Parallel Operations Of Sequential Service Lines With Interline Transfer, Joseph A. Svestka, K.P. K. Nair

Scientific analysis of servicing processes has resulted in the development of sequential servicing where in a unit requiring service is processed through a fixed number of stages sequentially. A detailed study of such a system has been presented by Baling. In this paper a large servicing system consisting of a finite number of identical sequential service lines is considered. These lines are operated in parallel but interline transfers of units are made whenever advantageous. Using time homogeneous Markov Chain, a model is developed for analyzing the operation of such a system. It is shown that interline transfers of units result …

The constraints of large linear programs can often be partitioned into independent subsets, except for relatively few coupling rows and coupling columns. The individual subsets may, for example, arise from constraints on the activity levels of subdivisions of a large corporation. Alternatively, such blocks may arise from activities in different time periods. The coupling rows may arise from limitations on shared resources or from combining the outputs of subdivisions to meet overall demands. The coupling columns arise from activities which involve different time periods (e.g storage), or which involve different subdivisions (e.g. transportation or assembly). Operations research techniques have been applied in fields like portfolio management, inventory control, and capital budgeting, but their use in accounting remains underdeveloped. This paper seeks to undertake a taxonomic analysis of financial ratios by developing a formal system for classifying the most commonly used financial ratios, identifying the most important dimensions measured within that set of ratios, and determining the relative importance of each ratio in measuring each dimension.

An on-going research project being performed at the Jewish Community Federation of Cleveland is described. Background of the project is given. The basis and components of a proposed output measurement mechanism are discussed briefly so that the details of implementing that measurement model may be considered in perspective. Three aspects of the implementation process are examined: the generation of service-client package values, the development of quality criteria weights and utility curves, and the collection of the requisite objective data. This paper is concerned with analytical solutions to manpower planning models. Dynamic feed-forward models are developed and analyzed. Optimal closed-form solutions minimizing given objective functions for the above models are developed. The models considered treat people as the only flow variable. The flow originates with some particular population of eligible persons and then traces them through the educational and economic sectors of the model. An objective function is developed, composed of educational costs and manpower "inventory" or penalty costs. A Generalized Upper Bounding Algorithm For Multicommodity Network Flow Problems, James K. Hartman, Leon S. Lasdon

An algorithm for solving min cost or max flow multicommodity flow problems is described. It is a specialization of the simplex method, which takes advantage of the special structure of the multicommodity problem. The only non-graph or non-additive operations in a cycle involve the inverse of a working basis, whose dimension is the number of currently saturated arcs. Efficient relations for updating this inverse are derived.

The primary concern of this dissertation is R&D resource allocation. Although the discussions are directed toward allocating resources to R&D projects, the techniques developed may be applied to any type of project whose characteristics comply with the assumptions imposed upon the models. Since resource allocations to projects are obtained indirectly from the scheduling of the projects, project scheduling plays a significant role in this paper. Project selection, a third problem of concern to R&D management, is also considered, to a lesser extent, throughout the thesis. Analysis Of The Exploratory Development Project Evaluation Experiment, Burton V. Dean, Samuel Jackson Mathis, Benjamin Lev, Joseph A. Svestka, Mauricio Adler

This paper details an exploratory development project evaluation (EDPE) experiment aimed at developing and testing a method to obtain quantitative data using subjective judgments for evaluating research and development (R&D) projects. The experiment, conducted at the U.S. Army Materiel Command, utilized a modified DELPHI Method involving a panel of twelve members. Key findings include the panelists’ ability to reach consensus in two rounds, the sufficiency of a small number of factors for linear model formulation, and the absence of significant bias. The results suggest potential for further experimentation to validate the EDPE method’s predictive capability.

A Model For The Development Of Measures Of Effectiveness In Airlift Planning, Alexander Brandt

A mathematical model of a military airlift problem is formulated. The model includes an algorithm for the solution of the Traveling Salesman problem. The model's solution is utilized in the allocation of aircraft to routes so that the cost of an airlift operation is minimized. A procedure for finding the optimum solution to the Traveling Salesman problem is programmed for the UNIVAC - 1108 digital computer using the FORTRAN language. The computer program was given preliminary testing on 3 digit random number distance matrices and was shown to be operationally practical and economical. The courses within the Operations Research Department were classified into one of four major fields (i.e., Optimization Theory, Stochastic Systems Behavior, Information Processing, and Research and Development). Courses within a field must usually be taken in a pre-defined order. However, since those in different categories are almost independent, and those in Research and Development (R&D) do not usually require specific prerequisites, one can consider three independent oriented networks. This paper is concerned with a methodology for efficiently obtaining consensus from a panel of evaluators on questions that are shrouded in uncertainty and cannot be measured or evaluated in the classical sense. The methodology and its historical development are described, it is placed in context vis-à-vis other methods of subjective scaling, and a critique is provided.
