitical topics. Whether they choose to stay silent on these issues or weigh in, they face significant risk. The 2023 HR@Moore Survey of CHROs explored how companies typically go about making decisions in this arena, before focusing on how they responded to a specific issue – the Supreme Court’s recent Dobbs v. Jackson decision overturning Roe v. Wade regarding abortion rights in the U.S. The report shows that most companies have developed either formal or informal criteria to evaluate whether or not to take a public position on …

Reports

The 2023 HR@Moore Survey of Chief Human Resource Ofcers (CHROs) gained responses from 171 CHROs, and this report focuses on the results regarding the CHRO Role. Using the updated Gartner “Model of a World Class CHRO” the CHRO participants indicated that the most critical and diferentiating roles they play in terms of driving business outcomes are the Board’s Leader of Human Capital, Driver of Culture and Purpose, Trusted Advisor and Coach, and Enterprise Change Leader. These roles stand in contrast to The Functional Business Leader role, which respondents largely considered table stakes or important but expected as opposed to critical …

What Type Of Central Banker Dampens The Political Business Cycle? The Case Of Africa, Christine Strong Jan 2023

What Type Of Central Banker Dampens The Political Business Cycle? The Case Of Africa, Christine Strong

Economics Faculty Publications

This article investigates the extent to which central bank independence can help to reduce political business cycles in Africa. Like previous studies, we find evidence of political cycles in our sample of 34 African countries for the period 1980–2018, but our findings show that politicians' ability to manipulate both fiscal and monetary policy depends on the degree of alliance between the fiscal authority and the monetary authority. Indeed, our analysis reveals that the political business cycle worsens when the central banker is an ally whereas a non‐ally central banker is associated with a decrease in the ability of the incumbent …

The Choice Of Technology In Economic Development, Lei Wen, Haiwen Zhou Jan 2023

The Choice Of Technology In Economic Development, Lei Wen, Haiwen Zhou

Economics Faculty Publications

The impact of capital accumulation on job creation is an important and interesting issue in economic development. This model provides a general-equilibrium framework for studying technology choice with unemployment in a developing economy based on micro-foundations. Unemployment in the urban sector results from the existence of efficiency wages. Manufacturing firms engage in oligopolistic competition and choose technologies to maximise profits. A more advanced technology uses more capital and less labour. In the steady state, an increase in the amount of capital induces firms to choose more advanced technologies and the wage rate increases. While a higher capital stock always induces …

Component Maintenance Strategies And Risk Analysis For Random Shock Effects Considering Maintenance Costs, Chao Zhang, Yadong Zhang, Hongyan Dui, Shaoping Wang, Mileta Tomovic Jan 2023

Component Maintenance Strategies And Risk Analysis For Random Shock Effects Considering Maintenance Costs, Chao Zhang, Yadong Zhang, Hongyan Dui, Shaoping Wang, Mileta Tomovic

Engineering Technology Faculty Publications

Maintenance can improve a system’s reliability in a long operation period or when a component has failed. The reliability modeling method that uses the stochastic process degradation model to describe the system degradation process has been widely used. However, the existing reliability models established using stochastic processes only consider the internal degradation process, and do not fully consider the impact of external random shocks on their reliability modeling. Furthermore, the existing theory of importance does not consider the actual factors of maintenance cost. In this paper, based on the reliability modeling of random processes, the degradation rate under the influence …

Which Diversity Measures Best Capture Public Company Value?, Benjamin P. Foster, Andrew S. Manikas, James R. Kroes

IT and Supply Chain Management Faculty Publications and Presentations

Prior research has shown that companies' diversity efforts lead to improved company performance and market value. However, measuring and comparing diversity is a challenge for firms since there is not a comprehensive, universally accepted method to measure firm diversity. This study evaluates three publicly available proxy measures (the Human Rights Campaign Foundation's Corporate Equality Index (CEI) ratings and Bloomberg's environmental, social, and governance (ESG) scores, and a Board of Directors gender diversity index) that report on various aspects of firm diversity to assess which are most closely associated with long-term company value using panel regression. We find that higher CEI …

How Covid-19 Stole Christmas: How The Pandemic Shifted The Calculus Around Social Media Self-Disclosures, Teagen Nabity-Grover, Christy M. K. Cheung, Jason Bennett Thatcher

IT and Supply Chain Management Faculty Publications and Presentations

During the COVID-19 pandemic, social media use increased significantly, and news media also reported increased levels of social shaming for behaviors that were now deemed high-risk for spreading or contracting the virus. This study examines how this pandemic-afflicted environment changed what and how individuals disclosed online during the 2020 holiday season. Using data collected at two time periods in December 2020 from Facebook and Instagram users, the data show that social calculus constructs comprise most of the significant predictors for online self-disclosure; evaluation apprehension is also a significant moderator. In a post-hoc analysis with 2019 disclosure data, this study finds …

Does Accuracy Matter?: Methodological Considerations When Using Automated Speech-To-Text For Social Science Research, Steven J. Pentland, Christie M. Fuller, Lee A. Spitzley, Douglas P. Twitchell

IT and Supply Chain Management Faculty Publications and Presentations

The analysis of spoken language has been integral to a breadth of research in social science and beyond. However, for analyses to occur with efficiency, language must be in the form of computer-readable text. Historically, the speech-to-text process has occurred manually using human transcriptionists. Automated speech recognition (ASR) is advertised as an efficient and inexpensive alternative, but research shows this method of speech-to-text is prone to error. This paper investigates the viability of using error prone ASR transcriptions as part of the methodological process of language analysis. Results show that at the individual feature level, analysis of ASR transcriptions differ …

The Impact Of Reflection On Experience Type Perceptions, Mat D. Duerden, Camilla Hodge, Karen Melton, Aubrey Rushton, Lexi Anderson, Madison Bagley

Faculty Publications

Whether an experience is perceived as ordinary or extraordinary (i.e., memorable, meaningful, transformational) (Duerden et al., 2018) depends on a variety of potential factors including but not limited to time, social connection, and reflection. The purpose of this experimental study was to assess how activity type, social connection, and reflection type influences exper ience type, ordinary versus extraordinary, perceptions overtime. Data was collected from 209 undergraduates using a 4x4 experimental design. Participants engaged in one of four different 20-minute activities based upon Melton's (2017) family activity model (e.g., core:parallel, core:joint, balance:parallel, and balance:joint). Each activity was run for four different …

Mechanisms In Open Innovation: A Review And Synthesis Of The Literature, Ruben H.A.J. Ogink, Martin C. Goossen, A. Georges L. Romme, Henk Akkermans

Management Faculty Publications

A large body of literature explores the role of context, structure, actors, and outcomes of open innovation (OI), yet pays little attention to the mechanisms underlying these relationships. In this review paper, we synthesize the OI literature using a context-mechanism-outcome approach to identify and classify the various mechanisms observed in empirical OI studies. Our findings demonstrate that the OI literature draws on a wide variety of mechanisms originating from the fields of management, sociology, economics, and psychology. The fifteen mechanisms most frequently observed in the literature fall into four categories: governance and policies; environmental dynamics and interactions; knowledge, skills, and …

Socio-Economic Management Theory Related To Bpm: A Case Study Of Dysfunctions In Digital Transformation Strategy, Yanfei Zhang, Emmanuel Monod, Gerard Beenen, Yuewei Jiang, Chris H. Willis

Management Faculty Publications

This research claims that dynamic strategies demanded by today’s digital environment exacerbate inconsistency between an organization’s digital transformation efforts and its enterprise architecture (EA) planning process. This phenomenon leads to redundant investments, delayed implementation, and frequent failures in digital transformation projects. In order to investigate this inconsistency, we apply the socioeconomic approach to management (SEAM) theory. Through critical analysis of four case studies in a large manufacturing organization, we clarify the relationship between digital transformation and EA and reveal the dysfunction in strategic implementation from a SEAM and business process management (BPM) perspective. In practice, this research integrates digital transformation …

Management Faculty Publications

[First paragraph] We are pleased to publish the special issue of the New England Journal of Entrepreneurship on transitional entrepreneurship. Transitional entrepreneurship refers to the practices of entrepreneurs from communities facing adversity who navigate substantial life transitions as they launch and manage new ventures in response to various changes and challenges in their environment. Entrepreneurship is not only a critical driver of economic growth and social development (Ahlstrom et al., 2019; McCloskey, 2010) but can also represent a life-changing transition for most, if not all, of the entrepreneurs themselves. Transitional entrepreneurship entails strategic pivots or transformations that enable entrepreneurs to …

Social Movements And Institutional Entrepreneurship As Facilitators Of Technology Transition: The Case Of Free/Open-Source Software, Sanjay Jain, Habib A. Islam, Martin C. Goossen, Anil Nair

Management Faculty Publications

We integrate insights from the literature on social movements and institutional entrepreneurship into the strategic niche management (SNM) and multilevel perspective (MLP) frameworks to understand the emergence of Linux, a free/open-source operating system, in a regime dominated by proprietary operating systems such as Unix and Windows NT. Employing a “microhistories” methodology, we document how actors in the free/open-source movement took steps that enabled an alternate technological niche to form, gain momentum and eventually infiltrate the extant regime. Our account delineates the key role that actors play in shaping the identity of a niche, amplifying its presence, and finally mainstreaming it. …

Hamilton Vs. Jefferson In Supreme Court Direct Tax Jurisprudence, Joshua Cutler Jan 2023

Hamilton Vs. Jefferson In Supreme Court Direct Tax Jurisprudence, Joshua Cutler

Accountancy Faculty Publications and Presentations

Increasingly frequent calls for a wealth tax in some form highlight the importance of understanding whether such a tax would be considered an unconstitutional “direct tax” if not apportioned according to population. The definition of direct tax was left deliberately vague at the Constitutional Convention, and consequently its meaning has been shaped through battles between the opposing political philosophies represented by Alexander Hamilton and Thomas Jefferson. Hamilton and his allies prioritized an energetic national government with taxing powers adequate to support its functions and unite the states; had great respect for tradition, precedent, and practical experience; and preferred a broad …

Food Fraud: A Persistent Problem That Demands A Comprehensive Approach, Amalia Yiannaka Jan 2023

Food Fraud: A Persistent Problem That Demands A Comprehensive Approach, Amalia Yiannaka

Department of Agricultural Economics: Faculty Publications

Food fraud commonly refers to the deliberate and economically motivated adulteration and mislabeling of food, but more broadly defined it also includes food theft, simulation that makes a fraudulent food product look like the legitimate product it copies, diversion, and overrun (Moyer et al. 2017). It is a longstanding and persistent challenge that impacts the global food sector; according to some estimates, food fraud results in annual costs of $40 billion (Food Standards Agency 2020). The complexity of globalized agri-food supply chains which are long, fast-moving, and involve a large number of intermediaries, coupled with lax regulatory monitoring and oversight …

The War On Tenure, Deepa Das Acevedo Jan 2023

The War On Tenure, Deepa Das Acevedo

Faculty Articles

Legislative attacks on faculty tenure are proliferating at an alarming rate. Politicians seeking to abolish or restrict the practice argue that tenure encourages bad behavior and impedes warranted terminations, granting undeserving academics “jobs for life.” But does tenure really facilitate—much less incentivize—such undesirable outcomes? This Article marshals an original and unprecedented dataset of “tenured-terminations” as well as existing social science research to show that the likely answer to both questions is “No.”

Instead, the data suggest that tenure is largely operating as it should: as a form of “just cause” employment where cause for termination is difficult but not impossible …

Can Marketing Transcend Entrenched Gender Biases?, Thinh Nguyen

Marketing Faculty Publications

Through a feminist lens, Maclaran and Chatzidakis (2022) challenge conventional assumptions about gender, emphasizing its performative nature shaped by social practices rather than inherent traits. This commentary extends analyses of key themes such as gender performativity, the male gaze, and subject-object binaries within marketing. It critiques how marketing strategies reinforce existing power imbalances and systemic biases rooted in historical narratives. The writing also reflects on media interpretations of gender issues through films like 'Turning Red' and 'Barbie'. By contextualizing gendered marketing within broader societal frameworks, this writing contributes to ongoing dialogues in media studies, sociology, and gender studies, highlighting the …

Is "Public Company" Still A Viable Regulatory Category?, George S. Georgiev Jan 2023

Is "Public Company" Still A Viable Regulatory Category?, George S. Georgiev

Faculty Articles

This Article suggests that the ubiquitous “public company” regulatory category, as currently constructed, has outlived its effectiveness in fulfilling core goals of the modern administrative state. An ever-expanding array of federal economic regulation hinges on public company status, but “public company” differs from most other regulatory categories in that it requires an affirmative opt-in by the subject entity. In practice, firms today become subject to public company regulation only if they need access to the public capital markets, which is much less of a business imperative than it once was due to the proliferation of private financing options. Paradoxically, then, …

The Public’S Companies, Andrew K. Jennings Jan 2023

The Public’S Companies, Andrew K. Jennings

Faculty Articles

This Essay uses a series of survey studies to consider how public understandings of public and private companies map into urgent debates over the role of the corporation in American society. Does a social-media company, for example, owe it to its users to follow the free-speech principles embodied in the First Amendment? May corporate managers pursue environmental, social, and governance (“ESG”) policies that could reduce short-term or long-term profits? How should companies respond to political pushback against their approaches to free expression or ESG?

The studies’ results are consistent with understandings that both public and private companies have greater public …

The Market For Corporate Criminals, Andrew K. Jennings Jan 2023

The Market For Corporate Criminals, Andrew K. Jennings

Faculty Articles

This Article identifies problems and opportunities at the intersection of mergers and acquisitions (M&A) and corporate crime and compliance. In M&A, criminal successor liability is of particular importance, because it is quantitatively less predictable and qualitatively more threatening to buyers than successor liability in tort or contract. Private successor liability requires a buyer to bear bounded economic costs, which can in turn be reallocated to sellers via the contracting process. Criminal successor liability, however, threatens a buyer with non-indemnifiable and potentially ruinous punishment for another firm’s wrongful acts.

This threat may inhibit the marketability of businesses that have criminal exposure, …
